Program Description Scope: Execute tasks to achieve development and integration of cyber solutions contributing to the USAF Cyber Mission, as well as the Cyber Mission of partner organizations.

Includes rapid development, design, prototyping, demonstration, scenario development, experimentation & evaluation, integration, testing, technical installation, transition, and support through initial operations of cyber technologies for:

1) Cyber threat avoidance and cyber defense
2) Full spectrum cyber operations
3) Cyber network exploitation
4) Cyber situational and mission awareness
5) Cyber Infrastructure
6) Cyber command and control
7) Information network modeling, simulation, and wargaming
8) Cyber mission assurance

Target Value - $950M

Period of Performance – 60 Months

Type of contract – Multiple award IDIQ with CPFF/FFP delivery orders

ACT 2 in the Acquisition Lifecycle The ACT 2 contract will:

Facilitate development and integration of cyber technologies at points in between “product requirement” and “initial operational capability” Support cyber technology maturation and handoff to appropriate Systems Program Offices (SPO)

Funds Source Contract Vehicle

AFRL and External R&D Customers (RDT&E Funds)

System Program Office (RDT&E, Procurement, and O&M Funds)

Traditional R&D Contracts (BAA, SBIR, etc.)

SPO Managed Contracts ACT Multiple Award IDIQ

What is ACT 2?

A contract vehicle Multiple award Indefinite Deliverable Indefinite Quantity

A tool to aid in fulfillment of “urgent” and “novel” cyber requirements Technologies to be developed must be novel (i.e. the intention is NOT to procure simple “widgets”)

A tool to aid in lab/SPO/user collaboration A contract vehicle available for use by the R&D community, program office, and user The same contract vehicle used for technology development under R&D funding can be used for LRIP through IOC under SPO funding or initial deployment under user funding.

A catalyst to expedite administrative overhead of transition Allows transition of cyber solutions into IOC without the administrative burden of awarding a new contract after the technology development stage Users can “pilot” a technology under ACT in parallel with establishing sustainment contracts for FOC, avoiding further delay to the capability.

What is ACT 2 NOT?

ACT 2 is NOT a program.

There is no specific Program Element dedicated to ACT ACT is a contract vehicle enabling the cyber research community, program offices, and users to quickly derive and implement cyber solutions AFRL will NOT play the role of a systems program office

ACT 2 is NOT a funding source.

ACT 2 is NOT a way to circumvent the SPO.

ACT will facilitate collaboration between the R&D and SPO communities. ACT is not a replacement for either entity.

ACT 2 is NOT a contract vehicle for acquisitions not contributing to AF cyber mission.

AFRL’s mission does not permit directorates to act as government “contract shops” for general acquisitions

ACT 2 is NOT a vehicle for all Cyber S&T.

AFRL will utilize other contracting vehicles where appropriate (i.e. BAA, SBIR, Grants)

ACT 2 is NOT a vehicle for basic research or long term sustainment.

Summary ACT 2 will be a multiple award IDIQ contract Umbrella Contract: 60 Months Ceiling: $950M

ACT 2 will facilitate rapid and agile response to urgent cyber needs.

ACT 2 will enable development and fielding of cyber solutions
