This amendment to the RFP will not extend the due date for receipt of proposals (the current due date is 08 May 2017). IAW with RIK-L006 paragrah 6(d), Offerors must acknowledge amendments within their proposals. The use of the SF 33 for acknowledgement of amendments will suffice.

1. PURPOSE. The purpose of this modification is to update Attachment No. 17, as shown on the following page.

2. SUMMARY OF CHANGES.

(a) In SECTION J - LIST OF ATTACHMENTS, Attachment No. 17 is included as shown on the next page.

There are no other changes to the RFP.

Reference RIK‐L006 Proposal Preparation Instructions. (a) Page limitation, format Question

1. RIK‐L006 does not specify if a table of acronyms will count against the proposal page limit. Can the government please clarify, will a table of acronyms count against our total page count for each volume? 2. RIK‐L006 does not specify if a list of referenced documents (similar to the one provided in section 3.4 of the solicitation's statement of work) will count against the proposal page limit. Can the government please clarify, will a list of referenced document count against our total page count for each volume?

Answer A list of acronyms and a list of referenced documents will be counted towards the specific page limitations set within each Volume.

Reference Cross Reference Matrix Question

Question 7 from the Amendment 2 Q&A specifically asked about adding rows to the cross‐reference Matrix. The Government’s response was to leave the format unaltered, with the guidance to annotate a SOW or STO reference within the appropriate column. Without the ability to add additional rows to map to the SOW or STO, the Cross Reference Matrix would not provide the Government a detailed enough depiction of the proposal requirements to allow for a reviewer to easily cross walk the technical requirements to the proposal pages. Will the Government reconsider allowing bidders to maintain the current table format (font, column headers, descriptions etc.), but insert rows to better aide the Government in their evaluation of the proposed offerors?

Answer The Government is maintaining their position on not altering the Cross Reference Matrix.

Reference NAICS CODE Question

We have found NAICS Code 541715 is not available for use in the System for Award Management (SAM). The Census Bureau shows NAICS Code 541715 in the 2017 NAICS and notes it is replacing 541712. The SBA does not yet list a size standard for 541715. Will SAM registration under NAICS Code 541712 satisfy requirements for this solicitation?

Answer The SBA published new planned NAICS codes, in which 541712 will be replaced with 541715 , and while they may not be implemented in SAM before proposals are due, our anticipated award date is not until July 2018 (assuming you are referencing ACT 2: FA8750‐17‐R‐0001).

The new NAICS code 541715 is correct. The Government anticipates that the same size standard of 1,000 employees will apply. We are not anticipating it to change, if it does the Government will handle any issues at that time. For purposes of proposing, you should continue to use 541712 until the new code (541715) is implemented.

Reference RIK‐L018 Proposal Submission

Answer Please follow the instructions in RIK‐L018, Submission, Modification, Revision, and Withdrawal of proposals for unclassified FEDEX delivery. Per RIK‐L018(b), and in accordance with Amendment No. 1, FA8750‐17‐R‐0001 0001, FEDEX is not an approved method for classified proposal delivery.

Reference RIK‐L018 Proposal Submission Question What are the parameters and requirements to hand deliver an unclassified proposal to AFRL Rome?

Answer Mailing unclassified proposals is the preferred method, however all classified items MUST be mailed via U.S. Postal Service, registered mail, or USPS Express Mail in accordance with DoDM 5200.01, Volume 3, Enclosure 4. See SF 33, Blk 9, and Contract Specialist information in Blk 7. If hand carrying an unclassified proposal, Offerors must call the Contract Specialist to set up a DATE and TIME for delivery. Parking is available near Bldg. 106 in the DoD lot near the corner of Hanger Road and Chappie James Blvd.

Reference Cost Volume ‐ Travel Question 1. Are the number of trips defined in RIK‐L‐005(c)(2) the total trips for the 5‐year period of performance?

2. If the total number of trips over the 5‐year period of performance is 45 should we assume 2 per year to each location except only one per year to AFSPC?

3. Is there any avenue to applying G&A to travel in the pricing workbook?

Answer For questions 1 & 2, correct. For question 3, Offerors may apply burden rates as they deem necessary.
