About this file
This document is a set of questions and answers related to Solicitation Number FA8604-24-R-B010 for a Storage Aids System at Niagara Falls ARS, New York. The solicitation is for the performance, design, fabrication, installation, and testing of a storage system, with a contract completion required within 300 days of award. The solicitation is a 100% small business set-aside with a NAICS code of 333922 and a size standard of 500 employees. The evaluation will be based on Lowest Price Technically Acceptable (LPTA). The key details addressed in the questions and answers include clarification on the rail assembly, building column, and electrical system requirements. The responses indicate that a new embedded rail system is required if the Government-Furnished Equipment (GFE) rails are not re-used, and that the existing building column will be included in the revised drawing. The responses also confirm the requirement for an on-board charger that plugs into a standard 110V outlet.

Question/Answer Set 4

Question/Response:
I have a couple of questions regarding Appendices B & G.
1. In Appendix B 3.2.7. a 1” high rail assembly grouted level with the floor is called for, but there is no mention of elevated flooring. If the GFE rails are not re-used, are you looking for a new embedded rail system or would an elevated system over the existing rails be acceptable?
If GFE rails are not re-used then a new embedded rail system would be required. Elevated system is not acceptable as the user will be using a GFE forklift and the rider-reach forklift to access pallets within the mobile storage system.
2. In Appendix G the existing drawing and Photo 1-C show an I-Beam in front of System 2 that isn’t shown on VNf904-1. Has that been removed or is it still there?
If the I-Beam is still there, what is the clearance between the beam and the existing system? We are concerned there will not be room for the hand crank to move past the beam as it will likely extend farther than the existing electric system.
The building column does exist. Drawing VNF904-01 has been revised to include the building column.
There should be sufficient space for the mobile storage system as designed.
3. Is a built-in charger needed?
Yes, per Appendix F paragraph 3.3.1. an on board charger is required. Paragraph 3.3.1.2.
provides information regarding the battery charger.
4. Is the building electrical system 110 or 208 single phase?
All the specified equipment is mechanical except the rider-reach forklift which is to have an onboard charger that plugs into a standard 110V outlet. Please clarify your question as regarding 110 or 208 electrical system.
