About this file

This is a Performance Work Statement (PWS) for base linen and dry-cleaning services at Wright-Patterson Air Force Base (WPAFB), effective 25 August 2026.

The contractor must provide comprehensive laundry and dry-cleaning services for the Wright-Patterson Inn and various tenant organizations across WPAFB, supplying all personnel, equipment, materials, vehicles, and supervision required. Bulk laundry operations require two-workday turnaround with weekday pick-up and delivery between 6:30 AM and 8:00 AM at Building 258, Area A; monthly average weight variance must not exceed 12% of recorded pick-up weight, and any items requiring re-laundering due to poor quality must be returned within 48 hours at no additional cost. Piece laundry and dry-cleaning items require individual inventory counts with zero percent count variance allowed; standard items receive 4–5 workday turnaround, while specialty items marked with double asterisks (Honor Guard garments, Band Dress uniforms, and dress uniform components) require 48-hour turnaround. The contractor must comply with detailed packaging specifications per Exhibit 1, maintain all items free from environmental contamination during transport, repair minor damage at no cost, and reimburse the Government at 100% replacement cost for contractor-damaged items. Special protocols apply to draperies (professional dry cleaning and resizing to original dimensions), mops (separate washing, full drying, plastic bagging), and military dress uniforms (wrinkle-free with sharp creases, lint-free, returned on hangers). The contractor must establish and submit a Quality Control Plan for approval within five calendar days of award, including inspection metrics and procedures for maintaining comprehensive records. Laboratory testing occurs quarterly on standardized test pieces to measure tensile strength loss and whiteness retention; failure to meet thresholds requires immediate corrective chemical actions and repeated testing at contractor expense. The contractor is not required to perform services on recognized federal holidays, must monitor official base communications for closure notifications due to weather or emergencies, and must maintain contingency plans for continuous services during natural disasters or wartime contingencies. All contractor personnel require base identification and vehicle passes; unescorted entry to controlled or restricted areas requires compliance with DAFI 31-101 and DODMAN 5200.02_DAFMAN 16-1405. The contractor must maintain health and safety standards, attend required meetings at no additional cost, provide after-hours emergency contact information in the Emergency Mass Notification System, and avoid use of Class I Ozone Depleting Substances.

Services shall be provided to the Wright-Patterson Inn as well as various tenant organizations located across WPAFB. All operations shall comply with local, state, federal, health, occupational safety, and professional industry standards.

1.2. Bulk Laundry Operations

• Re-performance: Any bulk laundry requiring re-laundering due to poor quality shall be returned within 48 hours at no additional cost to the Government.

1.3. Piece Laundry and Dry Cleaning

• Inventory Count: All piece laundry and dry-cleaning items shall be individually counted prior to pick-up.

• Turnaround:

• Two-Day Service (48 Hours): Honor Guard garments, Band Dress uniforms, and other specialty articles marked with a double asterisk (**) in Exhibit 2 require 48 hour turnaround.

• Standard Service: All other piece items shall be returned within 4 to 5 workdays.

• Bulk linen must be separated neatly in transport carts categorized by item type.

• Clean items must be entirely covered during transport to protect against environmental contamination.

• Contractor-Damaged Items: If the COR determines an item was damaged or stained due to contractor negligence or improper washing processes, the Contractor shall reimburse the Government at 100% of the current replacement cost.

• Lost Items: Any lost items shall be paid for in full by the Contractor or replaced with identical, brand-new items. Missing items needed immediately must be delivered by the Contractor before 16:00 hours (4:00 PM) on the same day at no additional cost.

• Mops: Shall be washed separately, fully dried, and returned packaged in clean plastic bags.

• Honor Guard/Military Dress Uniforms: Must be delivered clean, completely free of lint, odor, or spots, and pressed wrinkle-free with sharp, professional center creases where applicable. They must be returned hanging upright in delivery carts.

• Chemical/Protective Suits: Must be strictly dry cleaned only, adhering strictly to the manufacturer's labeled cleaning instructions.

• Re-Performance of Laundering/Dry Cleaning/Repair: Re-performance shall be at no additional cost to the Government. Items shall be identified by the COR to the contractor’s representative at the next scheduled pickup after the unacceptable condition is discovered. The contractor shall identify and pack items separately after the unacceptable work has been re-accomplished.

• Damaged Linen: When it has been determined by the Government that linen has been damaged or distorted due to contractor error, the contractor shall make reimbursement at 100% of current replacement cost (no depreciations allowed).

• Missing and Lost Items: Any articles missing from a delivery shall be delivered by the contractor in the next regularly scheduled delivery. Missing articles needed within 48 hours by the Government will be delivered before 1600 hours on the same day at no additional cost to the Government. Lost articles such as uniform pieces will be paid for in full by the contractor.

1.8. Quality Control Plan (QCP)

• These test pieces will be chemically analyzed to determine average tensile strength loss and whiteness retention.

• If a test piece fails to meet required thresholds (e.g., exceeding a 6% tensile strength loss for light soil loads), the Contractor must implement immediate corrective chemical actions. Testing will be repeated at the Contractor’s expense until compliance is achieved.

1.10. Contingencies and Holiday Operations
