This document contains questions and answers regarding a solicitation for the Joint Terminal Control Training and Rehearsal System (JTC TRS) Program. The solicitation will continue acquisition and sustainment of high-fidelity training systems to provide realistic training for terminal attack control, close air support, call for fire, and air-to-ground command and control. No, there are no government spares. It is up to the contractor to manage CLS in such a way that they meet repair time clause. If no spares are requried to do this, great. It is up to the contractor to figure out what spares they need to meet our requirements. Contractor owned spares. |
2. No, the unit acquistion cost for the Dome, Desktop simulator and EME package does not include spares.
3. There are no government spares on the current contract, so none will be provided.

| 3 | PWS Paragraph 3.12 JTC TRS Device Conversion | Converting the JTC-TRS Dome, Desktop and Portable configurations will be an ongoing effort every time an authorized change to baseline system occurs. Is this a correct assumption? | The purpose of Conversion Paragraph 3.12 is to capture the costs of converting the current JTC TRS and JTAC assets to a "new baseline" for the JTC TRS dome, desktop and portable if it changes from it's current configuration. This "new baseline" will also be the the basis for production configuration of each simulator type. Once established, any authorized changes to the "new baseline(s)" will be captured via the ECP process. |
| 4 | Attachment 3 Price Matrix Revised 1 June 20, CLIN 830X System Conversion | Conversion(s) of a system can be a significant and dynamic variable over the course of the contract. An upgrade can range from something as simple as changing the pilot control station joystick to the replacement of projectors and dome truss hardware. Given there are multiple exiting versions of the Dome and Desktop, and the Portable configuration is still being researched by the government; what configuration differences are to be addressed in conversion to a published baseline? For example, converting six AAJTS domes to current JTC-TRS is easily calculated, but without greater understanding as to what the government is seeking or intending, this TEP requirement appears unspecified/open-ended. | 1. The configuration differences to be addressed in CLIN 830X will be those identified between the proposed configurations and the configurations of the JTC TRS and JTAC simulators identified on Page 2 and 3 of the Asset list. The purpose of CLIN 830X is to capture the costs of converting the current JTC TRS and JTAC assets to the ""proposed baseline"" for the JTC TRS dome, desktop and portable if it changes from its current configuration. |
2. With regards to the example provided: the six AAJTS domes on the current JTC-TRS contract (Serial Numbers 15, 16, 17, 18, 20 & 22 on Page 2 of the Asset list) have an approved JTC TRS baseline. If the proposed configuration changes this baseline, the CLIN should capture those costs.
3. The QD Desktop Commercial Standard devices listed in Attachment 7 are the same set up as the current JTC TRS Desktop devices, but they have not received any updates since receiving the systems in 2019. The software versions on these Desktop devices are: MACE 2018R1, VRSG V6.3.270, Discover 3.4.0, and Voisus v7.2.0.
The QD Portable Commercial Standard devices listed in Attachment 7 use the same software users manuals as the JTC TRS Desktop devices. The software versions on these Portable devices are: MACE 2018R1, VRSG V6.3.270, Discover 3.5.3, and Voisus v7.2.0. These Portable devices use the same emulated devices that the QD Desktop Commercial Standard uses, minus the M4. The Portable devices differ in that they include two USB connector headsets, use an external NAS for data, and use a virtual server software for Voisus and EME. The Portable device software package does not include MetaVR Scenario Editor.
5 PWS 3.15.4 JTAGSS Device Transition Will the JTAGSS SIL device need to be in a classified space? If yes, how soon after contract award? Yes, after completion of the JTAGSS transition effort. The date has yet to be determined.
