About this file
This is a Blanket Purchase Agreement (BPA) solicitation for base linen and dry-cleaning services at Wright-Patterson Air Force Base (WPAFB).
The BPA covers laundry services for the Wright-Patterson Inn located at WPAFB, with Product Service Code S209. The contract period runs from October 1, 2026 through September 30, 2031, with the current ordering period established from October 1, 2026 through September 30, 2027. Individual calls under the agreement are limited to $25,000 without Contracting Officer authorization. Supplies and services are restricted to an approved price list, with any price changes requiring at least 30 days' notice to the Contracting Officer prior to implementation. The contractor may offer voluntary price reductions (VPR) on previously approved items without written approval. All supplies and services must be documented according to the Performance Work Statement (PWS) and include delivery tickets referencing the BPA number. Payment will be made via electronic funds transfer (EFT) for services at Wright-Patterson Inn, while services to other WPAFB units will be paid through Government Purchase Card (GPC). Invoices must include the contract number and unique invoice number and should be submitted to AP.Invoices@afsv.net with carbon copy to the NAF Contracting Officer. The BPA may be terminated by either party with at least 30 days' written notice, though termination does not affect pending orders issued prior to the termination notice. FAR 52.217-8 permits extension of services within specified limits, and the total contract duration including options cannot exceed 66 months. Evaluation will be based on technical compliance with the SOW/PWS and price, with the Government selecting the offer representing the best value.
