About this file
This document contains questions and answers related to solicitation number FA8621-20-R-0003 for the Joint Terminal Control Training and Rehearsal System (JTC TRS) program. The solicitation seeks proposals to continue acquiring and sustaining high fidelity training systems for Terminal Attack Control, Close Air Support, Call for Fire, and Air to Ground Command and Control. The JTC TRS program consists of two simulation systems: the Joint Terminal Attack Controller simulator known as JTC TRS, which includes fixed dome, desktop, and portable systems; and the Air Support Operations Center simulator known as the Joint Theater Air Ground Simulation System. For day-to-day operations, the document clarifies that contractor personnel will operate and maintain JTAGSS systems but will not be required on-site for JTC TRS except for initial installation or unscheduled maintenance. Updates were made to the Performance Work Statement, Price Matrix, and Asset List attachments based on this change to on-site support requirements.

| Question Number | Reference | |
| (CLIN, SOW, P-Spec, etc.) | Question / Comment | Answer |
| 1 | Att 11 - Sec L: 2.3.2.1 Subfactor 1: Training Device Production. |
Att 12 -Sec M: 2.3.1.1.1 Subfactor 1: Training Device Production. Section L states 2.3.2.1 Subfactor 1: Training Device Production.
... Solutions deviating from the baseline software configuration will be required to undergo a System Evaluation Test (SET) in order to prove to the Government there is a high confidence their solution performs to the minimum requirements, detailed in PWS section 3.11. Solutions deviating from ASTi and/or DIScover will be tested in a desktop environment. Solutions deviating from MACE and/or VRSG will be tested in a dome environment. All tests will be conducted on an Offeror provided device at a facility of the Offeror’s choosing. Further details of the SET test and its requirements can be found in Attachments M-1- M-6 of Section M.
2.3.1.1.1 Subfactor 1: Training Device Production.
... If applicable, Training Device production will be evaluated in both the Technical Volume and through the SET, as defined in Section L 2.3.2.1 and Attachments M-1- M-6 and para 2.0 above.
| Question: If the offeror's proposed configuration does not trigger a SET, must the offeror address SET within SF 1? If a SET may be required, does the Offeror need to address the full scope of the anticipated SET and/or describe a detailed approach to SET within SF 1? | Correct. A SET is required unless the current software baseline is offered. The scope of the SET (Dome or DT) may differ based on the software configuration. | ||
| 2 | PWS section 3.2.1 and Appendix C, Bidders Library hardware drawings under Conversion folder. | There are drawings contained in the bidders library that show the existence of a SCARS cabinet. |
| Question: Is this cabinet to be included in the pricing of the Dome system or should bidders assume this will be provided by the eventual SCARS prime contractor? If included as part of the dome pricing, please provide a listing of the software residing in this cabinet. | The current JTC TRS Dome baseline(s) includes the SCARS Rack (cabinet) referenced in the drawings. The current purpose of the SCARS Rack is to provide an interface to enable DMO operations as well as provide an interface for the future SCARS prime contractor for remote scanning. For more details, reference Assembly Drawing A06, Interconnect Drawing B008, CDRL A006 Rev H (added to Bidder'sLibrary) , CDRL A007 Rev G (added to Bidder's Library) , CDRL A028 Ver 2 Rev A (CSS Test) and CDRL A029 Ver 2 Rev A - Attachment K. The CSS PC operates on the Windows Server 2016 Operating System. | |||
| 3 | Model Contract | Question: Is it the intent of the Government to extend Logistics Support and Privileges for DOD Contractor Personnel and Family Members assigned to Germany pursuant to Article 73 of the NATO Status of Forces Agreement (SOFA)? Please clarify. If this is the Government’s intent, please include the appropriate clauses in Section H of the Model Contract for Contracts to be Performed in the Federal Republic of Germany so contractor personnel can be certified as Technical Experts (TE) and be granted SOFA privileges. | There is no intent to provide JTAGSS on-site support for JTAGSS devices at Einsiedlerhof, GE (WPC) and Wheeler AAF. The following RFP Attachments were updated: |
