A008, Test Plan A009 Test Report SOW Paragraph 4.7, FAAT Support
CDRL A008 Test Plan & CDRL A009 Test Report:
‐ Block 5 indicates RFP/contract paragraph 4.7 ‐ RFP Paragraph 4.7 states " First Article Acceptance Test (FAAT) Support: As referenced in paragraph 4.6, the contractor shall provide two (2) warhead assemblies (Drawing #X2015A2K04004) for FAAT which will be conducted by a Government agency as selected by the program office."
‐ Is the contractor required to develop a test plan that will then be forwarded to this testing facility by the Government, or what level of detail is this test plan required to include?
‐ Should CDRLs A008 & A009 reference Paragraph 4.6 and the contractor's First Article Inspection requirement?
CDRLs A008 and A009 have been updated to reference SOW paragraph 4.6 and revised to reference First Article Inspection
Reference Q&A Part 3 response to question on MPI timing. It is our stance that requiring the ultrasonic and magnetic particle inspections to be performed twice on each case is a non‐value added and redundant cost driver. Additionally, it is not possible to perform these inspections and/or meet the TDP accept/reject criteria without at least removing heat treat scale via machining to produce a suitable surface for inspection. Ultrasonic inspection should be performed once on the case post heat treatment and after a machining operation to produce a surface finish suitable for the inspection. Magnetic particle inspection should only be performed once on the case after final finish machining operations are completed on the case. Any subsequent machining of the case after magnetic particle inspection is completed will invalidate the previous inspection.
The Government's previous response about Magnetic Particle and Ultrasonic Inspection, posted in Q&A Part 3, has changed slightly based on this recent question. The following in an updated response:
After heat treat and after a machining operation to produce a surface finish suitable for ultrasonic inspection the following shall be performed:
a. Ultrasonic Inspection shall be conducted on the exterior of the bomb case IAW SAE AMS‐STD‐2154 or ASRM A388/A388M. Inspection shall include the nose (nose radius area), nose to body transition, and along the case body.
b. Magnetic particle inspect all outside surfaces IAW MIL‐STD‐2132 or ASTM‐E‐1444 or ATSM‐A275.
There shall be no linear indications permitted.
RFP Warranty Clauses We did not find any clauses relative to warranty in the RFP or amendments. Is this the Government's intent? Yes, the Government chose not to include any clauses relative to warranty in the RFP.
