Industry Question Government Response Would the government consider the Offeror provide hourly rates for each category for the calendar years requested? No, the Government does not want hourly rates for each category.

If the "hours necessary to perform the tasks are dependent upon the technical solution proposed by the Offeror" how does the Government intend to evaluate different technical solutions? Evaluation will be in accordance with Sections L&M Will the evaluated price for CLIN 0010 be used as a ceiling applicable to future task orders? No.

How does the Government intend to order FFP QRSS if the total number of hours will vary between TO's? Will each TO will have a different price for CLIN 0010?

The composite rates will go on contract with the ID/IQ as part of the Price

Matrix. As requirements arise, the rate will be multiplied by a number of hours to arrive at a FFP for QRSS on a given task order.

Offeror recommends that the JV Offerors information be provided as an attachment and be exempt from page count to allow the same page count allowance for all

Offerors. This would be similar to the response provided for the Organizational

History question. We will not be making the JV information exempt from the page count.

Will the Government please provide example QRSS (CLIN 0010) and Reference

Architecture (CLIN 0016) scenarios to ensure all Offerors are providing composite rates based on the same criteria? No.

Would the government consider the Offeror provide hourly rates for each category for the calendar years requested? No.

CRM maps PWS paragraphs 5.1, 5.11, and 5.1.2 to SRD 3.15.1.13, which doesn’t exist. There is only SRD 3.15.1.1, SRD 3.15.1.2, and SRD 3.15.1.3. Should these PWS paragraphs instead be mapped to SRD 3.15.1 (System Quality Factors, see below for reference)? Note: This isn’t new with the latest amendment – this mapping also existed in the 12/21/18 version of the CRM. PWS 5.1. SCARS Security and

Maintenance Events

5.1.1. Remote Scan Events

5.1.2. Remote Restore Events

SRD 3.15. System Quality Factors

3.15.1. System Availability

3.15.1.1. All SCARS equipment shall be protected by an uninterruptable power source

(UPS).

3.15.1.2. The SCARS SOC, NOC, WAN, Library, OPEs, and SBRUs, shall meet a 99%

System Availability threshold.

3.15.1.3. The SCARS SOC, NOC, WAN, Library, OPEs, and SBRUs shall meet a 97%

Event Availability threshold.

Should these PWS paragraphs instead be mapped to SRD 3.15.1 (System Quality

Factors, see below for reference)?

It should be SRD para. 3.15.1.3. The 3.15.1.13 was a typo.

CLIN 0031, End of Contract Transition, requires pricing of a transition out plan, yet no transition out period was provided. Since the length of a contract transition is variable, would the Government please provide a length for the transition out period to which Offerors can price?

The length of the transition is variable and will depend on the number of end nodes supported at the time.

Section M.2.3.1.3 requirements for overall Subfactor 2 state, “This subfactor evaluates the Offeror’s approach to accomplish the Management Services requirements of ID/IQ PWS paragraph 6.00.” In the CRM, several ID/IQ PWS 6 paragraphs are mapped solely to Subfactor 3 (i.e., 6.12, 6.13, 6.13.1, 6.13.2). May we assume that these PWS paragraphs do not need to be addressed under Subfactor 2? Follow Sec. M

Section M.2.3.1.3.c requirements for Subfactor 2(c) states, “A sound approach to

SOC stand up … IAW ID/IQ PWS 4.2.3, 5 (all sub‐para), …” In the CRM, none of the

ID/IQ PWS 5 paragraphs are mapped directly to SF 2(c). Most of the ID/IQ PWS 5 paragraphs are mapped to SF 2 overall. May we assume that, as long as we address all of these paragraphs in Subfactor 2, we do not need to address every one of these

PWS paragraphs under Subfactor 2(c)? Follow Sec. M. See Sec. L 2.2.3.

Industry Question Government Response

Section M.2.3.1.3.c requirements for Subfactor 2(c) states “A sound approach to SOC stand up … IAW ID/IQ PWS 4.2.3, 5 (all sub‐para), …” In the CRM, none of the ID/IQ

PWS 5 paragraphs are mapped directly to SF 2(c). A few of the ID/IQ PWS 5 paragraphs are mapped to subfactors outside of Subfactor 2 (i.e., 5.1, 5.1.1, 5.3, 5.4).

May we assume that these PWS paragraphs do not need to be addressed under

Subfactor 2(c), nor under Subfactor 2 overall? Follow Sec. M

In the CRM, Line 68 identifies one CDRL mapped to IDIQ PWS 5.3 which is mapped to

TO 001 PWS 3.2. PWS TO 001 PWS 3.2 has four CDRLs identified. Will the

Government please validate the CDRLs needed for this CLIN? Please see TO PWS para. 3.2, Line 219

ID/IQ CDRL 072 provided in RFP Exhibit A states the initial Corrosion Prevention Plan is due with the proposal. Amendment 1 Section L, para 2.1 table, does not include the Corrosion Prevention Plan as a required Attachment. Please confirm Section L takes precedence and this plan is not required for proposals. Follow Sec. L

Per the revised proposal preparation instructions in Section L General 2.1 Paragraph

F, direct the Offerors to submit the proposals in both word and .pdf formats.

Volume V consists of many government supplied .pdf files such as the Model

Contract. Does the government expect the Offerors to convert the .pdf documents provided in the solicitation into word format to allow the Offerors to prepare a word version of our proposal?

Government‐provided PDF documents are not expected to be converted to

MS Word format.

In accordance with H001 in Section H states the Contractor shall provide license agreement information to ensure compliance with Alternatives I, II, III, or IV. H001 also states, “License agreement information shall be provided to the Government

Contracting Officer concurrent with proposal submission to the extent know at the time of proposal. Please confirm if actual software license agreements or only license agreement information should be provided at time of proposal submission. If license agreements are to be included, please confirm they may be added attachments to

Volume V. License agreements are to be included and will be considered attachments.

In Section K, DFARS 252.225‐7003, Report of Intended Performance Outside The

United States And Canada – Submission With Offer (OCT 2015), the submission of DD

Form 2139 is required with proposal submission, please confirm if this form is an actual requirement?

The Government believes this provision applies when a contractor chooses to perform work outside the U.S. or Canada that otherwise could be done inside the U.S. or Canada, rather than when contract requirements dictate performance at locations outside the U.S. and Canada. See DFARS 225.7201.

Can the Government please clarify what is meant by "The SCARS Prime shall provide security in the event of an intrusion detection system malfunction at SOC."?

Specifically, is this solely cyber and information security? This is addressing physical security at the SOC.

When obtaining an ATO, will the Government conduct an assessment of security controls, or is the Prime to engage a 3rd party to conduct the assessment? The Government will conduct the assessment.

Regarding CLINS 0007 and 0008, the Government stated in the August 2018

Responses to Industry that “The Government will own the on premise equipment that will be needed to host applications for the simulator. The Prime will install the equipment and help the affiliates troubleshoot issues.” Please clarify whether the pricing expected for these CLINS is expected to be presented as an annual, monthly or one‐time price. Not monthly or annual. Pricing is Per site.

For CLINs 0012, 0013, and 0014, will the same availability apply to all 3 sets of CLINs and for all End Nodes? Or will a portion of the customer base purchase 7 x 24 support and others purchase 5x12 in the same period? The Government intends to only order one service level at a time.

There is no reference for an IMP/IMS in the Task Order PWS. Does the government intend for elements of the Task Order PWS to be included in the IDIQ IMP/IMS? Please see CDRL A034 and para. 8.1 of the Task Order PWS.
