This draft pre-solicitation notice is for the Joint Terminal Control Training and Rehearsal System (JTC TRS) Program to procure upgradeable mission simulation systems that support joint terminal attack controller training for all military services. The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base will continue to field and support JTC TRS and JTAGSS devices through both production-ready system procurements and transitions of existing systems into the program. For day-to-day training at JTC TRS sites, government and military personnel will conduct training, perform minor maintenance, and provide limited upgrade support. Contractors will only be required on-site for initial system installations or unscheduled maintenance. Field support for JTC TRS will be conducted as needed or scheduled. For JTAGSS sites, contractors will operate the systems for training, perform maintenance, and install approved configuration changes. Contractors must also provide spare parts, repair support through a logistics center, and maintain system currency to meet repair time requirements defined in the performance specification and future contract.

Attachment 3: Scenario 2 Description
Commanders Intent Purpose GC C/S: Wolverine 06 To locate and destroy the Taliban IED Factory in order to keep our positive relationship with the people and village elders and minimize IED fatalities.
Key Tasks
1. Locate Insurgent IED Factory and stronghold.
2. Destroy IED Factory by air strike.
3. Destroy any additional threats.
4. Turn the town back over to the locals.
End state Locals free to move back into their home village.

Political Impact to Area If insurgents are not stopped the local populace will continue to be pushed from their homes and will continue to live in fear.
If coalition forces do nothing, the locals will have no other choice but to side with the Taliban.
Mission Conduct air strike on IED Factory and neutralize any additional threats in the area per GC.
Situation Three weeks ago, Taliban insurgents moved into OBJ Spartan and have established an offensive posture in the town. The insurgents have set up an IED Factory IVO 42S WD 189 081. The insurgents have pushed out much of the local populace by force and power but a majority of the locals have no where else to go.

Training Objectives:
The UT will demonstrate ability to plan and safely execute a night CAS mission and safely integrate a UAS system.

CONCEPT OF FIRES / FSCM’S:

Scenario 2 Requirements Test Point / Action Success Criteria
Test setup: System shall be fully operational with Scenario 2 loaded and a dynamic image on screen. The IOS/PSC shall be manned and ready to communicate with Trainee. Scenario target will be an IED Facility. 1x two story building located at 42S WD 1911 0837.
Passively observe and verify throughout the scenario that sound effects are consistent with distance and direction of the sound effect source.
Sound effects are consistent with distance and direction of the sound effect sources.
From the PSC/IOS, aircraft slews sensor, alternates
FLIR/TV polarity (White‐Hot and Black‐Hot), acquires target, and generates coordinates to load into ordnance.
Sensor responds to commands, TV/IR scene reflects simulated terrain/ground entities, and coordinates reflect proper target position within 20m.
1‐2. Target damaged / partially destroyed, due to partial fuse failure on ordnance.
Partial damage distinguishable to trainee and other role‐ players.
