1.0 INTRODUCTION
The purpose of this non-severable task order is for vendor to provide upgrade to the Link-16
Alaska (LAK) system to overcome proprietary system components. In order for the Government to reach a fair and reasonable price for system sustainment, these proprietary components shall be replaced with a combination of COTS, GOTS, and/or Government Purpose data rights so long as the current technical, operational and cyber security requirements are met. The change priority for this system is considered to be medium. LAKs Operating system is currently on a Win 10 baseline. The datalink gateway software is the Government owned Scalable Portable Integrated Data Router (SPIDR) v2. The Block Cycle Upgrade (BCU) will necessitate several changes to the system baseline, support documentation, training and maintenance. The vendor shall perform duties described in FA8574-20-
D-0002 LAK Performance Work Statement. The contractor shall perform the following duties per the BCU paragraphs.
1.1 Tasks shall include, but are not limited to the following:
a. Technical Requirements
(1) Integrate latest SPIDR gateway software into the LAK Management Computer (LMC)
(2) Integrate latest version of Terra Situational Awareness Tool into the LMC
(3) Provide solution to Combined Device Management System (CDMS) without degrading capability
(4) Provide solution to overcome proprietary barrier in Remote Crypto Management System
(RCMS) without overcome proprietary barrier in degrading capability
b. Documentation Requirements:
(1) Update Training Materials as required
(2) Update Operator Positional handbook as required
(3) Update Maintenance Manual as required
(4) Update System Administrator Manual as required
(5) Update Drawing Package as required
(6) Update cyber security documentation as required
c. Training Requirements:
(1) Conduct Operator Delta training
(2) Conduct System Administrator Delta training
(3) Conduct Maintainer Delta training
2.0 SCOPE
BCU 4.2: Primarily, the core of this BCU will be focused on moving the system to a
GOTS/COTS/Government Purpose data rights configuration baseline.
3.0 GOVERNMENT FURNISHED EQUIPMENT/INFORMATION (GFE/I)
Unless otherwise specified, the government will not furnish any equipment or information.
The government will provide the following software as GFE/I:
a. Remote Equipment Management System (REMS)
b. Scalable Portable Integrated Data Router (SPIDR)
c. Terra—Situational Awareness Tool
4.0 GENERAL INFORMATION
a. Assumptions
The Contract award will be issued under the competitive CLS Contract; hence the costs are computed using the provisions of that contract. The period of performance will be 24 months from the time of award. The vendor will not be responsible for delays by the Government.
