Question 1 With reference to the Government’s response to question 11, LAK PWS, Para 1 page 31 of 59, we would like to request that this CLIN be changed to TBN based on the following information.
The Government specifically cites in Paragraph 7.0 of the PWS that the contractor shall procure all necessary hardware and software to produce and integrate 6 additional GEPs. The Government also states that the contractor shall integrate the components as specified in the Government provided Product Drawings, Technical Orders, Software Version Description Document, and Software Product Specification” to produce the 6 GEPs.
In order from the contractor to provide an FFP price to procure and integrate 6 additional GEPs as requested, the contractor needs a copy of the documents that it will be responsible for modifying along with the drawings or detailed system bill of material that the contractor can use to determine what parts must be procured in order to build the 6 GEPs identified in paragraph 7.0 of the PWS.
Again the contractor would like to request that the Government either provide a complete documentation package including detailed drawings that would allow a contractor to provide the Government an FFP price to build 6 new GEPs or make this CLIN TBN due to the inability of the Government to provide the necessary and PWS stated documentation and drawing packages at this time.
The text under discussion is captured below with highlight around the sections in question.
7.0 Production of Future LAK Sites
The contractor shall procure all necessary hardware and software components, receive the MIDS LVT terminals (provided as Government Furnished Equipment (GFE)), integrate the components, and load the necessary software as specified in the Government provided Product Drawings, Technical Orders, Software Version Description Document, and Software Product Specification to produce 6 additional GEPs. The GEPs shall be compatible with current JICC and meet all operational and reliability requirements in the approved Technical Requirements Document. The contractor shall conduct a Factory Acceptance Test witnessed by the Government prior to shipping for installation. The system will be shipped, installed and a satisfactory Site Acceptance Test (witnessed by Government personnel) conducted. Additional Government testing will be required if design changes are incorporated and approved by the Government.
Site Surveys will be conducted to ascertain suitability for the site to host a LAK system. A site survey report will be provided to the Government. Travel costs will be reimbursed under CLIN X013. Shipping costs will be reimbursed under CLIN X013.
The contractor shall install each GEP according to the agreed upon schedule between the 611th, PMO and ARCTEC. The contractor shall deliver, offload, integrate, and install the GEP equipment and related support systems according to the site requirements and technical drawings.
Answer 1
The Government will not consider making this CLIN a TBN CLIN.
However, the LAK PMO does contain preliminary drawings/information in which the Government believes is sufficient for a contractor to provide a FFP price to build 6 new GEPs at a v4.1 baseline. Due to the FOUO classification of the documentation, potential vendors should contact the PCO, Lauren Griffin, directly at lauren.griffin.2@us.af.mil and request a copy of this documentation. The documentation will then be sent via AMRDEC.
Question 2
What is the Government’s anticipated contract Start Date?
Answer 2
The current Link-16 Alaska (LAK) contract is scheduled to be complete on 22 June 2020. The Government intends to award the transition CLIN immediately upon contract award. All remaining negotiated CLINs (i.e. Program Management, Cybersecurity, Help Desk, Training, Block Cycle Change associated with the Task Description) will begin the day after the current contract ends, 23 June 2020.
Please note, due to circumstances beyond our control, the Government reserves the right to adjust the contract start date as required.
Question 3
The CLIN 0010 in the Excel Price Model, should this entry reflect all total costs associated with the PWS Para 4.10 Block Cycle Upgrade Work Requirements for new RCMS/CDMS designs (i.e. CDRLs, TDP, FAT, IV&V, TR Fixes, IPRs, PDR, CDR, TRR, AFSIT, DT, OT, JIT, TWGs, Training, ATO Support, Material Costs, Deployment Costs, etc.)?
Answer 3
Yes. The costs associated with CLIN 0010 should reflect all total costs associated with PWS Paragraph 4.10, Block Cycle Upgrades.
