About this file
This document contains a question and answer file related to a solicitation for the Joint Terminal Control Training and Rehearsal System Program. The solicitation seeks proposals to continue acquiring and sustaining high fidelity training systems designed to provide realistic training for Terminal Attack Control, Close Air Support, Call for Fire and Air to Ground Command and Control. The training systems include fixed dome, desktop and portable Joint Terminal Attack Controller simulators as well as an Air Support Operations Center simulator. Offerors must provide robust, interactive multimedia systems that support actual equipment used in combat operations. The systems must be upgradeable, interoperable, and capable of participating in distributed operations over networks. The Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is the contracting agency. Incumbent contractors currently operate and maintain systems under the program.

| Question Number | Reference | |||
| (CLIN, SOW, P-Spec, etc.) | Question / Comment | Answer | ||
| 1 | Attachment 2; 3.5.4.3.1 Visualization of selectable resources (as listed in Appendix C1 & C2) shall be displayable on the lower portion of the dome, outside of the trainee’s main field of view. | Is “the lower portion of the dome” still part of the curved dome surface? If so, can “main field of view” be defined? | Yes. The main field of view is the portion of the curved screen from kneeling height to standing height where the trainee will be looking most of the time. Not sure how techincal of an answer they want. | |
| 2 | Attachment 2; 3.5.4.4.1 JTC TRS cabling between the system and trainee(s) equipment shall not: |
a. interfere with operation of equipment
b. distract the trainee(s)
| c. hinder trainee(s) mobility or ability to perform the mission | Would it be considered to be an interference, distraction, or hindrance if trainee equipment has cabling that runs along the floor of the system, provided that the cable is not too long to be excessive or too short to allow for the trainee to move as his tasks require? | No, small cables of the right size and length may be run along the floor as long as they lay flat and do not interfere with the trainee movement. | ||
| 3 | Attachment 2; 3.10.1.2.1 JTC TRS shall operate on commercial power 100 -240 Volts Alternating Current (VAC) ± 10%, single, dual or three phase at 50/60 Hz. | Is it intended for the system to be able to accommodate multiple power standards (i.e. US 120V 60 Hz and European 220V 50Hz), or just that the system should work with a single set of power specifications that are decided by the offeror provided the power specified for all units is within the range specified. | The current system has 2 different baselines for power, one for CONUS and one for OCONUS. We do not require that you have one power baseline that will work for both standards. It will be determined at the time of device purchase where the intended install location will be and therefore what power standard will be required. | |
| 4 | Attachment 2; 3.13.4.1.2 Equipment shall be listed or certified by a Nationally Recognized Test Laboratory (NRTL) (e.g. Underwriters Laboratories). | Does this apply to all equipment, or only power delivery systems (i.e. power conditioners, uninterruptable power supplies, power distribution systems, etc.) | This applies to all electrical equipment. | |
| 5 | Attachment 2; G.1.27.1 The visual system shall support night vision goggle (NVG) scenes. |
| Attachment 2; G.1.27.2 The NVG capability shall include night vision device halo effects, slew-able field- of-view, scintillation, Automatic Gain Control (AGC), blooming, speckling, noise and infrared pointers and spotlight effects. | Does this mean that the image generated on the screen shall be able to mimic an NVG scene without the use of the trainee-supplied NVGs? | The dome requires use of real NVG equipment. The DT and Portable will not use NVG equipment and will require a NVG filter. | ||
| 6 | Attachment 11_Section L.pdf, Section 2.6.6.10 Section J List of Attachments. | Will the Government be releasing a JTAGSS Performance Specification during the solicitation period, as mentioned in the following Section L, 2.6.6.10 extract? | JTAGSS provided us an updated P-Spec last winter, shouldn't be a problem adding it to the bidders library. |
