OFF BOARD SENSING STATION
STATEMENT OF OBJECTIVES (SOO) ABSTRACT
18 February 2021
Brief Program Summary:
The purpose of the Off Board Sensing Station (OBSS) Flight Demonstration is to develop and flight demonstrate an open architecture aircraft concept to achieve the goals of rapid time-to-market and low acquisition cost. OBSS represents the second aircraft demonstration in a product line concept for attritable aircraft development, treating the aircraft as a limited life commodity product.
The Low Cost Attritable Strike Demonstration (LCASD) program represented the first demonstration in the product line. LCASD was a design and manufacturing benchmark, and showed that an air vehicle in this class could be designed against a notional set of requirements for limited life, built to achieve low cost targets, and flown in a short period of time.
The Low Cost Attritable Platform Sharing (LCAAPS) program showed the potential for reductions in time-to-market and cost through an open architecture shared platform. LCAAPS explored an acquisition model that is enabled by the limited life of an attritable system, similar to how the automotive industry develops a chassis with common subsystem architecture and manufactures a product line with different variants. Platform sharing means that different vehicle variants can use the same hardware and software components. The hardware and software architectures will be open and allow for future development of new variants. LCAAPS also incorporated advancements in design and manufacturing technology that have emerged since the start of LCASD.
In addition to advancing the product line approach, the OBSS flight demonstration program will address several technology maturation objectives. OBSS will be designed for limited life in terms of years, not decades, with no depot maintenance and limited field maintenance considerations.
The design and manufacturing of OBSS will incorporate scalable and responsive manufacturing technologies. This program will continue to validate low-cost design and manufacturing approaches for the attritable class of aircraft through flight demonstration.
This program will design, manufacture, and flight test an OBSS aircraft variant in a relevant environment.
The Government envisions future variants that will be built from a common, Government-owned system architecture. The ability to develop future variants from the common architecture will allow the Government to rapidly adapt to changing requirements.

Qualified U.S. contractors must request a copy of the SOO by contacting the Program Manager, Trenton White, at Trenton.White.1@us.af.mil and attaching a certified, current DD Form 2345. Upon confirmation of eligibility, the SOO will be provided via the DoD Safe Website and provide a separate password to decrypt the file.
