Text version

In reference to Solicitation No. FA8601-10-R-0021, paragraph 3.8 of the Statement of Work states that “Asbestos and lead-based paint may be present and if encountered, shall be properly abated in areas of demolition prior to proceeding with SOW”. Please respond to the following related questions:

Question

Has testing been performed to confirm the presence of asbestos or lead-based paint? If so, please provide a copy of the test report and the quantity of hazardous materials required to be abated.

Answer

No testing has been performed. This is a pretty standard statement that cautions the contractor, due to the lengthy history and chance of unknowns that occur on military installations.

Question

If testing has not been performed and hazardous materials are encountered will the remediation be considered a change to the scope of work?

Answer

If hazardous materials are encountered, abatement will be a change to the scope. If hazardous materials are encountered, a full copy of all testing results shall be provided to the government at time of discovery.
