PREBID QUESTIONS REF. TO INDUSTRIAL WATER

TREATMENT;

SOLICITATION #FA8601-12-R-0002

1. Chemical usage for the years 2010 and 2011 to estimate on consumption.

Answer: The Government does not have this data.

2. Any increase or decrease in demand anticipated for the proposed contract period

Apr-12 to Sep-16?

Answer: In the SOW (highlighted in blue) is new construction. Building 20802 WPAFB is always changing. Buildings are being added and deleted overtime. Each year if changes happen, it will be a change to the contract and will require a modification.

3. On Page 26 of 64 of Solicitation, only one shipping address is provided for all the buildings. Does the contractor need to distribute & load the chemicals to individual buildings’ chemical day tanks?

Answer: That is our address for Contract Officer Representatives. Yes, contractor needs to

Deliver, distribute & load the chemicals to individual buildings’ chemical day tanks.

4. Clause 1.2.2.4 – Spill containment pallets – Are they already in place provided by

Government?

Answer: YES

5. We understand that actual billing will be based on monthly fee for CLIN 0001, 0002, 0004 and 0005. Whereas for other CLINs, will it be paid only if the actual work is requested and performed?

Answer: Yes, and 0006 will be quarterly. Others, only if actual work is requested and performed.

6. PWS Clause 1.2.3.2.5 – Please elaborate on third party testing requirement. We normally provide this service for regular water quality monitoring parameters with in-house technical personnel.

Answer: The contractor under this contract is the third party over the construction contract of all new or repaired boiler or chilled/cooling water systems per Base Facility

Standard, Wright-Patterson AFB, Ohio.

7. PWS Clause 1.2.5 Monitoring – makeup water and bleed off rate. Please advice whether all the systems were equipped with required water meters.

Answer: Yes.

8. Is the selected contractor allowed to use all the dosing and monitoring equipment available at the buildings to administer the treatment program?

Answer: All testing equipment is responsible to be supplied by contractor. Feeding equipment is by government

9. In case of any repair or replacement of dosing and controller equipment, will it be done outside the scope of this contract?

Answer: By government

10. In clarification buildings, what is your preferred choice of chemical for adjusting the pH in between 6.5-9.0?

Answer: The contractor must provide this information.

11. What is average water loss in closed loop systems?

12. How much is the total makeup water consumption per year in cooling towers?

13. How much is the makeup water consumption to HTHW system and Steam boilers system at different buildings?

14. We understand Glycol if required will be provided by others – outside the contractor scope. Please confirm.

Answer: Yes

15. Soft water blends for cooling tower makeup – What is the ratio of soft water to raw water?

16. Is the makeup water used at chilled water loop is softened?

Answer: Normally not.

17. No cooling towers at Building #34067, 34012, 34014, 30022, 30152, 30110, 30206, 30209 and 30142 as they have air-cooled chillers. Please confirm.

Answer: These are air cooled chiller units. No towers.

18. System volume (gallons) provided on page #25 of Attachment #5 under point 3 –

Are they estimated total gallons of hot water loops available under the contract in areas A, B and C?

Answer: Estimates on ones listed

19. Please provide estimated system volume for all chilled water closed loops in

Areas A, B and C.

20. Frequency mentioned under Appendix E & F – Is it suggested frequency of filter sock change or frequency of check and change as required? Who is responsible for providing these filters?

Answer: Don’t have that answer. Looking for contractors knowledge. Contractor responsible for providing these filters.

21. What are the dimensions of the typical filter bag & micron rating used at the facility?

22. Please confirm all the makeup water for heating systems at Buildings 31240 and

20770 are treated with RO?

Answer: 31240 No and 20770 has RO.

23. Please confirm whether the liquid brine (delivered in trucks) and salt for smaller softeners are part of the contract scope.

Answer: YES

24. Appendix B lists cooling tower approx. tonnage, is there an approx. % load that can be used for realistic make-up water projections?

25. Does every chilled loop and glycol system have a method of chemical injection available?

Answer: No

26. What is the makeup water source for cooling towers on acid treatment?

Answer: Well water.

27. Who is responsible for providing the coupon racks and taps (welded connections) and isolation valves on the systems?

Answer: Contractor supplies coupon rack and coupons, government welds in all other items needed.

28. Can you provide recent water analysis or sample?

Answer: No.

29. During the walkthrough none of the equipment was able to be tested due to time constraints and not all of the locations could be visited. Who is responsible for any equipment that is found to be defective that will prevent the incoming vendor from being able to perform the water treatment in accordance with the contract specifications?

Answer: Government

30. Some services are listed as being performed daily. But later the days of service excluding emergency service are listed as Mon – Fri. Do the daily tests get performed on Sat and Sun?

31. Reverse Osmosis (RO) systems are included in the solicitation. Some chemicals are listed as being provided and dosed by the vendor. Who is responsible for operating and maintaining the RO systems? Filter replacement? Membrane replacement?

Answer: Government

32. In the solicitation PWS Attachment #1 Section 1.2.8.1 it requires corrosion coupon studies. During the walkthrough no corrosion coupon racks were noted.

Which systems will require installation of corrosion coupon racks?

Answer: None at the present time.

33. Will you allow bulk feed system for acid usage in some of the cooling towers instead of 15 gallon drums?

Answer: If approved, also we currently have acid tanks at 840, 271, 262, 856.

34. Whom should we contact to get visitor gate pass to submit the bid in person?

Answer: Contact the Government POC in the solicitation for further instructions.

35. Performance work statement mentioned on solicitation on pages from 3 of 64 to

25 of 64 is referring to document of Nov 2, 2011 whereas the PWS provided with the solicitation is dated Jan 12, 2012. Please clarify.

Answer: We are using the SOW dated 12 January 2012. The posting will be updated.

36. Will there any water testing performed by WPAFB operators in between the service visits of the contractor?
