This amendment to the RFP will not extend the due date for receipt of proposals (the current due date is 08 May 2017). IAW with RIK-L006 paragrah 6(d), Offerors must acknowledge amendments within their proposals. The use of the SF 33 for acknowledgement of amendments will suffice.
1. PURPOSE. The purpose of this modification is to update Attachment No. 17, as shown on the following page.
2. SUMMARY OF CHANGES.
(a) In SECTION J - LIST OF ATTACHMENTS, Attachment No. 17 is included as shown on the next page.
There are no other change to the RFP.

Industry Questions and Answers in Reference to Request for Proposal (RFP) Amendment No. 2 FA8750‐17‐R‐0001 0002, dated 12 April 2017 19 April 2017
Reference RIK‐L011(c)(1)(i)(F) Question The reference states that "no specific names of personnel shall be provided" on the resumes included in Volume III. Are we allowed to include names of our proposed scientific and engineering personnel elsewhere in Volume III?
Answer No specific names shall be provided throughout proposals.
Reference 4.3 Software/Hardware Question This states that "software developed" shall be delivered and that licenses will be transferred to the Government. It does not say that
"software developed" ownership shall be transferred. Please verify that is the intended meaning.
Answer The intended meaning is reflected in the statement. A copy of the source and object code of all software developed must be delivered.
The data rights negotiated during contract award dictate what may be done with that copy of the source/object code.
Reference 4.3.1.5 Design and develop all computer software using an approved Higher Order Language (HOL). Base the justification for the HOL selected on system interface, interoperability, communications functions, human interface, and requirements for security, safety, and reliability. Design the software to make use of existing software and for subsequent reuse to the maximum feasible extent.
Question Please provide reference to the list of currently "approved Higher Order Language (HOL)" or will they be specified for each Task Order as to which HOL's may be used?
Answer HOL's will be determined on an order by order basis. HOLs that have been approved are: C, C++, Java, JavaScript and Ada are most common DoD Programming languages. (http://www.acqnotes.com/acqnote/careerfields/programming‐language‐selection)
Reference RIK‐L005 Program Effort – C.1 Question
“For engineering, scientific and/or technical labor, the Government estimates 126 person years. The Government estimates 1,920 hours as a basis for a person‐year” Can the Government please explain the difference between a 126 person‐year and 1920 person‐year?
Answer 1 Person Year = 1,920 Hours Reference RIK‐L008 Proposal Preparation Instructions – Cost (Volume II) Question 9. "Bill of Materials detailing items by type, quantity, unit price, total amount and source of estimate. Provide vendor written quotes.”
Specific to this section, will the Government accept one quote or will three quotes be required to justify the price proposed? In addition, is the Government looking for bidders to provide “vendor written quotes” for the entire hardware/software development of the 3 locations of the SCORE?
Answer Provide the quote used to justify the proposed amount; three (3) quotes are not required. The hardware/software proposed on the Offeror's approach should all be justified.
Reference RIK‐L008 Proposal Preparation Instructions – Cost (Volume II) Question “15. Subcontractor's proposal, with prime offeror's price/cost analysis of subcontractor's proposal. If subcontract was not competed, include justification.”
Can the Government please confirm that if the prime offeror can complete Sample Order 0001 without the need for subcontractors, then a subcontractor proposal is not required?
Can the Government also confirm that if no consultants are needed to complete Sample Order 0001, then line item 11 is not necessary?
(Consultants by name, rate and number of days or hours).
Answer Confirmed, and confirmed.

Question Can the Government please confirm that only the labor categories necessary to complete Sample Order 0001 are required to be priced in the cost proposal?
Can the Government please confirm that the rates provided are not established ceiling rates for the IDIQ contract?
Answer Confirmed, and confirmed.
Reference Sample Order 0001 – 4.1 Question “Must consist of at least three geographically separated network nodes located in areas to facilitate experimentation and technology transition of cyber capabilities to the US Department of Defense.”
Do all three locations need to perform all eight mission areas and will they all require unclassified and classified networks? Can each of the three locations of one of the required security enclaves?
Answer The answer to both of those questions are up to the Offeror as part of their approach to provide the USAF with the best value cross domain cyber operations research environment.
Reference Section L Page 13 of 25, (e ) Question Due to the complexities of the Statement of Work (SOW) and the Governments request for non‐exclusivity, many Primes have large teams to support future Task Orders. Volume II requests pricing for Sample Order 0001 with FTE count from 18 to 30 FTEs, within the Options. For a small business prime to maintain the 51% required work on Sample Order 0001 they must propose 10‐16 FTEs not leaving enough billets to price all subcontractors on Sample Order 0001. If a subcontractor is not involved in Sample Order 0001 will the Government waive the requirement for them to submit pricing?
Answer In reference to your statement above, "For a small business prime to maintain the 51% required work on Sample Order 0001..." Please refer to Section L, RIK‐L003, which states, "The Defense Acquisition Regulations Council (DARC) Director has requested an interim FAR rule be drafted, which implements Section 1651 of the National Defense Authorization Act for FY 2013. This allows SB Contractors to meet their own performance requirements by subcontracting to other SBs." In addition, if a Prime creates teaming arrangements/agreements for over the course of the IDIQ, and does not intend to use a particular subcontractor for purposes of proposing to Sample Order 0001, then that subcontractor does not need to submit pricing at this time.
Reference RIK‐L015 Cross Reference Matrix Question “For each volume except Vol I, the Offeror shall complete the cross reference matrix in Attachment No. 7…” While Attachment No. 7 provides mapping for Volumes II through IV, there is no mapping provided for Volume V. Will the Government please clarify whether Volume V – First Order is required to be included in the Cross Reference Matrix?
Answer The First Order (Volume V) is not required to be included in the Cross Reference Matrix.
