PERFORMANCE WORK STATEMENT
EMXG PRODUCTION SUPPORT
21 October 2019
1.0 Description of Services
This Performance Work Statement (PWS) outlines the tasks and duties required of the contractor in support of 402d Electronic Maintenance Group (402 EMXG), Warner Robins Air Logistics Complex (WR-ALC) to provide services for depot avionics technical repair work at Robins Air Force Base, Georgia. Skilled augmentees are required in support of daily operations in relation to current and incoming workload for the support of 29 weapon system platforms.
1.1 Basic Services/Requirements
1.1.1 The contractor shall supply labor and management to provide technical and administrative production support services for the 402 EMXG, Robins Air Force Base, GA. Production support services includes depot avionics technical repair, engineering services, budget analysis support and continuous process improvement (CPI) services. All work requires frequent interaction with other Robins AFB organizations and work may be within a team setting with other government personnel or require individual effort. The contractor shall provide services in accordance with applicable Technical Data, Technical Orders (TOs), Computer Program Identification Numbers (CPINs) and standard shop practices.
1.1.2 Avionics Technical Services AT3 The contractor shall accurately diagnose faults and take appropriate repair actions to restore Line Replaceable Units (LRUs), Shop Replaceable Units (SRUs), Test Measurement & Diagnostic Equipment (TMDE), Automatic Test Equipment (ATE) and special purpose test equipment to operational condition.
1.1.2.1 Diagnose faults in the test stations and Test Program Sets (TPS) and take required repair actions to restore electronic units or test stations, multi-conductor cables and wiring harnesses to fully operational and serviceable status in accordance with Work Control Documents (WCDs). The contractor shall assist in the validation/verification process to identify and determine faults inserted in new TPS prior to acceptance.
1.1.2.2 The contractor shall review and interpret schematics, blueprints, and technical manuals in the performance of repair, troubleshooting, and technical analysis duties for reparable units and test stations. The contractor shall access the Original Equipment Manufacturers (OEM) CADSTAR Program and/or FEDMIX program to obtain the latest drawings, parts lists, mechanical drawings, and technical specifications. Consult with the OEM’s point of contact to ensure the highest possible accuracy in the information database for technical advice.
1.1.2.3 The contractor shall use a variety of standard Test Measurement and Diagnostic Equipment (TMDE), distortion analyzers, frequency counters, multi-meters, oscilloscopes, signal generators, and voltmeters in support of technical and repair services.
1.1.2.4 The contractor shall perform self-devised, supplemental fault or technical analysis routines when failures are beyond the scope of automated diagnostics program Test Program Sets (TPS) to isolate the faulty components. The contractor shall train government personnel in the proper use of these techniques.
1.1.2.5 The contractor shall perform in-depth analysis of test software and recommend specific corrective actions. In addition, the contractor shall assist in prototype and first article testing to ensure the Government receives a fully functional TPS that identifies faults quickly and accurately.
1.1.2.6 The contractor shall perform in-depth technical analysis to resolve issues pertaining to technical problems on specified weapons systems.
1.1.2.7 The contractor shall set up and operate equipment used in the fabrication of printed circuit boards, cables and other higher level assemblies.
1.1.2.8 The contractor shall Production Accepted Certification (PAC) stamp the identification tag to certify condition of assets prior to shipment.
1.1.2.9 The contractor shall repair, modify, troubleshoot, calibrate, align and functionally test electronic equipment and test stations, both manually and with automatic test stations. No more than 1 confirmed Quality Deficiency Report (QDR) per month attributed to contractor workmanship.
1.1.3 Engineering Services. The contractor shall have knowledge of OSHA regulations and application of applicable guidance for safe design and improvements. The contractor shall determine the best value resolution for each problem as warranted and provide a recommended course of action, along with viable alternatives, for the Government’s consideration. The contractor shall develop reports documenting problem data, analyses, and recommended solutions including supporting rationale. No more than one Valid Customer Complaint per month for failure to provide required engineering services.
1.1.3.1 Industrial The contractor shall evaluate and establish production processes and controls and use AFSO 21, LEAN, Six Sigma, or similar analysis tools to implement continuous process improvements. The contractor shall use Computer Aided Design (CAD) to manage facility modifications and new construction projects. All projects shall comply with appropriate OSHA regulatory guidance for infrastructure issues.
1.1.3.2 Mechanical (Utility Infrastructure) The contractor shall prepare and maintain facility mechanical documentation in AutoCAD and prepare design drawings and interface with base organizations for design, troubleshooting, and repair of infrastructure components. The contractor shall perform project management on various programs within the organization.
1.1.3.3 Mechanical (Hardware Design) The contractor shall prepare and maintain AutoCAD inventory files and perform mechanical designs of military “black boxes” using applicable DoD Technical Orders and industry best practices. Designs involves numerous part drawings and assembly drawings. The contractor shall perform thermal and mechanical stress analysis for new and existing designs and identify potential obsolete parts issues prior to occurrence and provide recommended solutions. In support of this requirement, the contractor shall have access to the Government Industry Data Exchange Program’s Applications, Programs, and Indentures (API), other Government databases, and specialized Diminishing Manufacturing.
1.1.3.4 Electrical The contractor shall possess a working knowledge of National Electrical Code and relevant Institute of Electrical and Electronic Engineering (IEEE) standards for powering industrial and electronic equipment, as well as industry and government electrical safety practices, including OSHA requirements. The contractor shall interface with, and provide guidance to, safety officials on electrical safety issues. The contractor shall troubleshoot multi-voltage, multi-frequency (480/277V, 208/120V, 199/115V 400Hz, 28 VDC) electrical distribution systems and prepare and maintain facility electrical documentation in AutoCAD and prepare design drawings. The contractor shall determine design requirements in support of facility construction projects, provide feedback on design drawings, and provide oversight of electrical construction projects. Knowledge of energy conservation practices is also required.
1.1.3.5 General In support of this requirement, the contractor shall have access to the Government Industry Data Exchange Program’s Applications, Programs, and Indentures (API), other Government databases, and specialized Diminishing Manufacturing Sources and Material Shortages (DMSMS) tracking databases. The Government will provide access to these systems. The Contractor will complete any access requests. The contractor shall also identify potential obsolete parts issues prior to occurrence and provide recommended solutions.
1.1.3.6 Reverse The contractor shall perform reverse engineering of selected components, associated structures and assemblies, as required to complete or supplement system design and maintain precision tolerances where required. The contractor shall perform all material, electrical and metallurgical evaluations using a structured process including issue identification studies, requirement definition, data development, technology insertion, verification, and production assistance.
1.1.3.7 Test The contractor shall accurately repair 1970 – 2000 vintage manual and automatic test stations overcoming hardware failures and obsolescence within the equipment. In addition, the contractor shall identify potential obsolete parts issues prior to occurrence and provide recommended solutions.
1.1.3.8 Design The contractor shall perform design activities that will replace existing electronics using current technology electronics. Designs shall be form-fit-function and implement programmable logic devices and other newer technologies where applicable. The contractor shall utilize design simulation software to validate designs prior to implementation.
1.1.3.9 Radio Frequency The contractor shall perform design, test, analysis, and consultation for all Radio Frequency (RF) projects. This includes recommendations and specifications for appropriate equipment. The contractor shall utilize design simulation software to validate designs prior to implementation.
1.1.4 Engineering Technical Services ET2/ET3 The contractor shall determine the best value resolution for each problem as warranted and provide a recommended course of action, along with viable alternatives, for the Government’s consideration. The contractor shall develop reports documenting problem data, analyses, and recommended solutions including supporting rationale. Specific expertise required within a discipline shall be further identified by subcategories as applicable. The contractor shall interpret engineering data, specifications, drawings, Technical Orders, spreadsheets, and be able to analyze, test, and report on trends, significant patterns, or boundaries as related to electronics, mechanical systems, or building complex electronic systems. The contractor shall accurately read engineering drawings, architectural plans and specifications to analyze research, interpret, and apply rules, regulations and procedures to complete the task. Perform broad assignments requiring schedule/cost planning, project execution, and reporting.
1.1.4.1 General The contractor shall use written guidance and local standard procedures to complete work requests, make recommendations for changes to facilities and equipment to improve production processes or to comply with regulatory requirements in support of various programs required of the organization. The contractor shall research specifications, written guidance, and technical data such as drawings to make recommendations on modernization or maintenance of facilities and equipment.
1.1.4.2 Test Electronics The contractor shall apply Technical Orders (TO) and ATE self-test programs to systematically identify/repair ATE failures. The contractor shall perform technical research necessary to define solutions for modernization or replacement of aging or obsolete equipment. The contractor shall plan, design, and fabricate test equipment to be used in initial testing of electronic systems and equipment.
1.1.4.3 Hybrid Electronics The contractor shall manufacture and repair hybrid microelectronics and perform various semi-automated and manual diagnostic testing on hybrid microcircuits.
1.1.4.4 Electrical The contractor shall troubleshoot multi- voltage, multi-frequency (480/277V, 208/120V, 199/115V 400Hz, and 28VDC) electrical distribution systems. Provide technical advice and guidance to EMXG management as well as Plant Services and Civil Engineering electricians. The contractor shall assist with design and fabrication of electrical assemblies to be used in electrical power applications for production and administrative systems and equipment. The contractor shall research specifications and electrical component requirements to supplement acquisition activities for modernization, repair, and/or replacement of aging or obsolete equipment distribution and power systems. The contractor should accurately read schematics, troubleshoot electrical circuits, and repair electrical distribution circuits.
1.1.4.5 Mechanical The contractor shall perform broad assignments requiring schedule/cost planning, project execution, and reporting. The contractor shall work in conjunction with government engineers and higher level technicians in the design of and fabrication of mechanical assemblies. The contractor shall research specifications and mechanical component requirements to supplement acquisition activities for modernization and/or replacement of aging or obsolete equipment or components. The contractor shall perform in-depth technical analysis to resolve issues pertaining to mechanical problems on specified weapons systems. The contactor shall set up and operate equipment used in the fabrication of jigs, fixtures, and other mechanical assemblies. The contractor shall accurately read, interpret, and produce engineering drawings. The contractor shall work in conjunction with EMXG management and engineers in the Group’s energy conservation program, developing reports, developing and implementing conservation programs and provide energy cost saving proposals. The contractor shall provide recommendations for repair of Utility Infrastructure equipment and control systems which will provide energy conservation savings. The contractor shall work with engineers and technicians in the design, maintenance, and repair of Utility Infrastructure equipment and controls.
1.1.5 Industrial Engineering Technical Services IT3 The contractor shall perform complex studies for repair, overhaul, manufacture and modification of Line Replaceable Units (LRUs), Shop Replaceable Units (SRUs), and test stations in support of major weapon systems. The contractor shall manage workloads within cost/schedule/performance and maintain compliance with technical and regulatory requirements. The contractor shall perform process improvement, layout designs and cost analysis.
1.1.5.1 The contractor shall develop planning packages, establish labor standards, identify and procure equipment, develop/maintain Bill of Material (BOM) and Work Control Documents (WCDs). Independently, the contractor shall perform studies of large, complex projects and research technical data and interview technicians to ensure shops have technical data, tools, equipment, WCDs, material and parts needed to complete the mission.
1.1.5.2 The contractor shall perform research, plan, and initiate job acceptance for programmed and non-programmed workloads. The contractor shall select codes for skills, equipment, and work centers. The contractor shall identify and obtain tooling, blueprints, provisioning data, technical data and test equipment. The contractor shall establish and validate End Item Sales Prices (EISP) and ensure funding is in place before assets are inducted.
1.1.5.3 The contractor shall develop/revise standards to include: labor, material, equipment and facility standards for shop workloads. Analyze workloads to effectively plan labor and equipment support and maintain documentation of labor, WCDs and BOMs in maintenance systems. The contractor shall calculate flow days and examine processes and methods to ensure flow times are minimized. The contractor shall assist in the development of budgets and labor rates.
1.1.5.4 The contractor shall research material to accurately determine piece parts required for repair. The contractor shall identify alternate sources and/or methods to obtain piece-parts. The contractor shall initiate requests for non-stock listed items and coordinate with Defense Logistics Agency (DLA) for processing. The contractor shall assist in long-range forecasting and prepare AFTO Form 22s and AFMC Form 202s accurately and IAW regulatory guidance.
1.1.6 Working Capital Fund Production Analyst WCF The contractor shall assist in the financial, administrative, and management functions. These include assisting in the preparation of financial reports, financial funding documents, and correspondence. The contractor shall research/analyze financial and production information via Working Capital Fund Systems to properly close out Job Order Numbers (JONs), validate End Item Sales Price (EISP) detailed information, confirm material replacement percentages, investigate material overages, and reconcile outstanding equipment documents as needed.
1.1.7 Process Analyst (Production Operations Analyst) PA The contractor shall serve as a Production Operations Analyst having management responsibility to direct, plan, and exercise control over multiple computer automated production management and analysis systems. The contractor shall compile, analyze, and publish management reports as required. Any products or intellectual property developed as a direct or indirect result of these services shall be considered Government work and shall have no license or other usage encumbrances. The contractor shall be required to deliver electronic copies of any products developed under this contract upon termination of services or the expiration of the contract period.
1.1.8 Management Analyst MA The contractor will serve as a Management Analyst responsible for performing studies involving quantitative and qualitative data analysis. The contractor shall provide analysis of current operations, identification of problem areas, and recommendations for improvement. Position requires extensive knowledge of wholesale and retail Air Force logistics and related supply chain management systems. Any products or intellectual property developed as a direct or indirect result of these services shall be considered Government work and shall have no license or other usage encumbrances. The contractor shall be required to deliver electronic copies of any products developed under this contract upon termination of services or the expiration of the contract period.
1.1.9 Lean Facilitation Services LNF The contractor shall plan, schedule, and facilitate Continuous Process Improvement (CPI) initiatives within schedules and priorities assigned by the government. The contractor shall analyze various maintenance processes/procedures and provide recommendations to resolve substantive issues of effectiveness and productivity of work operations. The contractor shall apply AFSO21 methodology principles/tools to the various services and provided in order to reduce waste and improve efficiency. In addition, the contractor shall correlate all aspects of major project areas studied and define visions of business processes to achieve the desired future state.
1.1.10 Security Services SECA The contractor shall assist security managers by receiving visitors and escorting non-cleared personnel into the Avionics Complex, and assuring proper security requirements have been met.
1.1.11 Security Assistants SE ASST The contactor shall monitor and implement established security policies and procedures to all management and personnel concerning security programs which includes providing access capabilities for all employees, identification badges for control entry to the facility oversight for all incoming and outgoing items commercially shipped, and monitors vehicle entry/exit to the facility and perimeter parking.
1.1.12 Technical Writer-Editor TW The contractor shall serve as a control point for acquisition/management/writing/editorial control of technical orders. Write original technical manuals, revisions, changes, and supplements from source data provided by various sources. Documentation shall be in accordance with applicable, governing Air Force specifications. Final documents shall be grammatically correct, clear and concise, and complete technical documentation.
1.1.13 Equipment Custodian (EQC) The primary purpose of this position is to control, maintain and monitor inventorial equipment. The equipment custodian will monitor inventorial equipment during the life cycle of the capital asset. The Custodian will process inventories by physically locating the equipment.
1.1.14 Contractor Work Lead CWLC (equivalent to government Supervisor) Shall receive and delegate daily/weekly work assignments; conduct PACS certification/recertification; track/schedule employee vacation time to include workload shifts; assist with QDR investigations; assist employees with access/input to systems, e.g. ATACS, DMAPS, etc; ensure safety and security compliance (i.e. EMXG food and drink policy, active shooter, fire/weather alerts, participation in VPP; Liaison with Government on-site training; provide assistance with accident/OSHA reporting; manage/facilitate monthly safety briefings). Work Lead shall manage Monthly Status Report (MSR) process; maintain recall rosters; and In-processing/Out-processing employees. CWLC shall provide initial response to government representative within one business day of request. No more than one late response per quarter.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 The Government shall provide on-site access to all facilities and equipment required. Facility space and equipment shall be used and shared by both Government and Contractor personnel. The government shall provide local telephone service. The Contractor shall utilize the same telephone service used by, and provided by, the Government. The Government will provide local Computer Based Training (CBT) for required annual training such as corrosion control, fire extinguisher, security, electro-static discharge, foreign object damage (FOD), hazardous materials handling and for certain government operating systems.
3.2 New Employee Orientation (NEO) Training. Contractor employees will receive New Employee Orientation Training. The government provides and schedules all NEO training.

3.3 Training requirements are identified in the government’s automated training requirements system which electronically notifies the contractor and EMXG Point of Contact (POC) when re- certification is required. Once the training has been completed, the EMXG POCs shall maintain current records of contractor’s training certifications. In the event of non-compliance, the POC shall inform the Contractor and COR for any required action.
3.3.1 Training may include Soldering, Corrosion Control, Fire Extinguisher, Maintenance and Production Acceptance Certification (PAC), Technical Data, Tool Control and Accountability, Work Control Documentation, Egress, Security, Safety, Electro-Static Discharge, Systems Familiarization, FOD, and Hazardous Materials Handling and Commercial off the Shelf (COTS) for Scheduling Software.
3.3.2 The contractor shall ensure all employees are both proficient and current in government provided training associated with specific areas of responsibility.
3.3.3 Hazardous Waste Management/Training. Employees performing duties concerning Hazardous Waste Management must attend Hazardous Waste Management Training. Training must include procedures, processes, and techniques related to appropriate Personal Protective Equipment (PPE) as required. Duties and responsibilities are such that complying with Occupational, Safety, and Health Administration (OSHA) guidelines; the wearing of PPE practically eliminates associated hazards as defined under Environmental Differential Pay (EDP) management guidance. Training received, and procedures followed, must be IAW current RAFB Hazardous Waste Management procedures.
3.4 In the performance of this contract, contractor employees may be required to operate Government Owned Vehicles (GOVs).
3.4.1 Contract personnel who operate an owned, leased, or rented government motorized vehicles (GMV) shall possess a valid state driver’s license and shall operate GMVs for official purposes only. Contractors shall pass the Government Vehicle Operator Responsibility test which is administered by EMXG’s Vehicle Control Officer (VCO). A score of 70 or higher is a passing score. Contract personnel shall also pass an initial written test. Contract personnel shall fill out OF 345 (Physical Fitness Inquiry for Motor Vehicle Operations) and provide completed form along with a copy of his/her state issued license to EMXG’s VCO. Contract personnel who have a need to operate a GMV shall be briefed on Air Force policy regarding official use, accident reporting procedures, vehicle abuse, discrepancy reporting, use of DD Form 518 (Accident –Identification Card) and SF 91 (Motor Vehicle Accident Report), as well as the official use of AF Form 1800 (Operator’s Inspection guide and Trouble Report) by EMXG’s VCO. Contract personnel shall properly fill out AF Form 1800 when he/she uses a government vehicle. Contract personnel shall report any vehicle discrepancies or mishaps immediately to EMXG VCO.
3.4.2 Contract personnel who need to operate material handling equipment (MHE)/powered lift trucks shall attend specialized training provided by EMXG certified training personnel. Contract personnel shall submit an AF Form 171 (Request for Driver’s Training and Addition to U.S. Government Driver’s License) to the EMXG VCO. Contract personnel shall pass the initial practical written test administered by EMXG’s VCO as well as the specialized training administered by EMXG certified training personnel. Recertification shall be conducted every three years by an EMXG qualified instructor. Contract personnel shall attend required training and pass tests prior to operating MHE/powered lift trucks.
3.4.3 Specialized Training. The government may provide specialized training when available and in the best interest of the government and as determined by the TPOC and approved by the CO. The specialized training must be directly related to the contractor’s performance of the PWS. This may include specialized training for government data systems (Depot Maintenance Accounting and Production System/Time and Attendance (DMAPS/TAA) and Cognos (software tool for developing reports from the DMAPS database), Electronic Technical Order Library System (ETOLS), and the Production Acceptance Certification Standard System (PACSS).
3.4.4 Local Training. The purpose of providing the training to the contractor is to ensure the contractor’s employee(s) have the government specific training to support the requirements of this PWS. The training may be provided by other government agencies, other Air Force Bases, and/or commercially if the Functional Commander/Director determines it is in the best interest of the government to provide the training to maintain consistency of government and contractor employee knowledge, skills, and abilities. The government may provide a train-the- trainer course to the contractor to meet requirements in this PWS.
3.5 Government-owned Specialized Tools. The government will provide ALL tools. The contractor employee shall sign out government-owned tools/equipment at the Production Support Center (PSC) in order to complete task as required. Contractor employees shall return the tools to the PSC each day in same condition as it was issued. Contractor employees shall handle/use and provide care for all government provided tooling under their temporary control. These tools shall be secured when work area is unattended. Contractor employee’s lost tools will be reported to the government POC and the cost of the lost tool reimbursed to the government by the contractor. Tool and equipment management shall be performed in accordance with AFMCI 21-100, Chapter 10 (Tool and Equipment Management).
3.5.1 The contractor shall maintain positive control and accountability of all government property, tools and/or equipment under its control or utilized in performance of this contract. It is the contractor’s responsibility to ensure all Government property and/or equipment under its control or utilized in performance of this contract is returned in the same, substantial the same, or better condition as it existed prior to the contractor’s usage as determined by the Contracting Officer (CO).
3.5.2 Tools must be properly marked, identified, calibrated (if required), and secured when the work area is unattended. Tools are to be inventoried and inspected daily and worn or broken tools must be replaced. The Tool Inventory Log must be signed off daily, and as required, by established procedures. Missing, lost, found, or unattended tools must be immediately reported to the contractor’s responsible supervisor.
3.6 Place of performance and Facilities
All work will be completed in buildings 624 640, 645, 653, 158, 168, and 903. The government will provide necessary office space, required office equipment such as computer(s), copier(s), fax machine, and access to telephone(s) for official business only.
4.0 GENERAL INFORMATION
4.1 Hours of Operation. Hours of operation shall conform to the established hours of operation for the respective organization to which the contractor’s employees are assigned. The contractor’s employees may be required to work other than normal operating hours to include overtime, emergencies and contingency/wartime operations, with the prior approval of the 402 EMXG Functional Director (FD).
4.2 Holidays and Family Days. The Contractor is not required to provide services on federal holidays. The government will not be billed for such holidays, except when services are required by the government and are actually performed on a holiday. The contractor, if required, shall provide necessary maintenance personnel to support the mission. The following days are federal holidays: 1) New Year’s Day, 2) Martin Luther King Jr, 3) President’s Day, 4) Memorial Day, 5) Independence Day, 6) Labor Day, 7) Columbus Day, 8) Veteran’s Day, 9) Thanksgiving Day, 10) Christmas Day.
4.2.1 The contractor shall observe AFMC Family Days, Energy Conservation days or other observances whereby the majority of the government work force is excused from normal duty and shall not report to work. There are also occasions when government facilities may not be available due to unforeseen circumstances such as weather or other emergencies. During such periods, the use of Government facilities, or portions thereof, may be curtailed. In any case where facilities are not available for contractor use, no alternate workspace/facility shall be allowed to the contractor.
4.3 Overtime. The contractor must obtain full authorization from EMXG Functional Director prior to anyone working overtime. Under no circumstances shall the contractor’s employees exceed the extended hour allotment. If additional extended hours are required, the contractor or government organization shall request that the task be amended accordingly.
4.4 Core Operating Hours. Day shift is 0600/0700 - 1430/1530, Swing shift is 1400 - 2230, Owl Shift is 2200 – 0630 with a 30 minute lunch. The Contractor shall notify the Government Lead of any scheduled or unscheduled absences. Contractor shall input their time daily into a time tracking system designated by Government.
Security
4.5 The contractor shall submit a visit request through the Joint Personnel Adjudication System (JPAS). Contractors who do not have access to JPAS will submit a written Visitor Authorization Request (VAR) on company letterhead stationery to the 402 EMXG/Visitor Control Center specifying: contract number; location of work site; date entry to the base must begin and contemplated termination date of entry; names of contractor and subcontractor, social security number, date of birth, citizenship and security clearance of all employees requiring access to the Avionics Complex. Security clearance at the SECRET level required for Avionics Complex. Contract employees must abide by AFI 16-1404, AF Information Security Program.
4.6 Contractors requiring network access will contact the EMXG appointee for the Contractor Verification System (CVS).
4.6.1 Contractors not requiring network access will contact the EMXG appointee to complete MAX Security Portal application for a contractor badge.
4.6.2 Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E and DoD Manual 5205.02-M to protect United States (U.S.) Government interests. The Contractor shall ensure Contractor personnel who perform work on a Government facility comply with the OPSEC procedures of the facility.
4.7 Work under this contract requires unescorted entry to controlled areas. The contractor shall complete an AF Form 2586, Unescorted Entry Authorization Certificate, for each prime contractor employee and subcontractor employee for which an access control badge is required. Contractor employees with access control badges are not allowed to escort contractor employees, without badges, in and out of controlled areas with exception to those contractor employees hired to perform security services. All employees requiring entry into B640/645 complex shall be United States citizens. All contractor employees must abide by AFI 16-1406, AF Industrial Security Program.
4.8 During performance of the contract, the contractor shall be responsible for obtaining required identification cards for newly assigned personnel, and for prompt return of credentials to the 78 ABW/IPD, for any employee who no longer requires access to the work site.
4.8.1 Upon the termination or completion of the contract, or upon the expiration of credentials (if any such expirations are specified), the contractor must be sure that all base identification credentials for all contractor and subcontractor employees are returned to the 78 ABW/IPD and Building 624 Visitor Control Center.
4.9 Contractor employees, at all times while on Robins AFB, will wear visible Contractor provided identification either as a part of, or attached to, their outer clothing. The identification will clearly identify the individual as being a contractor employee.
4.10 Prior to submitting an invoice for final payment, the prime contractor shall obtain a clearance certification from the issuing pass and registration office and Bldg. 624 Visitor Control Center which states that all base identification credentials and vehicle decals have been returned or “accounted for.” This certification shall be attached to the final invoice at the time of submittal for payment. Failure to comply with these requirements will result in the government’s withholding final payment until compliance is affected.
4.11 Deliverables/Status Reports Status Reports shall be submitted no later than the 15th of each month. For each report period (month), the status reports shall include the following items: work actually accomplished, issues/actions, and resource statuses to include the dollars expended (cumulatively, for the report period and planned to completion). Values of hours worked shall be in whole number and then .25 increments for further break down only. (CDRL A001, Status Report, DI-MGT-80368A)
4.11.1 The Contractor shall submit a Funds & Man-hour Expenditure Report every four weeks to include quantity and category of labor hours expended during the report period for each individual charging to the task. Values of hours worked shall be in whole numbers and then .25 increments for further break down only. First submission of the FMHER report for Direct Personnel hours and Support Personnel hours shall be submitted by following the end of the first reporting month (four weeks) after contract award. 4.12 Operational and maintenance record keeping, both manual and automated, associated with maintenance and repairs are to be accomplished. Work performed shall be documented on appropriate forms.
4.13 Acceptance of deliverables and satisfactory work performance required shall be based on the timeliness and accuracy of the products requested by the respective squadrons within EMXG. Deliverables shall be itemized and explained in individual work requests.
4.14 The contract work lead (CWLC) will assist contract employees with In-processing/Out-processing. The CWLC will provide checklists and ensure contractor has completed Air Force Form 2875 to gain access to government systems needed in the performance of their official duties.
4.15 Health and Safety The Contractors shall comply with Occupational Safety and Health Act (OSHA) Public Law 91-596, OSHA Standard 29 CFR 1910, and OSHA Standard 29 CFR 1926 for the protection of their employees. To ensure the protection of Air Force personnel, assets and interests, the contractor shall be solely responsible for compliance with all federal, state and local laws, codes, ordinances, regulations, the Occupational, Safety and Health Act (Public Law 91-596) and the resulting OSHA Standards 29 CFR 1910 and OSHA Standards 29 CFR 1926, all Air Force Occupational Safety and Health (AFOSH) Standards, and any applicable local guidance. The contractor shall establish and maintain a safety and health program detailed in a written Contractor’s Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the contractor is responsible for the safety and health of all subcontractor employees (CDRL A003, Contractors Safety Plan, DI-MGMT-82080).
4.15.1 The contractor shall telephonically notify the Safety office within four (4) hours of all mishaps or incidents to DoD property entrusted by this contract operation. No more than one instance of late mishap notification per calendar year is acceptable. Follow all other reporting requirements as identified on the DD1423. (CDRL A004, Accident/Incident Report, DI-SAFT-81563 NOT 1).
4.15.2 The contractor shall provide all personal protection equipment as prescribed by all standards, instructions and procedures in the performance of all duties associated with this PWS.
All PPE must meet Occupational and Safety and Health Administration (OSHA) and American National Safety Institute (ANSI) standards
4.15.3 Mishap Investigation: If requested by the Government, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenances and training records until released by the investigating safety office. If the government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the government personnel until the investigation is completed.
4.15.4 Total Case Injury Rate (TCIR) and Days Away, Restricted and/or Transferred (DART) Rates. The contractor shall provide to the government, on an annual basis, TCIR/DART rates or injury and illness rates for the Standard Industrial Classification (SIC) code or the North American Industrial Classification Systems (NAICS) code for the applicable industry. These rates shall be provided to the addressee(s) listed in block 14.a. of the associated DD1423. (CDRL A005, DI-SAFT-80102B, Safety Assessment Report (SAR))
4.16 Environmental Management System. All contractors who physically perform work on Robins AFB must receive EMS awareness training. All prime contractors must complete the training prior to beginning work on RAFB and must ensure that all subcontractors comply with this requirement.
There are two (2) ways contractors can complete EMS training:

4.17 Briefings. Contractor shall support any briefing identified by 402 EMXG. The support shall include the development and presentation of the briefing.
4.18 Employees Work may require moderate to strenuous physical labor and effort. The contractor’s employees may be required to climb, bend, stoop, crawl, and stand for prolonged periods of time on concrete or metal surfaces. They may be required to lift parts and equipment weighing up to 40 pounds. Occasionally, requirements may exist for them to use mechanical lifting devices. Also, the contractor’s employees may be required to obtain assistance from other contractor personnel to lift and carry items that may weigh 50 or more pounds. Apply AF Smart Operations for the 21st Century (AFSO21), security, and health principles, practices, and procedures and apply internal management procedures to assignments.
4.19 Quality Assurance All contractor personnel are subject to no less than one proficiency evaluation (PE) every two years IAW AFSCMAN21-102 and all local supplements. As part of the PE process the COR with assistance from WR- ALC Quality may inspect PAC folders for task certifications. To facilitate communication regarding discrepancies identified by the Government QA, the contractor is authorized access to the QIMSS System. The contractor shall be responsible for answering all valid government generated discrepancies (Form 343’s) in QIMSS. The answer will include corrective action, root cause analysis and preventive actions to ensure recurrence does not happen. In cases where there is a dispute between the contractor and the government the contracting officer will make the final determination on the validity of a government generated 343. QIMSS form 343’s are a means of communication for corrective action purposes and not punitive.
4.20 Technical Data Files Technical data files are available in the general vicinity of the assigned work area. The contractor shall propose changes to technical publications when discrepancies are found.
4.21 Data Rights The contractor shall be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis. This would include schematics, blueprints, and technical manuals in printed and digital format for the performance of repair, troubleshooting, and technical analysis duties for reparable units and test stations used during the contract period of performance. All data pertaining to this contract shall be returned to the government at time of contract expiration. The contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends. All material shall be returned to the appropriate office of primary responsibility.
4.22 Contractor Point of Contact: The contractor shall provide a Point of Contact who shall be the liaison between the contractor and the EMXG Functional Director and will be available during normal duty hours for the performance of work. The name and contact information shall be provided in writing to the Administrative Contracting Officer (ACO) and 402 EMXG Functional Director within seven workdays after contract award. The Contract (POC) shall have full contractual authority to obligate the contractor. The contractor POC shall provide, at the government’s request, the total number of contractor personnel present on any given day by name and skill category.
4.23 Contractor Manpower Reporting The contractor POC shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the 402 EMXG Production Support via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil reporting inputs will be for the labor executed during the period of performance for each government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
*Reporting Period: Contractors are required to input data by 31 October of each year.
4.24 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
4.25 Continuation of Mission-Essential Services during a Crisis Designation of Services as Mission-Essential: In accordance with DFARS 237.7602(a), The Continuation of Essential Contractor Services / Policy, DFARS 252.237-7023(a) (2), and AFI 10-403, Deployment Planning and Execution, paragraph 1.9.1.33.2, the Functional Commander/Director (FC/FD) or civilian equivalent has determined these services are not mission-essential and will not continue in the event of a crisis.
4.26 Transition Period. To ensure a smooth transition in the change of work effort from the current contract, the contractor shall begin the orientation period as required by the solicitation/contract.
4.26.1 During the transition period, the Contractor awarded this contract will be allowed access to the facilities to familiarize contract work leads, key personnel and staff with equipment, reporting, work scheduling, etc. Such access will not interfere with the production efforts of incumbent contractor. To preclude such interference, arrangements for access to Government facilities will be made with the cognizant Contracting Officer.
4.26.2 Contractor personnel will be permitted access to observe operations (workflow, priorities, scheduling, equipment handling, storage, parts, safety, security, etc.). The transition period may also be used to obtain security clearances, complete necessary training of contractor employees and development of Contingency Plan and Procedures.
4.27 Phase-out Familiarization Period. If there is a change of vendor at contract award, the incumbent contractor shall provide familiarization to the follow-on contractor or Government. The incumbent contractor shall cooperate fully to permit an orderly changeover of workload. During the phase-out familiarization period, the incumbent will be fully responsible for operation of the contract as specified in this PWS. The incumbent contractor shall allow the successor contractor and Government personnel access on a non-interference basis, to observe the day-to-day operations and to become familiar with the work requirements. The successor contractor may place recruitment notices in facilities designated for EMXG Production support.
4.28 Affirmative Procurement Program (APP).
4.28.1 In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the biobased product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
4.28.2 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated biobased products. In accordance with the Robins Air Force Base, Georgia / Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
5.0 APPENDICES
All work performed by the contractor shall be accomplished in accordance with applicable publications, technical directives, Work Control Documents (WCD’s), Technical Orders (TO’s), instructions, standards and procedures as provided by 402 EMXG. All applicable technical manuals, forms, publications, bulletins, directives, specifications, standards and procedures guides shall be utilized by the contractor and will be provided by the government through Work Control Documents (WCD’s), Technical Orders (TO’s) and through Point of Use Kiosk. When a publication provided by the government is subsequently revised, supplemented, replaced or rescinded, the contractor, upon notification or receipt of it, shall comply. The contractor shall be required to correct any contractor rework discrepancies.
