SUBJECT: Draft Request for Proposal (RFP) for Joint Terminal Control Training and Rehearsal
System - RFP #FA8621-20-R-0003
1. The Joint Terminal Control Training and Rehearsal System (JTC TRS) program will continue to procure, field and support upgradeable mission simulation systems (JTC TRS and JTAGSS) that have joint applicability for training personnel in all services. JTC TRS and JTAGSS devices will be procured as production-ready systems to support JTAC training needs. This program is designed to fulfill an immediate need for realistic training and mission rehearsal for Joint Terminal Attack Controllers (JTAC) and Joint Fires Support in a simulated and controlled environment.
2. This draft RFP is intended to benefit the Government and potential offerors by producing a proposal that clearly explains the requirements and the methodology by which the proposals will be evaluated. The documents contained in the draft RFP should generate questions and constructive comments from industry. The draft RFP should not prompt an offeror to return a proposal in response.
3. The JTC TRS service acquisition is a Full and Open Competition under NAICS code 541330.
The security clearance level for JTC TRS is U.S. Secret.
4. The Government is requesting feedback in some specific areas; but feedback on the entire package is encouraged.
a. Are the instructions easy to understand? Are the evaluation criteria obvious?
b. Is the System Evaluation Test plan clear and easy to understand?
c. Has the Government overlooked anything you would expect to be evaluated on from a similar program?
d. Is the pricing strategy proposed in Attachment 3 easy to understand? Can it be improved? (e.g. Would other groupings of hours etc. be more cost efficient?)
e. Has the Government asked for anything that could be identified as unnecessarily inflating program or proposal costs?
f. Are the delivery and installation requirements realistic and attainable?
