About this file

This document is a Statement of Work (SOW) section detailing General and Administrative Requirements for a Department of the Air Force (DAF) contract.

The requirements establish governance and administrative procedures for contractor operations. An Ombudsman, Col(s) Paul W. Tinker (Deputy Director, Acquisition Excellence & Program Execution Directorate at Wright-Patterson AFB, Ohio), has been appointed to hear and facilitate resolution of concerns from offerors and contractors, with contact information provided (937-255-5512; asca@us.af.mil). Contractors must first address concerns with the Contracting Officer before contacting the Ombudsman. Contractors are required to immediately notify the Contracting Officer and local Information Protection Office/Security Manager of any government security activities affecting performance, and must promptly report any security incidents or information compromises. All contractor personnel and subcontractors must remain free from actual or potential Organizational Conflicts of Interest (OCI), with immediate written notification to the Contracting Officer required if conflicts are discovered, including a proposed mitigation plan. Contractors must comply with all applicable local, state, and federal health and safety regulations while performing work on DAF installations and immediately report accidents, injuries, or safety hazards to the Contracting Officer and local Safety Office. All contractor and subcontractor personnel must comply with installation access control procedures, vetting requirements, and base security policies, with immediate return of base access credentials upon employee termination or contract completion. Common Access Cards (CAC) may only be issued to personnel requiring logical access to Department of Defense computer networks or unescorted physical access to perform contract requirements, processed through the Trusted Associate Sponsorship System (TASS), with lost or stolen cards reported immediately and all CACs returned to the issuing office within five days of employee departure or contract termination.
