QUESTIONS AND ANSWERS #1

1. We need clarification on is the facilitization amount - does the $5M pertain to each prime or is $5M distributed between all prime contractors?

The Government’s $5M Not-to-Exceed (NTE) amount for facilitization, identified in Attachment 10, pertains to each prime contractor’s NTE amount for facilitization; however future competitive Delivery Orders will determine the actual amount the Government funds the prime contractors for facilitization, not exceeding the $5M.

2. Who would be a good POC for execution of the Non-Disclosures Agreements with the EPASS contractor, Odyssey Systems Consulting Group, identified in paragraph L-3.2.12.2, Attachment 5 – Section L Instructions to Offerors.

3. We recommend the government provide 15 minutes at the beginning of the Oral Presentation for Offerors to present an Introduction/Overview of the Offeror and its proposed team to include such items as follows:

company/team descriptions, history/ownership, leadership, and company/team location(s), business sizes, products, lists of past/present programs, and proposed Offeror’s and Subcontractors’ roles on the BLU- 136/B Warhead Production program. This would not be evaluated for the purposes of Technical Acceptability.

The ONLY information the Government requires to be presented during oral presentations is the information identified in the solicitation. If an offeror deems it necessary to include additional information it is that offerors responsibility to ensure they stay within the timeframe set for each subfactor.

4. We recommend increasing the time allocation for at least Subfactor 4 and adjusting time allocations to be more proportional across all Subfactors.

The Government has reviewed the request and will adjust the time allocation for Subfactor 4 to allow sufficient time to address fairly all MOAs and MOA elements for Subfactor 4 based on the number of elements required to be addressed. An amendment (Amendment 0002) to the RFP will update Attachment 8 and provided via FBO.

5. It appears that to use the ARL SAFE website to submit proposal we need a “request code from recipient”. Can you provide codes now, so that we will not have any problems when it comes time to upload our proposal volumes?

The Government will send a request code no later than close of business (5:00 PM Central Time) on 26 August 2019, to ensure that the code remains valid through the proposal submission deadline of 3 September. Codes will be sent to companies that have fulfilled the requirements for requesting the TDP and notifying the Government of Oral Presentations IAW Attachment 2 and Attachment 8 timelines.
