About this file
This is a Questions and Answers document for federal contract solicitation FA8601-26-Q-0117 issued by the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, Ohio on September 1, 2026. The document addresses prospective offeror inquiries regarding a Base Linen and Dry Cleaning Services blanket purchase agreement (BPA). Complete solicitation details including proposal due date, NAICS code, and small business size standard are available on SAM.gov rather than in the omitted page 1 of the solicitation.
The BPA covers linen and dry cleaning services for Wright-Patterson Inn and various tenant organizations across the installation, with all laundry routing through a single pickup/delivery location at Building 258, Area A. The estimated quantities provided are based on historical usage and projected mission requirements but are not guaranteed minimums; pricing evaluation will be based on unit prices rather than total estimated volume. The incumbent contractor is Economy Linen and Towel Service. Standard annual price list updates may align with Service Contract Labor Standards, and out-of-cycle adjustments are permitted with 30 days' advance notice for significant market shifts. The BPA carries no guaranteed minimum order quantity or dollar value. Current CMMC Level 1 (Self) status must be entered in the Supplier Performance Risk System at time of quote submission. Proof of insurance is required for all commercial vehicles for base entry, but no installation-specific minimum insurance requirements apply beyond standard FAR 52.212-4 terms. Payment processing will occur via Government Purchase Card or NAF email address; WAWF registration is not required at this time unless GPC becomes unavailable.

AIR FORCE LIFE CYCLE MANAGEMENT CENTER (AFLCMC)
WRIGHT-PATTERSON AIR FORCE BASE OHIO
1 September 2026
SUBJECT: Response to Inquiries regarding Combined Synopsis/Solicitation
FA8601-26-Q-0117, Base Linen and Dry Cleaning Services
QUESTIONS AND ANSWERS
1. QUESTION: The copy of Attachment 1 (Solicitation/Contract Form) made available to prospective offerors begins at page 2 of 22; page 1 of 22 was not included. Please provide the complete solicitation, including page 1, and confirm the following to the extent they are stated there: the proposal due date and time (with time zone), the applicable NAICS code and small business size standard, and the set-aside status of this procurement.
ANSWER: Page 1 of the solicitation is intentionally omitted as all this information can be found within the solicitation posting on SAM.gov.
2. QUESTION: Can the Government provide historical or projected volume data for this requirement - specifically, bulk laundry pounds processed annually for the Wright-Patterson Inn, and the approximate population or unit count served by the piece laundry/dry-cleaning stream for other WPAFB tenant organizations? Separately, does this BPA carry any guaranteed minimum order quantity or dollar value, or is the Government's obligation limited solely to calls actually placed?
ANSWER: A breakdown between the Wright Patterson Inn and Tenan Units is not available at this time. Refer to ATTACHMENT 6 – Linen and Dry Cleaning Services Item List_Estimated Quantities. Note: The quantities specified in this solicitation are estimates only based on historical usage and projected mission requirements. They are not a commitment, guarantee, or representation of actual quantities that will be required during the performance period of this BPA.
Pricing will be evaluated based on unit prices rather than the absolute sum of the estimated quantities.
The BPA does not carry a guaranteed minimum order quantity or dollar value.
3. QUESTION: 3. Is there an incumbent contractor currently performing this or a predecessor requirement, and if so, can the Government share historical pricing or performance information to assist offerors in developing a well-informed quote?
ANSWER: The incumbent is Economy Linen and Towel Service.
4. QUESTION: Attachment 5 (Price List Instructions) states the approved price list is effective for one year from BPA award and may be updated annually, and the base solicitation requires 30 days' advance notice for price changes. Is there a fixed annual submission window for price-list updates, and is an update tied to a revised Service Contract Act wage determination handled as a matter of course, or is it subject to case-by-case Contracting Officer negotiation?
ANSWER: Standard price list updates may occur annually to align with the current Service Contract Labor Standards. However, out-of-cycle adjustments are permitted, with at least 30 days’ advance notice, due to significant market shifts that would otherwise result in contractor loss/underrun.
5. QUESTION: The Performance Work Statement identifies a single pickup/delivery location (Building 258, Area A) but also states that services extend to "various tenant organizations located across" WPAFB. Does all tenant-organization laundry route through the Building 258 pickup point, or will the Contractor need to support pickup and delivery at additional locations across the installation?
ANSWER: All tenant-organization laundry routes through Building 258.
6. QUESTION: DFARS 252.237-7015 sets a maximum allowable weight loss of 12 percent in servicing the laundry, while PWS Section 1.2 references a 12 percent variance calculated as a "monthly average" for bulk laundry specifically. Please confirm whether the 12 percent threshold in the clause is measured on the same monthly-average basis, and whether the same measurement period applies to weight-loss calculations for the piece laundry/dry-cleaning stream.
ANSWER: The variance stipulated in the Performance Work Statement takes precedent.
7. QUESTION: DFARS 252.204-7025 requires a current CMMC Level 1 (Self) status entered in the Supplier Performance Risk System and states an offeror will not be eligible for award without it. Must this status already be current in SPRS at the time of quote submission, or is it sufficient for it to be current by the time of award?
ANSWER: Status should be current at time of quote submission.
8. QUESTION: Beyond the standard commercial terms of FAR 52.212-4, does Wright-Patterson AFB impose installation-specific minimum insurance requirements (general liability, automobile, workers' compensation, or other coverage and limits) for contractor personnel and vehicles operating on base under this BPA?
ANSWER: Current Proof of Insurance is requirement for all commercial vehicles for base entry;
there are not installation-specific minimum insurance requirements.
9. QUESTION: 9. DFARS 252.232-7006 (Wide Area WorkFlow Payment Instructions) is incorporated by full text, while the Special Contract Requirements direct Wright-Patterson Inn invoices to a NAF email address and other WPAFB unit payments to Government Purchase Card
— neither of which is a WAWF submission. Should the awardee still register in WAWF as a contingency, or does WAWF not apply to actual payment processing under this BPA?
ANSWER: WAWF payment processing does not apply under this BPA at this time. The WAWF clause is included in the event that GPC cannot be used. If that occurs, specific WAWF instructions will be included in the call.
