About this file
This is a Purchase Description for car lift replacements at Robins Air Force Base, Georgia, dated 24 March 2026. The 402d Commodities Maintenance Group (CMXG) requires the contractor to provide all materials, equipment, labor, transportation, shipping, setup, and installation for three (3) modified double-sided Rotary Two-Post Automotive Vehicle Lifts capable of holding two (2) F-15 Conformal Fuel Tanks (CFTs), one on each side. The contractor must disassemble, remove, and crate the three existing lifts within Building 185, taking care to avoid damage during removal and following proper Lock-out Tag-out (LOTO) procedures. Demolition of conduit and wiring from the fusible disconnect to existing lifts is the contractor's responsibility.
Key specifications for the new lifts include: posts rotated 90 degrees from standard configuration; six two-post lifts placed back-to-back in pairs and connected with perpendicular metal braces to create three double-sided lifts; replacement of standard lifting arms with existing Mounting Hardware special tooling (Drawing X200315801) compatible with CFT hard lifting points; lifts from Rotary Solutions to ensure compatibility; 5,000 lb minimum lifting capacity per side (10,000 lbs combined); 80-inch minimum rise; hydraulic and electric operation; and 208-230V/3PH/50-60HZ power. The contractor must deliver and install the first lift within 12 weeks of Government approval of drawings, with the remaining two lifts delivered and installed within four weeks thereafter. Only one double-sided lift may be down at any time during disassembly and installation to avoid impeding government F-15 production. Functional testing with CFTs on both sides simultaneously is mandatory before proceeding to the next lift. The contractor must provide one paper copy and one electronic copy of the Operation/Maintenance Manual at least three days after installation of all units. A one-year warranty on all parts and workmanship is required. The ship-to address is 175 Robins Parkway, Building 185, Robins AFB, GA 31098, with primary Government contact Heath Henry (478-222-4068) and alternate contact Chad Steger (478-222-4720).

PURCHASE DESCRIPTION
Car Lift Replacements
24 March 2026
1.0 DESCRIPTION. The Contractor shall provide all materials, equipment, labor, transportation, shipping, set up, and installation for three (3) modified double-sided Automotive Vehicle Lifts for the 402d Commodities Maintenance Group (CMXG) at Robins Air Force Base, Georgia. Each double-sided lift shall be capable of holding two (2) F-15 Conformal Fuel Tanks (one (1) on each side). The Contractor will be resoponsible for the disassembly and crating of the existing old car lifts. The Contractor shall be responsible for providing their own forklift and scissor lift as needed.
1.1 Disassembly/Removal. The Contractor will be responsible for disassembly, removal, and crating of the existing three (3) double-sided Car Lifts within Bldg.185 at Robins AFB. The Government will be storing the disassembled existing lifts. The contractor shall take care to avoid damaging the existing lifts during disassembly. During disassembly, the contractor shall use proper Lock-out Tag-out (LOTO) procedures to ensure the existing lift being worked on is disconnected from power. There is a fusible disconnect on the wall by each double-sided lift where LOTO can be performed. Any conduit/wiring running from the Fusible Disconnect to the existing double-sided lifts will be the Contractor’s responsibility to demo.
1.2 Disassembly/Replacement Schedule. The Government will be actively overhauling F- 15 Conformal Fuel Tanks during the contractor’s installation. The contractor will ensure only
(1) double-sided car lift is down at any given time during disassembly and installation to not impede the government’s production. The Government POC will decide which existing double-sided lift the Contractor shall start being replaced first. The contractor will not start disassembly of any other existing lift until the current one they are working on has been fully replaced with a new lift and functionally tested. Once a new lift passes functional testing, the Government shall be granted access to utilize the newly installed lift immediately for production. This will ensure that only one (1) double-sided lift is down at a time.
1.3 Modifications/Specifications. The Contractor will be responsible for modifying new Rotary Two-Post Car Lifts to handle F-15 Conformal Fuel Tanks (CFT) for maintenance.
The lifts shall be modified to match the configuration of the existing lifts they are replacing.
Use attached photos of existing modified double-sided lifts for reference. Specs and modifications for new double-sided lifts shall include:
The posts of all the lifts shall be rotated 90 degrees from standard configuration in order to pick up a CFT laterally across the posts instead of in between.
(2) new standard Two-Post Lifts shall be placed back to back with one another and connected with perependicular metal braces near the top of the posts. This will create
(1) double-sided lift in a square-like formation just like the existing lifts. A total of
(6) two-post lifts shall be required to make (3) double-sided lifts. Each side of the lift will act as a counterbalance for the other. Lifts should pick up CFTs from the outsides.
Standard lifting arms shall be removed and replaced with existing “Mounting Hardware” special tooling shown in Drawing X200315801. The same special tooling currently on each existing lift will also go on the new lift replacing it. The special tooling is used to mate with hard lifting points on the CFT’s. Contractor will be responsible for ensuring the existing special tooling is compatible with new the new lifts. One side of double-sided lift will use Mounting Hardware special tooling for left-hand CFTs and the other side for right-hand CFTs.
Lifts shall be from same company as existing lifts (Rotary Solutions) to ensure compatibility with Mounting Hardware special tooling.
The width between posts of the two-post lifts shall remain the same as the existing lifts to ensure the Mounting Hardware special tooling lines up with the CFT hardpoints. The Contractor will be responsible for ensuring the CFT hard lifting points line up with the Mounting Hardware tooling.
5,000lb minimum lifting capacity for each side of lift in modified form for a combined total of 10,000lbs. CFT’s weigh around 2,200 lbs. Double-sided lifts should be capable of safely handling a CFT on both sides at the same time.
Metal braces connecting two-post lifts together shall remain the same length as existing lifts braces.
80” minimum rise Lifts shall use hydraulics and electricity for operation.
If possible, new lifts shall be set in same location as existing lifts. If anchor holes are unable to be reused, each new double-sided car lift may be moved a maximum of 2 feet from original location . Government POC will specify which direction to move each lift. Contractor will confirm location is acceptable with Government POC before drilling new anchor holes. Contractor shall cut existing anchor bolts on old lifts flush with concrete floor.
208-230V/3PH/50-60HZ power
1.4 Installation. See Para 2.4.1.
1.5 Functional Testing. The contractor shall perform functional testing after installing each new lift. The contractor shall coordinate with the Government POC to perform functional testing. An F-15 Conformal Fuel Tank shall be placed on both sides of the double-sided lift at the same time to ensure the lift can handle the weight of both CFTs simultaneously. Both CFT’s shall be raised and lowered with the lift controls to ensure everything is working properly. Any damage to an asset resulting from the failure of a double-sided lift will be the responsibility of the Contractor. The Contractor will not move onto the next lift replacement until after functional testing has been completed. The Government shall be permitted to use the new lift for production once functional testing is completed.
1.6 Operation/ Maintenance Manual. The Contractor shall provide one (1) paper copy and one (1) electronic copy of the Operation/Maintenance Manual at least three (3) days (after the installation of all units). The manual shall include: technical information, specifications, operational instructions, drawings, schematics, wiring diagrams/schematics, equipment maintenance instructions, and/or any other applicable information such as a recommended spare parts list.
