Electronic Format for All Proposal Volumes
All electronic media submitted shall be accessible by a computer running Microsoft Windows 10 and above. Submissions shall be compatible with Microsoft Office 2010 or later, Microsoft
Project 2010, and Adobe Acrobat 2015 or later. Additionally, file suppression utilities, to include, but not limited to zip files, will not be accepted.
When submitting electronic versions of their proposal, offerors shall follow these instructions:
a. Electronic storage media shall be submitted in one of the following formats:
CD-R or DVD-R. Media must be virus scanned by the offeror prior to submitting to the Government. For each electronic media copy, indicate the volume number and title. Each volume must be stored on a separate CD-R or DVD-R.
b. Saving documents using Microsoft Office 2013:
Word documents – Set "Save as type" to "Word Document (*.docx)" only.
Excel spreadsheets – Set "Save as type" to "Microsoft Excel Workbook (*.xlsx)."
PowerPoint presentations – Set "Save as type" to "PowerPoint Presentation
(*.pptx)."
c. Saving documents using Microsoft Office 2010:
Word documents – Set "Save as type" to "Word Document (*.docx)" only.
Excel spreadsheets – Set "Save as type" to "Microsoft Excel Workbook (*.xlsx)."
PowerPoint presentations – Set "Save as type" to "Microsoft PowerPoint 2010
Presentation (*.pptx)."
d. Submit any Microsoft Project files in Microsoft Project 2010. There are no special
“save” functions required for later versions of Project.
e. Submit PDF documents using only Adobe Acrobat 2015 or later. Do NOT submit any documents in PDF format that are copied as “images.” When creating PDF files, always create in such a way as to enable textual search and copy functions.
