Industrial Water Treatment
SITE VISIT BRIEFING & SIGN-IN SHEET
29 February 2012
1. The purpose of the site visit is to provide prospective offerors with a feel for the Industrial Water Treatment facilities and for the prospective offerors to be able to determine if they are able to fulfill this requirement based on the site visit.
2. Questions arising pursuant to the site visit are to be submitted not later than 4:00 pm (EST) on 2 March 2012. Information provided by the Government at the site visit shall not qualify the terms and conditions of any resulting the solicitation and specifications. Conditions of the specifications and drawings remain unchanged unless amended in writing.
3. A written record of the site visit will be posted on https://www.fbo.gov. The record will include a summary of events, questions asked (on a non-attribution basis) and any responses provided by the Government.
4. The following rules of engagement apply:
a. Government representatives may not clarify, make, or infer legal interpretations on the scope or intent.
b. Government representatives may not offer approve or comment on prospective contractors’ methods or procedures.
c. Government representatives may not discuss or comment on price/cost at any time in the presence of prospective contractors or their agents.
d. Government representatives may not authorize the expenditure of funds.
e. Government representatives may not enter into contractual agreements with prospective contractors or their agents.
f. Government representatives may not offer any advice or recommendations to prospective contractors. Such advice/ recommendations may be construed to alter the requirement, may prejudice other offers, and may affect the eventual contract.
g. Government representatives may not give contractors or their agents the name or telephone number of the Project Manager.
h. No recording devices, including video tapes, are authorized for use during the pre-proposal conference (site visit).
5. No questions may be asked during the site visit. All questions should be submitted in writing no later than 4:00pm (EST) on 2 March 2012. All Questions can be sent to Mr. Daniel Enders. Here is the contact information for Mr. Enders:
