QUESTIONS & ANSWERS #1
FA8571-20-R-0001
1) Who is incumbent? What was their contract number? Solicitation Number: Winning Bid?
Incumbent was: VOR Technologies, FA8571-17-D-0005 awarded for $55,670,643.36. However, it should be noted that Tthe answers to this question hasve no bearing on creating/providing a proposal for the current effort. Current effort is a smaller requirement than what was solicited previously.
2) Are there any additional requirements for proposal submission aside from 52.212-1 Instructions to Offerors-Commercial Items (page 86 of 133 of the SF33 document)?
Please refer to Question #34.
3) SF33 states that the due date is 28 October 2019 at 1:00 PM EST (Block 9); however, FBO states 04 November 2019 at 12:00 PM EST. Can the Government confirm what is the correct proposal due date? 04 Nov 2019 at 12 PM EST is the correct due date. RFP AMD01 has been accomplished to reflect the corrected date.
4) Section L does not provide instructions for proposal submission. Are the instructions in accordance with FAR Part 52.212-1—Instructions to Offerors—Commercial Items, (DEVIATION 2018-O0018)? Or is it just the SF33, Section B, and Production Support Price Sheet (Excel)? Yes, instructions are in accordance with FAR 52.121-1 – Instructions to Offerors. You must provide completed RFP,, completed Production Support YR Rates Price Worksheet REV1 in accordance with 52.212-2, proof of compliance with Facility Clearance requirement in Section L, and Reps and Certs must be up to date in the System for Award Management (SAM) in accordance with 52.212-4..
5) Section L of the RFP does not provide if the Proposal Response can be electronically submitted. Can the Government confirm how the Proposal Response should be submitted?

6) On the Yearly Rates Schedule for the indirect labor category where all the CLIN’s/ Item numbers are identified, I do not see where there is an Avionics Technician (AT3) listed. However, on the overtime schedule (Item #: 0017) it is listed for 70 hours. Can you please clarify this for me.
Pricing Worksheet and RFP CLIN structure have been amended to reflect the deletion of overtime hours requirement for INDIRECT Avionics technician (AT3).
7) On the Production_Support_YR_Rates_Price_Worksheet, CLINS 0004, 0006, 0011, and 0012 encompass multiple labor categories. It appears the government wants the offeror to use an average hourly rate for these CLINS. However, the labor categories have different qualification and experience requirements resulting in significantly different fully-burdened hourly rates.
It has been the Government’s experience that the labor categoies chosen to be grouped together to be priced at a composite rate have historically been close in nature relating not only to the requirements/qualification but also to the hourly cost associated with those labor categories. It is our desire to keept those grouped those together as posted in the RFP.
8) Would the Government modify the Price_Worksheet to breakout the labor categories and associated hours for CLINS 0004, 0006, 0011, and 0012? See answer to question #76.
9) Production_Support_YR_Rates_Price_Worksheet: CLIN 0002 – shows Sr. Avionics Technician (AT3), CLIN 0017 – shows Avionics Technician OT (AT3), CLIN 0018 – shows Sr. Avionics Technician OT (AT3). There are no other Direct Labor CLIN correlating to CLIN 0017. This occurrence is also present in Option Year 1 through Option Year 4 (CLIN’s XXX2, XX17, XX18). Can the Government please clarify? Pricing Worksheet and RFP CLIN structure have been revised to reflect correction for this. Overtime hours for CLIN X018 have been deleted and other CLINs labeling have been corrected.
10) Does WR intend to break out all labor categories into separate CLINs or is there a reason that a blended rate would be required for those CLINs that have multiple labor categories associated with them? Please see answer to question #76.
11) Upon submission or prior to submission of offer, is there a process or how can we request the exception to provide certified cost and pricing data, since this is a competitive proposal. Will exceptions be considered and how soon after proposal submission will we know if an exception has been granted? This acquisition is exempt from certified cost or pricing data due to the commercial nature of the services being provided. However, should there be a situation where we have only one offeror, we will request other than certified cost or pricing data to ensure a fair and reasonable price.
12) Section L instructions do not include a comprehensive list of what the Government would like submitted as part of our proposal / price submission. Will the Government provide a list of required documentation for submission? Please refer to Question #45.
13) Section L instructions do not identify the method of proposal submission (e.g., hard copy, electronic) or the individual / address proposals should be delivered to. Will the Government provide proposal submission? Please refer to Question #54.
14) The SF33 lists the solicitation# as FA857120R0001. The FBO site lists the solicitation# as FA857119REMXG. Please clarify. FA857119REMXG was the Titled assigned in FBO and FA857120R0001 was the document number assigned in the contract writing system.
15) The FBO site states that questions are due no later than October 28, 2019? Is this a correct date? Yes. This date was chosed so as to provide sufficient time for turn around of answers to any final questions before RFP due date.
16) Is the proposal to be submitted via email to Tiffany Holmes at tiffany.holmes.2@us.af.mil? Is there anyone else to be copied when the proposal is submitted? Please refer to Question #54.
17) Page 86, item B, of document FA857120R0001.pdf, states offers may be submitted on a SF1449. The solicitation is on a SF33. Is the submission to be made on the SF33? Offers should be submitted in the same format the RFP is in, SF33, in addition to requirements listed in answers to questions #3 & #4.
18) Paragraph 4.21 of the PWS (page 14 of 18) states:
4.21 Program Management The contractor shall provide a Program Manager and alternate who shall be responsible for the performance of the work.
The provided labor categories do not include a Program Manager or Alternate Program Manager. Is it the government’s desire for the contractor to dual-hat an FTE from one of the provided labor categories as the Program Manager and another as the Alternate Program Manager? Or will the government add an additional labor category for Program Management? PWS Paragraph 4.21 has been revised, as reflected in updated PWS dated 21 OCT 2019 in RFP AMD 01. Any reference to a Program Manager has also been removed.
19) Is the Cost/Price factor the only volume that has to be submitted? Please refer to Question #4.
20) What is the definition of direct and indirect cost because, for example, we were assuming that the 37 security positions would be direct costs to the contract. The Direct or Indirect labeling of positions solely has to do with internal Government associations as to how the positions are funded from our end.
21) Is there a previous contract number associated with this requirement that you can provide? FA8571-17-D-0005
22) Can the government provide the appropriate SCA wage determinations for the CLIN labor classifications? Please see added Attachment 08, which was inadvertently left off of original FBO posting, labeled “Statement of Equivalent Rates for Federal Hires, Extension of FAR 52.222-42.” Additionally there was a Wage Determiantion posted with Solicitation.
23) Will there be a site visit scheduled before the proposal is due? No, there is no need for site visit.
24) Can you confirm if the FA857117D0005 is still active or has it been terminated? It has been terminated.
25) In brief, can you clarify how the contract FA857117D0005 held by VOR Technology is related to this effort? That contract is the previous contract for this effort, however, this effort has been scaled back substantially form what was solicited previously on that effort.
26) Will there be an extension to the proposal due date? No extension at this time.
27) Does the Government intend to issue IDIQ tasking using Firm Fixed Price, Time and Materials, or Labor Hour contract type? The IDIQ is Firm Fixed Price, therefore, all task orders placed against it will also be Firm Fixed Price.
28) On page 101 of the solicitation, FAR Clause 52.222-41 is checked however, Clause 52.222-43 is not checked. This clause is required to allow the contractor to file an equitable adjustment for changes in the wage determiner.
FAR Clause 22-1006 (c)(1) states “The contracting officer shall insert the clause at 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts), or another clause which accomplishes the same purpose, in solicitations and contracts if the contract is expected to be a fixed- price, time-and-materials, or labor-hour service contract containing the clause at 52.222- 41, Service Contract Labor Standards, and is a multiple year contract or is a contract with options to renew which exceeds the simplified acquisition threshold.”
Is it the government’s desire for the contractor to submit equitable adjustments for changes in the wage determination. If so, we request the government check clause 55.222-43 on page 101 of the solicitation. 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. 2019-05 has been amended and 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts) (Aug 2014) (29U.S.C.206 and 41U.S.C.chapter 67) has hereby been incorporated.
29) Can you please provide an incumbent employee seniority list for the purpose of establishing reasonable hourly rates? We cannot release this information.
30) Do you have an approximate amount for the value of this opportunity? The estimated value of this opportunity is $35,600,000.00
31) The competition type is listed as Full and Open/Unrestricted-is that still accurate? If not, do you have any idea if the effort will be released to a vehicle, and If so which one? This effort is a competitive 8(a) set-aside.
32) Is the anticipated award date still December? Yes.
33) Warner Robins is listed as the ‘primary’ work performance location-are there other locations at which this work will be performed? No, there are no additional work locations.
34) Response Date and Time clarification request; which due date and time is accurate?
FBO notice indicates Original Response Date: Nov 04, 2019 12:00pm Eastern - FA857120R0001, SF-33, Box 9. SOLICITATION indicates 1:00 PM EST on 10/28/2019. RFP AMD01 reflects correct due date of 04 NOV 2019 12:00 pm Eastern
35) FBO notice - Cutoff date for questions is 28 OCT 2019; is this still accurate with regard to the above question? Yes.
36) FA857120R0001, Section B - Supplies or Services and Prices/Cost - does the Government expect the "Unit Price", and "Amount" columns to be completed within the form or will the submitted spreadsheet suffice? Completion of the Pricing Worksheet will suffice in lieu of completing Section B. However, the remainder of the RFP must be completed. Additionally, refer to answer to Question 4.
37) DD254 - Does the Government require the bidder to complete boxes 6 a., b., and c. and submit back as part of the solicitation response? No.
