1. QUESTION: For this topic, does AFRL prefer that algorithm development efforts be proposed alongside integration with real-world platforms and sensors for flight testing or is simulation in a standard modeling environment sufficient?
ANSWER: The Government is unable to direct your whitepaper response in anyway. Please propose the approach that best fits the requirement as outlined in the Call.
2. QUESTION: For this topic, does AFRL have a preference for the type of mission being addressed?

3. QUESTION: For this topic, does AFRL have a preference for the specific types of flight platforms to be used in algorithm testing?
ANSWER: The Government is unable to direct your whitepaper response in anyway. Please propose the approach that best fits the requirement as outlined in the Call.
4. QUESTION: Does AFRL anticipate asking performers on this topic to integrate with AFRL-selected UAV platforms and sensor hardware? If so, would those be provided as government-furnished equipment (GFE), or would this effort be expected to fund access to such hardware and associated integration? Or should performers propose to integrate with their own selected equipment as part of this program effort?
ANSWER: No, The Government does not anticipate asking performers to integrate with AFRL-selected UAV platforms and sensor hardware. The Government anticipates software deliverables in accordance with Section I.2.b, page 2, of the Call.

1. QUESTION: Would problems related to task assignment among the Autonomous Agents be responsive to the solicitation?
ANSWER: Although task assignment aligns with the scope of the Overall Broad Agency Announcement (BAA) FA8650-17-S-6001, it does not align closely with the thrusts as outlined in the Statement of Objectives for Call 002, Attachment 1, dated 5 April 2018.
2. QUESTION: Would techniques relying on "traditional" Control Theory and Optimization be accepted, or does it have to be strictly AI?

ANSWER: We do not anticipate funding advancements in "traditional" Control Theory and Optimization. We do anticipate these capabilities will be viable and part of the final system solution, so they can be part of the design. We just don't intend to fund their advancement as our focus is on discovery of AI techniques.
3. QUESTION: This is more of a contractual question: How does AFRL see the participation of Universities in the team given that classified information may need to be involved? Would it be possible to have an entirely unclassified portion of the work be performed by an University?
ANSWER: It is up to the Prime Contractor to determine the composition of their team and the role of their team members keeping in mind the security classification level of the requirement.
Per Section I.4.a of FA8650-17-S-6001 Call 002 (2-Step), “If classified data will be accessed or generated, a facility and storage clearance, at the required classification level, will be required and the proposal will discuss appropriate personnel and facility clearances.” Refer to BAA FA8650-17-S-6001 Attachment 2, DD Form 254, and Attachment 2a, DD Form 254 Continuation Sheet for additional guidance.
4. QUESTION: Would submission of white papers by electronic mail be accepted?
ANSWER: Per Amendment 1 to Call 002 (2-Step), posted on 10 May2018, electronic mail submissions of white papers will be accepted.
