MISSION SUPPORT A&AS

QUESTIONS & ANSWERS #2

19 Mar 13

QUESTION 1. Contract Clause 5352.209-9000 with its alternates, “Organizational Conflict of Interest”, precludes the Contractor from award of any supply or service contract or subcontract for Systems supported by the C2ISR office. The C2ISR office, as we know, is planning an additional upcoming re-compete of the current operational support contract. Will the successful contractor/subcontractors on this effort be precluded from bidding on or performing on the operations support procurement?

ANSWER: We are not going to speculate on whether there is planning or upcoming acquisitions of re-compete support contracts in the C2ISR office. Offerors could presume that they might be precluded from bidding or performing on any future acquisitions that they could be involved with under this effort, however, any potential OCI issues related to the successful contractor/subcontractors on this effort would be addressed case by case.

QUESTION 2. Are there any required staff certifications for any role, or is it just Security+?

ANSWER: There are no certification requirements for any of the Security Administration Assistance positions; though, there is a requirement for information assurance certification specific to workers using DoD information systems and/or infrastructure.

QUESTION 3. The CD for the Cost/Price proposal is to be submitted on a CD-R or DVD-R "write once" and "closed". However, please clarify if the CD is to be "READ ONLY". Page 108, L-900A, and Page 112, E(ii)(a), state "read only", whereas Page 112, E(ii), states "do not limit/protect the files to "read only".

Please clarify, is the CD or DVD to be read only or not read only?

ANSWER: The CD-R or DVD-R is to be READ ONLY.

QUESTION 4. Page 109, Section l, Paragraph C Volume 1 requires the submission of Voluntary Protection Program Information. “This VPP information shall be no more than five (5) pages. Note: This VPP information pertains to the offeror. If an unpopulated joint venture is formed (a joint venture in which the employees are employed by the joint venture partners and not the joint venture itself), each joint venture partner must submit these rates. Any proposed subcontractor with employees working 1,000 or more hours in any calendar quarter on an Air Force installation and whose subcontractor employees are not directly supervised by the Air Force installation must submit these rates as well.” If the offeror intends to use a significant Subcontractor (who will perform at least 30% of the effort) to assist in the performance of this effort, is the Subcontractors VPP information to be included with the offeror’s authorized five pages? Is the Subcontractor required to separately submit a VPP information package?

If so, will another 5 pages be authorized for the Subcontractors VPP information?

ANSWER: In response to the first question above, the answer is yes, if the proposed subcontractor with employees working 1,000 or more hours in any calendar quarter on an Air Force installation and whose subcontractor employees are not directly supervised by the Air Force installation. This VPP data must be submitted with an offeror’s proposal. In reference to the second and third questions, the answer is no.

QUESTION 5. Attachment #1 (FACTS SHEET):

a. May the offeror recreate the FACTS SHEET into a Word Document, so as to more easily fill it in with the required data?

b. Row 2 (Specific Requirements), second and third cells are colored in. Is the offeror required to fill in any data for the second and third cells on this row?

c. Row 7 (Program Similarity), second cell is colored in. Is the offeror required to fill in any data for this cell?

d. Row 8 (Program Complexity), second cell is colored in. Is the offeror required to fill in any data for this cell?

ANSWER: In response to question 7.a., a Word version of the FACTS Sheet was provided with Amendment 2 and uploaded to FedBizOpps on 7 Mar 13. In response to questions 7.b., 7.c. and 7.d., the answer is No.

QUESTION 6. The solicitation requires pricing of man-months equivalent to approximately 93 FTEs. Is this an accurate forecast of personnel to be hired for this effort?

ANSWER: See response in Questions & Answers #1, Question 13.

QUESTION 7. In section M it states the evaluation of past performance will be rated on complexity and magnitude for this effort. We understand complexity but need clarification on what is meant by magnitude.

Does this indicate the magnitude of past performance has to be approximately 93 FTEs to obtain a Very Relevant rating?

ANSWER: No. Pursuant to M-900, magnitude of effort relates to the number of Full Time Equivalents (FTEs) associated with the evaluate effort. The Very Relevant relevancy criteria contained in M-900 indicates that the present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

QUESTION 8. Section L, C. Volume I. (pg 109). This section states Air Force VPP requirements are required for employees working 1,000 hours or more in any calendar quarter and for employees that are not directly supervised by the AF installation. Does the government mean for this to be calendar year?

ANSWER: No.

QUESTION 9. RFP Pg 109, Section C. Will Offerors be penalized if they do not submit Volume II Past Performance 10 days earlier than the close of the solicitation? Please confirm this volume is required by March 15, 2013 at 3:30 pm.

QUESTION 10. Are Past Performance Questionnaires from clients required by the earlier Past Performance submission date- March 15, 2013? Or, does the client have until the close of the solicitation, March 25, 2013, to submit Questionnaires back to the government on behalf of the Offeror?

ANSWER: See Section L-900, paragraph D(4).

QUESTION 11. PWS 1.1.2 – IPTs Structure (pg 3) – Will contractor employees support this contract in OCONUS locations for the entire term of the contract? Or, will OCONUS travel be only required for short TDY support?

ANSWER: No. OCONUS travel will be for short TDYs, typically no longer than 7-to-10 days.

QUESTION 12. PWS 3.1 On-Base Facilities. What type of personnel safety equipment will be required for CONUS and OCONUS contractor personnel under this contract?

ANSWER: Ear and eye protection, and steel-toed boots (job dependent). The protection is no different than what's required for government personnel.

QUESTION 13. Are any of the positions/labor categories considered wage determination? If so, which Department of Labor Wage Determinations applies?

QUESTION 14. Will you be posting this opportunity on SeaPorte or GSA STARS II 8(a) vehicles also or only via FBO?

ANSWER: This solicitation will only be posted on FBO.

QUESTION 15. Section L-900 para. C instructs you to include the Completed RFP. Are we supposed print out the entire RFP an include it or can we copy and paste (the fill in sections) into our proposal. Also, do you want the pricing of Sched B included in both Volumes I & III?

ANSWER: Volume I will consist of the completed and signed RFP. NOTE: As Amendment 0002 replaced The Schedule, Section B, CLINs 0001 through 4053, in their entirety, offerors should submit their Section B pricing in accordance with the Section B provided with Amendment 0002. In response to the last question, Section B pricing does not need to be duplicated in Volume III as it will be provided in response to Amendment 0002 as noted above. However, a completed Labor Category Table, RFP Attachment 6, does need to be submitted with Volume III.

QUESTION 16. We have numerous task orders under a multiple award A&AS IDIQ that, like the FA8555-13-R-0001 requirement, exclusively supports a single organization (directorate) within the US Air Force. Can we use the entire IDIQ as one of our past performance references?

ANSWER: See L-900, Paragraph D(1), “Note”.

QUESTION 17. Regarding Solicitation FA8555-13-R-0001, there is a requirement DD Form 254 for Top Secret Facility Clearance. Our company has a Secret Facility Clearance and wanted to know if there is the opportunity for a sponsorship to have the clearance upgraded to Top Secret. Or would we be ineligible to respond to this RFP due to our lack of TS Clearance?

ANSWER: See responses in Questions & Answers #1, Questions 4 and 6.

QUESTION 18. To assist us in completing Schedule B, CLINs X052, please provide an estimate of the travel requirements (number of trips, length of trips, potential destinations)

ANSWER: Offerors do not need to provide any pricing information for CLINs X052, as these CLINs will be Cost Reimbursable.
