The drawing tree lists two pieces of “Special Tooling”, X2015A2K4109 and X2015A2K4110 – will these be GFE items? Is the Contractor expected to acquire these items? If so pls provide the drawings as part of the drawing package to allow contractors to source these items.

No, they are not GFE. The drawings has been added to the TDP (pgs 45 and 47) and a new TDP will be provided to those that requested the TDP.

1 (TDP) X2015A2K04000 DRAWING TREE, BLU‐137/B The drawing tree lists DWG X20168704, GENERAL REQUIREMENTS. This drawing is not in the package – pls provide. The drawing has been added to the TDP (pg 79) and a new TDP will be provided to those that requested the TDP.

40 (TDP) X2015A2K04105 LUG, SHIPPING/LIFTING Drawing is marked “INACTIVE FOR NEW DESIGN AND PROCUREMENT” – Is this drawing part of the TDP? If not recommend delete from TDP. The drawing has been deleted from the TDP and a new TDP will be provided to those that requested the TDP.

62 (TDP) X20173251 LUG, SHIPPING/LIFTING Is this the part the government desires and NOT the X2015A2K04105 part? Yes

Will assembly 8463244 be furnished by the government? If not pls provide DWGS for the 8463244 assembly‐ DWG 8463244, 8463221, 8463222, 8463219 to allow the contractor to obtain quotes and provide pricing.

The drawings have been added to the TDP (pgs 65, 66, 69, 76) and a new TDP will be provided to those that requested the TDP.

1 Attachment 1 SOW It is unclear from the SOW (and Section B) language what the government is ordering. Is the contractor responsible to deliver a fully loaded (including explosive fill) item to the government (P/N X2015A2K04003) or P/N X2015A2K04004 shipped on P/N 8463244 to MCAAP and contractor responsibility ends when empty cases are delivered to MCAAP? Pls Clarify.

As noted on the TDP, Drawing X2015A2K04003 is a Government function and will be accomplished at McAlester Army Ammunition Plant. The Government has revised paragraph 4.1 of the SOW.

SOW

The paragraph discusses warhead cases for FAI but the paragraph is ambiguous as to whether the government desires P/N X2015A2K4004 or P/N X2015A2K04100 for FAI – especially in light of para 4.7 requirement for two (2) warhead assemblies [P/N X2015A2K04004] (emphasis added). Pls specify which P/N is desired to support para 4.6 requirements.

The Government has revised paragraphs 4.6 and 4.7 of the SOW.

This requirement seems overly broad. Does the government intend that, for example, email traffic be included in the DAL? Can the government provide examples of “non‐CDRL data generated” that they are trying to capture, e.g., what is considered “All documentation and other data generated in performance of this program …”?

Examples of the potential DAL information: Records required by the TDP not required under a CDRL, e.g. heat treat process, thermocouple readings, etc…

RFP, Section E, Para

A FAR Contract Clauses

Government calls out FAR 52.246‐11 and provides two higher level quality standards (AS 9100, latest revision; and ISO 9001:2015). RFP (Section L and M) only requires satisfaction of one or the other. Pls clarify the discrepancy. Is a contractor required to meet both standards?

Updated Section E of the RFP to specify "or"

RFP, Section B SUPPLIES OR SERVICES

Government is asking contractor to fill out and submit Section B as part of the proposal, but has only requested Section B to be filled out using pricing data for qty 3500. Will the contractor be allowed to utilize the pricing in the provided pricing bands if the government does not order within the 3001‐3500 item band (e.g., if the government orders only 1550 items will the contractor be allowed to charge the proposed unit price for the 1501‐2000 pricing band for the 1550 unit order?

The Government is awarding an IDIQ contract. There is no pricing included in Section B of the IDIQ. The pricing bands provided as part of your proposal (See RFP Atch 3, 4, 5, 6, and 7) will be used to determine the unit prices when issuing delivery orders for specific quantities for the specific lot buys from you.

IUID Plate is listed in upper level drawing but not shown in the drawing tree or provided. Is this part still required? If so pls provide DWG for P/N

IUID is not required. That note has been removed from the TDP and a new TDP will be provided to those that requested the TDP.

Exhibit A CDRL A004 Assessment Report and

Manufacturing Maturation Plan

(MMP)

The government is requesting CDRL A004 be delivered at time of proposal submission. Is this deliverable outside of the page limit count found in Section L (Table L‐2.2)? If the information required by the DID is included in Volume II will this satisfy Block 12 of CDRL A004?

Yes, this is part of the page limit count found in Section L, Table L‐2.2. Yes, providing the information required by the DID in Volume II will satisfy Block 12 of CDRL A004

Exhibit A CDRL A011 IMS The government is requesting CDRL A011 be delivered at time of proposal submission. Is this deliverable outside of the page limit count found in section L (Table L‐2.2)? Section L, Subfactor 3 is seeking essentially the same data. Does providing the requested information in the proposal count as meeting the initial CDRL delivery requirement?

Yes, this is part of the page limit count found in Section L, Table L‐2.2. Providing the requested information per Subfactor 3 does count as meeting the initial CDRL delivery requirement.

SOW (Pg 2)

4.8 Test Rings

Is this scope only for part X2015A2K04100? Also paragraph 4.8 references specification XSP20168701 and XSP20168702. Drawing tree lists SP20168701 and SP20168702 and SP20168703 (drawings in the TDP also still use the XSP designation). Pls clarify what are the correct specifications and provide updated documents if different than what is in the TDP.

The drawing tree has been updated with the correct document/drawing numbers. A new TDP will be provided to those that requested the TDP. Information regarding the scope of the test rings is addressed in XSP20168701 and XSP20168702.

SOW 4.1 Bomb Production Suggest that the government modify the first sentence to read: “The contractor shall manufacture, assemble, and deliver BLU‐137/B Penetrator Warhead Assemblies (i.e., palletized X2015A2K04001‐30 items) with associated components IAW with the TDP.”. As written the first sentence does not tell the contractor what they are manufacturing since there are multiple configurations within the TDP.

The Government has revised paragraph 4.1 of the SOW.

L: p 3 of

L‐2.1.6 Communications Please confirm the POC and address for the delivery of the proposal as specified in L‐2.1.6: “All proposals must be submitted on a Compact Disc or Digital Video Disc in accordance with the quantities specified in Table 2.2 below.”

L: 7 of 14 L‐3.2.13.1 SBP‐ General Does the SBP cover just the LRIP (only guaranteed awarded part) or is it rolled up to total contract value at maximum quantity values? In the event the contractor is awarded less than maximum value will the government prorate the submitted values to reflect actual contracted dollars?

FAR 19.704, DFARS 219.704 and AFFARS 5319.704 provide Subcontractor Plan Requirements that must be included. These requirements are also provided in FAR Clause 52.219‐9.

AFFARS 5319.704 states the goals must be based off the total contract value.

The Individual Subcontracting Plan will be attached to the IDIQ.

11 RFP, Section F Delivery Item 1001 of Section F notes first units delivered within six months; however, Attachment 15 notes ‘within 12 months’ for this same CLIN. Please clarify. Updated Section F to align with Section L & M and Attachment 15

RFP General Will the Government provide a copy of the Final RFP with the document security settings to allow industry to perform comparisons of the content between the draft and final RFP? Currently the security settings prohibit this action.

The contracting writing system the Government uses automatically secures the document. We do not have the ability to unlock the RFP.

What Government contracts related to the BLU‐137/B exist now through Contract Award that may need ACAs in order for the awardee(s) to cooperate, share resources or otherwise jointly participate in working on contracts or projects?

This requirement is only "if applicable" based on your approach. Associate Contractor Agreements apply when you are working with other contractors, which may be a teaming partner or a subcontractor, that currently have Government contracts where you would be utilizing information from that contract to perform this effort. If your approach does not require this information then no information would be submitted.

There are no other contracts planned or awarded the Government is currently aware of that would require the sharing of information related to this acquisition.

Attachment 3, Attachment 11

LRIP Pricing Worksheet The lowest quantity range band in the BLU‐137/B Unit Pricing Worksheet (Attachment 3) seems inconsistent with the Ordering Procedures, paragraph 3, third (3rd) sentence (Attachment 11). Updated Attachment 3 to be consistent with the minimum guarantee stated in Attachment 11

L:13 of 14 L‐5.2.1.2 Estimating Methodologies and

Accounting System These referenced Section L clauses are Not Applicable for a Firm Fixed Price contract awarded on the basis of adequate price competition IAW with 48 CFR Part 9903.201‐1 CAS Applicability. Also, the Defense Contract Audit Agency (DCAA) does not “Approve” Estimating, Purchasing, or Accounting systems.

DCAA audits these systems for Adequacy and Compliance with the applicable Federal Acquisition Regulations (FAR) and CAS Regulations.

While CAS does not apply to FFP acquisitions awarded on the basis of adequate price competition, in order to allow for economic price adjustments IAW with the FAR clause included in the RFP, the Government must have information on the offerors estimating, purchasing and accounting systems. In order to remove these requirements the Government would have to remove the Economic Price Adjustment clause.

Section L has been revised to remove the statement regarding Government approval of the systems.

TDP Material Specification

XSP20168701 Paragraph 3.5.1.6.1, Ultrasonic Inspection: Material Specification indicates the use Ultrasonic Specifications ASTM E2375 and/or AMS‐STD‐ 2154 in 3.5.1.6.1. Test in rough forged state. No acceptance criteria listed.

XSP20168702 Paragraph 3.2.1.4, Ultrasonic Inspection: ASTM A388/A388M – no acceptance criteria other than special procedure if quench cracking is an issue.

Should RFP responses contain both the X2015A2K04105 Shipping/Lifting Lug (marked “Inactive for Ne Design and Procurement”) & the X20173251 Shipping/Lifting Lug?

X2015A2K04105 has been deleted from the TDP and a new TDP will be provided to those that requested the TDP.

RFP FAR Clause 52.209‐4 FAT Approval RFP FA8681‐17‐R‐0036, PART II ‐ CONTRACT CLAUSES, SECTION I ‐ CONTRACT CLAUSES, 52.209‐04 states FAT approval – Gov Testing, Para (a) number of calendar days is 180. Does that imply that the 2 ea. FAT units are required to be delivered to the Government testing facility within 180 days of contract award?

Clause has been revised to allow for an additional 60 days. The 2 FAT units should be delivered within 240 days of the contract award.

General Office Visits Are the Program Office / Contracting Officer accepting office visits between now and solicitation submission and/or contract award? No, the Government is not accepting office visits.

2 RFP, Section B FAAT Pricing A separate line item FAAT is not noted in the RFP. Shall the offerer amortize the costs into the LRIP unit pricing? All FAAT cost should be included in the LRIP unit pricing (See Attachment 3)
