Initial Delivery Order Requirements

Under IDIQ Contract FA8681-20-D-XXXX
This Delivery Order (DO) addresses specific activities to be performed by the contractor as a requirement for the initial DO under Indefinite Delivery, Indefinite Quantity contract (FA8681-
20-D-00XX) for the BLU-136/B 2000lb Area Attack Warhead production requirement. This DO shall establish and satisfy the minimum ordering requirement for IDIQ contract (FA8681-20-D-
00XX).
The Government will evaluate the delivery order price for reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. In accordance with FAR 15.305(a) (1) and 15.404-1, adequate price competition normally establishes a price fair and reasonable. However, the Government reserves the right to assess reasonableness based on any of the cost or price analysis techniques described in FAR 15.404.

STATEMENT OF WORK
BLU-136/B AREA ATTACK WARHEAD PRODUCTION
INITIAL DELIVERY ORDER (FA8681-20-F-00XX)

1. SCOPE: This Statement of Work (SOW) addresses specific activities to be performed by the contractor as a requirement for the initial Delivery Order (DO) under Indefinite Delivery, Indefinite Quantity contract (FA8681-20-D-00XX) for the BLU-136/B 2000lb Area Attack Warhead production requirement. This DO shall establish and satisfy the minimum ordering requirement for IDIQ contract (FA8681-20-D-00XX).
2. BACKGROUND: The Government has developed an area attack weapon in response to the 2008 DoD Cluster Munitions Policy for Unexploded Ordinance limitation. The BLU-136/B is a 2000lb unitary fragmenting warhead design that will integrate with the existing GBU-31 JDAM Guidance system and the DSU-33 height of burst sensor to provide combatant commanders an effective area attack weapon.
3. APPLICABLE DOCUMENTS: The following documents are applicable to this SOW.

4. TECHNICAL REQUIREMENTS/TASKS: The Contractor shall submit and deliver the technical requirements outlined in this SOW. The scope of the Manufacturing Readiness Self- Assessment described below shall be the BLU-136/B Technical Data Package (TDP). For the purpose of this DO requirement as it relates to the Manufacturing Plan, the offerors shall assume a Period of Performance (PoP) of seven (7) years. In addition the offerors shall assume that over that 7-year period an inventory objective of 15,000 warheads with the flexibility that the Government may be required to support a surge capacity which would result in a quantity greater than the listed inventory objective over the same PoP.
Note: The Government intends to award at least one, but potentially, several DOs for a follow-on Pilot Production Effort to include a Low Rate Initial Production (LRIP) quantity dependent on successful completion of the Pilot Production Effort. Additionally, this may be followed by individual DOs for Full Rate Production (FRP) quantities.
4.1 Manufacturing Readiness Self-Assessment: The contractor shall use the DOD MRL Deskbook, version 2017 to complete a self-assessment of its manufacturing readiness levels as they pertain to the production of the BLU-136/B TDP. The contractor shall use the Interactive MRL Users Guide to document their readiness, with a Matrix table cross referencing the MRL Threads to the Manufacturing Plan. The contractor shall provide documentation, within the manufacturing plan to support any thread that is assessed at MRL 8 or better. For those threads that the contractor assesses at an MRL below 8, the contractor shall submit a Manufacturing Maturation Plan. (CDRL A008)

4.2 Manufacturing Maturation Plan: The Manufacturing Maturation Plan addresses the manufacturing risk and provides a mitigation plan for each risk area. This may be submitted in contractor format but shall be formatted to the MRL Deskbook guidance. (CDRL A008A)
4.3 Manufacturing Plan: The Manufacturing Plan shall be compliant to ‘tailored’ SAE AS6500 and IAW CDRL A007. The contractor shall identify those manufacturing processes that they deem to be Critical Manufacturing Processes. (CDRL A007) The Contractor shall address, at a minimum the following key program milestones:
i. First Article Inspection (FAI) of 8 pilot line warhead assemblies
ii. Manufacturing Readiness Assessment (MRA) to a Manufacturing Readiness Level
(MRL) 8 as described in the MRL Deskbook (see http://www.dodmrl.com)
iii. Production Readiness Review (PRR)
iv. Transition to LRIP
v. First and last LRIP warhead assembly delivery
vi. PRR for FRP
vii. Transition to FRP
viii. First and last FRP warhead assembly delivery
5. DELIVERABLES:
5.1 MRL Self-Assessment: The contractor shall deliver a Manufacturing Readiness Level Self- Assessment in accordance with (IAW) the DOD Manufacturing Readiness Level (MRL) Deskbook-Version 2017 and CDRL A008.
5.2 Manufacturing Plan: The contractor shall deliver a Manufacturing Plan which adheres to the ‘tailored’ SAE AS6500 Manufacturing Management Program and IAW CDRL A007.
5.3 Manufacturing Maturation Plan: The contractor shall deliver a Manufacturing Maturation Plan IAW CDRL A008A.
5.4 Contracts Data Requirements List:
