About this file
This amendment to a Broad Agency Announcement establishes an open period to receive whitepapers for research in executive functions. The Department of the Air Force, Air Force Materiel Command, and Air Force Research Laboratory seek proposals to develop autonomy technologies that will enable Air Force missions through human-machine teaming and autonomous decision-making. Up to four cost-plus-fixed-fee or firm-fixed-price contracts worth up to $6 million each are available, for a total of $24 million. Whitepapers are due by September 21, 2021, and the period of performance for selected projects will be approximately three years. Technical and contracting points of contact are provided for parties interested in submitting proposals.

AMENDMENT 6
FEDERAL AGENCY NAME: Department of the Air Force, Air Force Materiel Command, Air Force Research Laboratory, AFRL/RY Sensors Directorate
BROAD AGENCY ANNOUNCEMENT TITLE: Science and Technology for Autonomous Teammates (STAT)
BROAD AGENCY ANNOUNCEMENT TYPE: This is Amendment 6 to the initial Broad Agency Announcement, FA8650-17-S-6001
BROAD AGENCY ANNOUNCEMENT NUMBER: FA8650-17-S-6001
PURPOSE OF AMENDMENT 6
The purpose of Amendment 6 is to establish an Open Period to receive whitepapers for the following research area:
1) Executive Functions
The Open Period for the above research area is effective as of the date of this amendment.
Whitepapers are due no later than 5:00 p.m. Eastern on 21 September 2021.
The Air Force is not accepting whitepapers on research areas other than the one listed above.
Anticipated number of awards: The Air Force anticipates making up to 4 awards as a result of this open period. However, the Air Force reserves the right to award zero, one, or more contracts for all, some or none of the solicited effort.
Anticipated funding: The anticipated funding for this open period is $24,000,000.00, which will be distributed across all contracts. Award values are not anticipated to exceed $6,000,000.
This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.
Anticipated Type of Contract/Instrument: The Air Force reserves the right to award the instrument best suited to the nature of research proposed. It is anticipated that awards under this Open Period will generally be Cost Plus Fixed Fee (CPFF)(preferred) or Firm Fixed Price (FFP). Cost reimbursement contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract.
Anticipated Period of Performance: It is anticipated that the Period of Performance for each effort will nominally be 3 years, with variations based on the proposed effort.
The nominal timeline for execution of contracts is based on the original STAT BAA: 30 days to review white papers (Section V. 1. b. (1)), proposals due 30 days after Request For Proposal (RFP) (Section V. 1. c. (1) ), and award notices issued 30 days after proposal due date (Section V. 3. a.).
