WHAT’S NEW

FA8621-18-R-0002, Simulator Common Architecture Requirements and Standards (SCARS)

The purpose of this document is to provide a chronological summary of all FBO posts for the subject acquisition.

In Attachment 15, PWS references in the CLIN 0017 descriptive data were corrected. In Attachment 16, cell references were corrected in the formulas in Tab A, Labor Rates Summary, and the requirement to input data for CY24 was removed from Tab B, Labor Rates Detail.

2. The deadline for proposal submission remains 12:00 PM EST, 01 Mar 2019.

6 Feb 19

2. The deadline for proposal submission remains 12:00 PM EST, 01 Mar 2019.

2 Jan 19

1. For clarification purposes, the deadline for submission of questions related to the RFP is 12:00PM (EST) on 9 Jan 2019 as stated in paragraph 12 of the RFP cover letter.

21 Dec 18

1. This posting is the release of the formal RFP for SCARS. See RFP Cover Letter and attachments included with this post for the complete solicitation.

2. Due to contract writing system issues, Section B of the Model Contract (RFP Attachment 15) is formatted differently than the rest of the document. The Government will attempt to resolve the formatting issues if necessary.

12 Dec 18

1. Due to AMRDEC being disabled, the Government will use overnight delivery to mail CDs containing additional Bidders’ Library documents to companies that have submitted a mailing address and valid DD2345. The CDs will be mailed 13 Dec 2018 and require a signature for delivery.

2. Interested companies that failed to previously submit the requested information and would like to receive Bidders’ Library documents shall email the company address and DD2345 to mckenna.moore@us.af.mil.

6 Dec 18

1. Draft TEP Pricing Matrix is attached.

2. The Government anticipates using a shielded TEP. The Government will utilize inputs from the worksheet to calculate the TEP.

3. The RFP expected release date has been modified to mid-December.

21 Nov 18

1. Due to the AMRDEC site going down, we are looking at different ways to distribute SCARS Bidders’ Library documents. The Government requests that any interested companies provide a mailing address in order to potentially receive a disc containing Bidders’ Library documents. Before mailing anything, the Government will send out a notification via email to those companies that have provided a mailing address. Please provide a POC, email address, and mailing address NLT 30 Nov to mckenna.moore@us.af.mil. If you have not received previous distributions, you must submit a valid DD2345 in order to be eligible to receive documents (see the 11 Sep 18 post for details).

2. Please note the secondary POC has changed to Kevin Losie. Kevin can be reached at kevin.losie@us.af.mil.

9 Nov 18

1. The policy memo including AFFARS Clauses 5352.209-9000 and 5352.209-9001 is attached.

2. Offerors proposing on the SCARS prime effort should not be concerned with AFRL’s technology choices.

AFRL chose an implementation to begin exploring topics beyond the actual infrastructure implementation. In the beginning AFRL will be looking at topics that that are infrastructure or platform agnostic. There is absolutely no preference for the products that AFRL has chosen for the purposes of technology transition. We expect there to be some re-alignment activity with AFRL after Prime contract award to make their infrastructure match the Prime contractor's design. That re-alignment will allow AFRL’s implementation to be closer to a true "increment ahead." We're excited to see offerors propose a wide range of system designs using an array of different products. Any early "increment ahead" technology transition would be platform agnostic and the Prime would be able to do the work to transition the product into the SCA baseline.

3. We are aware AMRDEC SAFE is currently disabled and may not be reinstated. A notification will be posted when it is determined how remaining Bidders’ Library documents will be distributed.

4. Individual responses to questions and comments should not be anticipated. Updated documents should address the submitted issues. Keep watching FBO for updates. Questions and comments will continue to be considered.

If you completed the instructions and did not receive the information, contact the CO at mckenna.moore@us.af.mil.

On 13 June 18, the Government posted a request for sample XMI models as a test to identify any potential compatibility issues between MBSE commercial tools. The Government is using Magic Draw v.18.5 with SysML plugin. All submitted test files were received with zero compatibility issues.

2. List of Interested Companies: The List of Interested Companies has been updated with new Points of Contact for CG2, Inc. (dba Quantum3D Government Systems) and to indicate their interest as a subcontractor only.

16 Oct 18 The first increment of the bidders’ library was released today via AMRDEC. 28 June 18

1. Small Business Participation Evaluation: The NAICS code for the SCARS acquisition (541512) is not necessarily the appropriate NAICS code for the proposed efforts of subcontractors. Instead, offerors will assign the NAICS code they believe best represents the product or service being provided by the subcontractor. Then, in order to qualify as a small business, the subcontractor must not exceed the size standard for the selected NAICS code. Refer to 13 CFR 121.410.

2. PWS and SRD Updates: The PWS and SRD updates are targeted for release at the end of July. The current draft version is considered to be 80% complete.

8153 and her email address is mckenna.moore@us.af.mil.

d. Please address emails to BOTH McKenna Moore and Erin Plessinger.

13 June 18 The Government desires to efficiently evaluate proposals during the source selection process. Model Based Systems Engineering relies on commercial tools. Compatibility issues between tools is a possibility. Resolving tool compatibility issues during source selection is not efficient. The Government is using Magicdraw version

18.5 with SysML plugin. The Government will review example models to identify tool compatibility anomalies between disparate tools prior to RFP release.

Please submit an example XMI model by 29 June 2018 to Kevin Jones at kevin.jones.51.ctr@us.af.mil.
