Questions for the Line of Sight-Short RFP

Solicitation FA8629-12-R-2421

Round 2

1) In 3.2.11.1 it asks for both eyesafe and non-eyesafe spectrums for range finding. Does the system need both? Is eyesafe range finding preferential? Please clarify?

ANSWER: The system needs both eye safe and non-eye safe spectrums for rangefinding.

Neither spectrum is more important than the other--they are of equal importance.

2) These requirements state “Description: Under this subfactor the Government will evaluate the offeror’s approach to address the LOS-S system performance requirements. This subfactor is met when the offeror’s proposal: (a) Defines to the Government a System Specification which meets minimum threshold requirements which is complete, achievable, and consistent with the

SRD.

Subparagraph (iv) (SRD evaluation items) identifies some requirements as “Mandatory” while others are not marked.

Subparagraph (v) states “If the offer does not meet the stated SRD threshold levels, through assessment of the specification sheet and logical solution under the technical approach, the offer may receive a Red (Unacceptable) rating and may be removed from competition and the offeror debriefed upon request.”

Does the statement in subparagraph (v) only apply to those requirements identified as

“Mandatory” or does it apply to all threshold requirements included in the SRD?

ANSWER: The statement at subparagraph (v) applies to all threshold requirements included in the SRD.

3) Is it intended to have the SUSTAINMENT effort bid in a single CLIN, 0004AA, or by specific option years, CLIN 0004AA, 0004AB, 0004AC, and 0004AD in the same manner as the production CLINs.

ANSWER: SUSTAINMENT is intended to be priced across Option CLINs 0004AA, 0004AB, and 0004AC and not rolled into a single CLIN.

4) Since the proposal due date cannot be extended, can the Offeror provide a Rough Order of

Magnitude (ROM) estimate in lieu of a Firm-Fixed Price (FFP)? The ROM estimate leverages the Offeror’s “similar to” approach based on past programs (existing fielded systems) and on-going development efforts.

ANSWER: The Government desires a Firm Fixed Price proposal for those CLINs identified as such.
