This document describes a draft solicitation for the Joint Terminal Control Training and Rehearsal System (JTC TRS) Program. The solicitation will procure upgradeable mission simulation systems including JTC TRS and JTAGSS devices to support joint terminal control training needs across all military services. For day-to-day training operations, government and military personnel will conduct training, perform minor maintenance, and offer limited upgrade support at JTC TRS training sites, while contractor instructors or technicians will only be required on-site for initial system installation or unscheduled maintenance. Contractor field support for JTC TRS will be conducted on an as-needed basis. For JTAGSS training sites, contractor personnel will operate the system for training events, perform maintenance, and install approved configuration changes, while also providing spare parts, system repair support through a logistics process, and maintaining system concurrency via a Training System Support Center to meet repair time requirements as defined in the Performance Specification and forthcoming contract. The soliciting agency is the Air Force Materiel Command Lifecycle Management Center located at Wright Patterson Air Force Base.

Description

Commanders Intent Purpose: Use CAS for armed over watch as Able establishes blocking position and support by fire. CAS has been an effective deterrent to anti coalition activity in the AO. CAS and Organic fire Support Assets will be used to neutralize any threat which my hinder the success of this mission Key Tasks:

*Neutralize AAA threats Set up blocking positions and support by fire on objective Bradshaw* Capture or kill HVT’s * Secure anti coalition weapons*

End state: severe degradation of ACF C2 and inability to operate in Able

AO.

Weather: 80% Chance of rain

KEY INFORMATION:

Training Objectives:

Training objective will be tailored to your individual requirements. The scenario will utilize at least one mission set outlined in the standard JTAC training syllabus (SJTS). To expedite training, mission sets may be combined to ensure full training coverage during the allotted simulation time .

Ensure you check your training status prior to showing for the event. You will inform the simulator instructor what training you require.

Instructors will belief you which mission sets have been selected.

CONCEPT OF FIRES / FSCM’S:

The purpose of fires is to support the Ground Commanders intent (GFC) of neautralizing SA threats, supporting TIC, and kill/capture of High payoff targets so that friendlies may operate freely in Able company AO. Utilize CAS assets as primary weapons platform with artillery as secondary.

The PSC shall have the ability to control any mobile entity (such as humans and vehicles) in the scenario to control viewpoint, movement or weapons as desired when not controlling aircraft.

1. PSC moves 2S6 position out of artillery fire, and reverts back to control of aircraft.

2. 2S6 targets hi‐altitude airborne asset.

1‐2. 2S6 entity responds to PSC inputs.

The SAF/CGF shall allow for aircraft to dispense chaff and flare countermeasures in response to surface‐to‐air or air‐to‐air threats. Applies to both fixed (fighter and bomber) and rotary wing aircraft types, both single ship and formation/section tactics.

1. From either the IOS or PSC, 2S6 is controlled to fire on the A‐10, and 2S6 fires.

2. By control from either the IOS or the PSC, the A‐10 reacts to the surface to air missile and dispenses chaff and flare.

1‐2. 2S6 missile misses airborne asset.

JTC TRS shall enable the trainee to apply target corrections based on Observer to Target (OT) line and

Gun to Target (GT) line.

Trainee corrects suppression.

From the IOS, shift fire, based on Trainee direction.

Rounds impact 2S6 location for effective target suppression.

JTC TRS shall provide changing environmental effects to the visual scene and entities during a scenario so that the trainee(s) is required to make timely decisions based on the observed changes.

2S6 located at coordinates.
