C2ISR 8(a) A&AS Contract - Labor Categories
Introduction.
The 17 labor categories for the 8(a) Advisory and Assistance Services (A&AS) Contract for the Command, Control, Intelligence, Surveillance and Reconnaissance (C2ISR) Division are detailed below, each with subsections covering the position description, required qualification and experience, functional (work) area of requirement, and security clearance requirement. Further, the qualification and experience section includes three levels of required experience and education. These levels are structured so that Level 1 provides minimum, Level 2 is moderate, and Level 3 is the highest amount of required experience and education.

1. Administrative Support (ADMSPT). This position includes the primary duties of performing office administrative and clerical work, to include word processing, either solely or in combination with work in the context of general office support to a work section or an program or system integrated product team (IPT). The employee may perform some secretarial functions, but this is not a secretary position. This position further provides support through application of clerical knowledge and skills for typing, formatting, preparing and organizing documents, reports, correspondence, maintenance of administrative files, and inquiries for administrative assistance and information. Requires knowledge of correct grammar, spelling, punctuation, capitalization and format to thoroughly review and accurately correct or prepare correspondence, documents and reports. The position provides assistance and administrative support organizing meetings, including protocol arrangements, providing visitor request information, reserving locations, sending meeting requests, distributing agendas and minutes, and coordinating travel plans/itineraries, as required. The administrative support assistant will also manage documents and records for the work section’s administrative program assigned to the employee.
Qualifications and Experience: Experience utilizing office automation equipment to create, edit and reproduce various documents, electronic products of varying formats and sizes, or final products such as documents, spreadsheets, tables, graphs, etc. The experience in clerical support must include organizing and supporting meetings, to include reserving locations, sending meeting requests, distributing agendas, documenting and distributing minutes, etc. Experience staffing, tracking and closing action items and other commitments assigned to work section.
Possess good communications skills to include writing and editing material, in taking meeting minutes, reviewing material for internal/external/senior audiences, and recommending changes.
Must have experience within two (2) years using Microsoft Office 2003 (or later) suite (Excel, Word, Outlook and PowerPoint), and must have the ability to adapt to and perform tasks in customer-owned databases.
ADMSPT Level 1. Minimum two (2) years within last four (4) years working directly in office administrative support functions and a high school diploma or General Equivalency Diploma (GED) is required.
ADMSPT Level 2. Minimum four (4) years within last six (6) years working directly in office administrative support functions and an associate’s (AS) degree or vocational school diploma is required.
ADMSPT Level 3. Minimum six (6) years within last eight (8) years working directly in office administrative support functions and an AS degree or vocational school diploma is required. Bachelor’s degree is preferred.

Security Clearance Requirement: Active Secret.

2. Contract On-site Manager (COSM). This position involves duties associated with managing the daily administrative requirements of the PWS, to include the services and products expected from the Contractor. These products not only include the contract data deliverables, they also include travel requests, Common Access Cards requests, and documentation requiring government review, coordination and/or approval. Furthermore, the on-site managerial oversight includes ensuring satisfactory completion of the services performance requirements described in PWS, paragraph 2.0. The COSM will administer all contractor personnel activities to ensure seamless administration of company business with no interference or degradation to the A&AS support required by the PWS. This position provides the direct, recurring interface between the Contractor and the Government Program Manager and Contracting Officer’s Representative.
Qualifications and Experience: Possess superb interpersonal and communications skills to include writing and editing material for senior audiences. Ability to work in a multi-functional, stressful office environment, make sound recommendations relevant to administration, personnel and contract requirements. Experience demonstrating the employee’s analytical ability, objective judgment, discretion, and knowledge of the administrative or personnel management techniques, procedures and objectives associated with the PWS.
Experience using Microsoft Office 2003 (or later) suite (Excel, Word, Outlook and PowerPoint).
COSM Level 1. Must have four (4) years of progressive experience in management, administration and executive ability providing direct support as a service organization. A Bachelor of Science (BS) degree in an operations, business, administration or related field is required.
COSM Level 2. Must have six (6) years of progressive experience in management, BS degree in an operations, business, administration or related field is required; Master of Science (MS) degree is preferred.
COSM Level 3. Must have eight (8) years of progressive experience in management, MS degree in an operations, business, administration or related field is required.

3. Compliance Inspection and Support Assistant (CISA). The CISA advices and assists the C2ISR Division concerning its inspection programs to ensure compliance with or enforcement of Federal law, DoD and Air Force regulations, and other mandatory directives. The work requires knowledge of prescribed procedures, established techniques, and directly applicable guidelines.
More specific CISA tasks involve advising and assisting with policy, guidance, procedures, planning, orientation and oversight in preparing the Division for compliance, operational (readiness), logistical, cyber and unit (self) inspections, evaluations and audits. This position ensures “subject matter expert” teams are established to cover functional areas at the program and workcenter levels to sufficiently prepare them for a successful inspection. Prepares presentation slides and other correspondence to report program status to leadership, inspectors, evaluators and auditors. Reviews inspection reports, participates in inspections as required, oversees daily tasks associated with this position, and enables flow of information to support inspection requirements. This position also requires knowledge of and familiarity with deficiency reporting process, initiating corrective action, and tracking resolution of deficiencies.
Maintains inspection program continuity binder and appropriate checklists required by governing documents, to include local installation inspection requirements.
Qualifications and Experience: The employee must have experience with quality control or assurance program concepts and principals, in addition to experience with Air Force inspector general and unit self-inspection program policies, instructions and compliance checklists. That experience must include planning, organizing, coordinating and executing compliance assurance and inspection activities to include covering the operational, technical, managerial, financial, and logistical aspects of a medium-sized organization acquiring and sustaining military systems and equipment. The employee must also have experience working and interfacing with the multitude of subordinate and senior management and leadership levels involved with the compliance inspections and evaluations. Has experience successfully leading multi-functional team in meeting directed or chartered goals. Has prepared and presented briefings addressing inspection requirements, plans, results, correction of deficiencies, and other feedback to leadership at various routine or unscheduled (mission-necessitated) meetings. Possess experience within two
(2) years using Microsoft Office 2003 (or later) suite (Access, Excel, Word, Outlook, Project and PowerPoint), and must have the ability to adapt to and perform tasks in customer-owned databases or toolsets, such as the Management Internal Control Toolset for self-assessment.
CISA Level 1. Must have four (4) years of progressive experience in an organization responsible for the quality assurance, inspection and evaluation of compliance to governing documents, policies and procedures. A BS degree in engineering, computer science, systems, business, logistics management or related scientific/technical discipline is required.
CISA Level 2. Must have six (6) years of progressive experience in an organization responsible for the quality assurance, inspection and evaluation of compliance to governing documents, policies and procedures. A BS degree in engineering, computer is required; a MS degree is preferred.

4. Human Resources and Administration Support (HRAS). The HRAS position tasks cover personnel and manpower administrative functions that involve developing, delivering, managing, and maintaining HR information systems and associated (input/output) products. This works is done to assist personnel, supervisors and leadership. Another task for this position involves assisting in maintaining and monitoring effective performance management programs to plan, monitor, develop, rate, and recognize employee performance through performance reports, appraisals, awards and decorations. These services support formal and informal award programs to provide personnel incentives and recognition for their outstanding performance. Performs support HRAS functions for the Division’s leadership to aid in the preparation and processing of administrative support actions relating to unit programs. The HRAS position assists in maintaining suspense system for personnel/manpower actions and correspondence, conducting in- and out-processing and monitoring and maintaining duty status changes, and updating military personnel data system (PDS) records. Other A&AS tasks include ensuring compliance with personnel policies, directives, and procedures, developing, tracking, managing, and maintaining organizational documents and manpower allocations, reports and data extracts, and maintaining files of correspondence, directives, instructions, and other publications.
Additionally, the position participates in exercise planning involving manpower readiness and correlates status of resources and training system data to unit manpower data. Periodically, the HRAS specialist will be called upon during an exercise or real-world event to support the Unit Control Center.
Qualifications and Experience: The paramount knowledge and experience requirement is human resources management (HRM), rather than information technology support of an HR application or database. The contractor employee must have prepared, processed, and maintained HRAS documents and records associated with the personnel and manpower management functions of reassignment, promotion, testing, customer service, quality force, personnel readiness, and deployment/mobilization procedures. The employee must have experience interpreting policies and procedures relating to administrative communications, correspondence, messages, and general office management, and relaying that interpretation to supervision and leadership. Employee must have experience preparing, monitoring and updating manpower documents, to include unit manpower gains and losses transactions. Prepared organization and functional charts used to brief to leadership. Position also requires experience communicating orally and writing HRAS documents, reports and briefings to leadership levels.
Additionally, employee has experience analyzing manpower staffing and/or organizational processes and recommending changes that were accepted by leadership and successfully improved organizational performance. Employee must possess experience within two (2) years of using Microsoft Office 2003 (or later) suite (Access, Excel, Word, Outlook and PowerPoint), and must have the ability to adapt to and perform tasks in government-owned personnel and manpower databases such as PDS or WINGMAN (Organizational Data Integration and Management).
HRAS Level 1. Three (3) years of progressive experience in an HRM office performing functions described above for a medium-sized organization of 650 military, civil service and DoD contractor personnel. AS degree or technical/vocation school diploma in human resources, operations management, business management, or related field is required.
HRAS Level 2. Five (5) years of progressive experience in an HRM office performing and DoD contractor personnel. AS degree or technical/vocation school diploma in human resources, operations management, business management, or related field is required; BS degree is preferred.
HRAS Level 3. Seven (7) years of progressive experience in an HRM office performing and DoD contractor personnel. BS degree in human resources, operations management, business management, or equivalent degree is required.

5. Budget Analyst and Administration Support (BAAS). This position covers the principal duties of working directly with government financial systems used to plan, forecast, budget, and manage program/project funds. The primary financial systems used are the Comprehensive Cost and Requirements System (CCaRS), the Automated Business Services System (ABSS), and the Commander’s Resource Integration System (CRIS). The position also provides on-site support to program personnel who require CCaR technical and subject matter assistance. The on-site functional support relates to the day-to-day maintenance, care, and sustainment of the CCaR application and its associated interfaces and data. Responsibilities include, but are not limited to:
providing expertise in Government finance; assisting customers with properly structuring financial data; performing reconciliation between several systems; performing daily review of forecasts and accounting data; and otherwise supporting a Government financial management office. Other tasks with this position include providing A&AS to facilitate, compile, recommend and prepare guidance regarding system coordination/approval flows as they pertain to processing of purchase requests (PRs), Military Interdepartmental PRs (MIPRs), and other financial management processes (including budget definition, business rules, user privileges and definable general data fields), and to prepare implementation guidance. In addition to the daily interaction with customers, the employee will work closely with organization leadership and program managers during periodic management and budget reviews or briefings.
Qualifications and Experience: Must have financial management and administrative experience using the CCaRS, including but not limited to document preparation, forecasting, requirement submission, document flows, and reconciliation of CCaRS and Defense Finance Accounting Services transactions. Experience must be as a certified CCaRS Administrator and include working with Air Force accounting and cost estimating systems supporting a weapon system(s) acquisition or sustainment. Further, working knowledge of CCaRS must include program management functions, financial management functions and contracting office functions within the system, and as an ABSS administrator for creating and editing document flows from CCaR System. Employee must have performed work that clearly demonstrates outstanding administrative skills. Must have experience using Microsoft Office 2003 (or later) suite (Excel, Word, Outlook and PowerPoint), and CRIS.
BAAS Level 1. Minimum two (2) years within last four (4) years working directly with the CCaRS and have an AS degree in accounting, finance, economics, or directly related discipline is required; financial accounting degree is preferred.
BAAS Level 2. Minimum four (4) years within last six (6) years working directly with the CCaRS and have an AS degree in accounting, finance, economics, or directly related discipline is required; BS in financial accounting is preferred.
BAAS Level 3. Minimum six (6) years within last eight (8) years working directly with the CCaRS and have a BS degree in accounting, finance, economics, or directly related discipline is required; financial accounting preferred.

6. Logistics Management Support (LMS). Perform life cycle sustainment management duties involved with the 12 product support elements for an IPT or program. These elements include:
(1) Sustaining/Systems Engineering, (2) Design Interface, (3) Supply Support, (4) Maintenance Planning and Management, (5) Support Equipment/Automatic Test Systems, (6) Facilities, (7) Packaging, Handling, Storage, and Transportation, (8) Technical Data Management/Technical Orders, (9) Manpower and Personnel, (10) Training, (11) Computer Resources, and (12) Protection of Critical Program Information and Anti-Tamper Provisions. This position is concerned with advising and assisting in directing, developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, weapons system, or other designated program. Equally important, the work involves identifying the specific product support element requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to assure needed support is provided at the right time and place. The management function also requires drafting and reviewing purchase requests for accuracy as well as assisting in managing contractor logistics support and sustainment arrangements.
Qualifications and Experience: Experience must encompass work that involved management of the 12 product support elements, as relevant to design, acquisition, procurement, modification and sustainment of military weapon systems; preferably experience in supporting ground C-E or C2ISR systems. The employee must have the ability to integrate the separate logistics functions in planning, managing and executing a logistics management program.
Position also requires experience communicating orally and writing program documents, plans, reports and briefings. Possess experience within two (2) years using Microsoft Office 2003 (or later) suite (Access, Excel, Word, Outlook and PowerPoint), and must have the ability to adapt to and perform tasks in customer-owned databases.
LMS Level 1. Three (3) years experience in product support elements management of systems or equipment is required. AS degree in logistics, supply chain management, business, operations, or related logistics management field is required.
LMS Level 2. Five (5) years experience in product support elements management of systems or equipment is required. AS or BS degree in logistics, supply chain management, business, operations, or related logistics management field is required; BS is preferred.
LMS Level 3. Eight (8) years experience in product support elements management of systems or equipment is required. BS degree in logistics, supply chain management, business, operations, or related logistics management field is required.
Functional Area of Requirement: Multiple IPTs for C2ISR weapon system and programs, and the Logistics Branch.
Security Clearance Requirements: Active Secret and Top Secret; position dependent.

7. Contracting Office Administrative Support (COAS). The COAS includes assisting in planning, managing, executing, evaluating and facilitating the full range of contract management office functions such contracting and procurement, management analysis, budget and financial management, support services, and work measurement. The COAS is required to use automated systems to assist the contracting management office in preparing, processing, and analyzing transactions and products. Prepares documents, processes transactions, and maintains files applicable to automated contracting systems and other electronic methods. Prepares correspondence and presents briefings on A&AS tasks as required by the contracting office.
Qualifications and Experience: Must have progressive experience in managing contractual documents in a government environment, working within an IPT, and preparing for and conducting audits of contractual documents and reports. Experienced must include analyzing performance-based work statements, specification and requirement documents, and contract acquisition documents. Possess experience within two (2) years using Microsoft Office 2003 (or later) suite (Access, Excel, Word, Outlook and PowerPoint), and must have the ability to adapt to and perform tasks in customer-owned databases.
COAS Level 1. Minimum two (2) years within last four (4) years working directly in contract management administrative functions. AS degree in business, management, administration or related field is required.
COAS Level 2. Minimum four (4) years within last six (6) years working directly in contract management administrative support functions. BS degree in business, management, administration or related field is required.
COAS Level 3. Minimum six (6) years within last eight (8) years working directly in contract management administrative support functions. BS degree in business, management, administration or related field is required.

8. Financial Management Assistance (FMA). This position will provide support to management in identifying, analyzing, and resolving a range of budgetary problems through the gathering, assembling, analysis and presentation of results. The employee will be required to apply budgetary methods, practices, procedures, regulations, and policies of the organization and the agency, including assisting with developing alternative methods of funding, reprogramming, reapportionment, supplemental appropriations, deferral or rescission of funds. This position also provides assistance in the application of policies, objectives, regulations and guidelines to sufficiently enable the weapon system or program to achieve its goals. The FM assistant will help recommend and present budget adjustments, reprogramming, and resolution of problems in order to make business and financial decisions that benefit all aspects of the C2ISR FM program.
Qualifications and Experience: Must have experience in accounting, budgeting or cost estimating systems used for financial management of a multi-million dollar contract. The employee must have experience analyzing, consolidating, and communicating financial performance results and financial/business performance recommendations to management.
Must have worked with government contract regulations as well as associated financial regulations. Possess experience with two (2) years using Microsoft Office 2003 (or later) suite (Access, Excel, Word, Outlook and PowerPoint), and must have the ability to adapt to and perform tasks in customer-owned databases.
FMA Level 1. Three (3) years experience in accounting/budgeting management and a BS degree in accounting, finance, economics, or directly related discipline (financial accounting preferred) is required.

9. Configuration Management Support (CMS). The CMS position involves advising and assisting the CM workcenter supervision in the areas of administrative and clerical support, and associated with hardware configuration, software baseline, and technical and program documentation updates and changes. The work involves manual and automated administrative A&AS support with files, correspondence, reports, briefings and records, resolution of discrepancies, and tasks to document, archive, retrieve and track. The employee works closely with program managers and technical team members to ensure completeness of change packages submitted for review and approval as part of the CM program and the Configuration Control Board (CCB) process. The employee serves as a member of the CCB, prepares for and distributes the agenda, and assists with periodic CCBs chaired by the C2ISR Division’s senior leadership. The post-CCB tasks include drafting, distributing meeting minutes, in addition to recording and tracking action items until their resolution. The CMS assistant further accomplishes other administrative and clerical procedures as assigned following the policies and techniques established for the CM Program.
Qualifications and Experience: Must have experience using office and automation equipment to create, edit, reproduce, file and track various documents, electronic products of varying formats and sizes, or final products such as correspondence, report, spreadsheets, tables, graphs, etc. The administrative and clerical experience must include organizing and supporting meetings, to include reserving meeting locations, sending meeting requests, distributing agendas, documenting and distributing minutes, etc. Experience must also include staffing, tracking and closing action items and other workcenter commitments. Employee must possess good communications skills to include writing and editing material, taking meeting minutes, reviewing material for internal and/or external audiences, and persuasive skills in communicating with management, and/or logistical and technical personnel. Further, experience involved compiling and presenting briefings orally or via telephone conferencing to multiple government agencies and management levels. Employee acquired experience within last two (2) years using Microsoft Office 2003 (or later) suite (Access, Excel, Word, Outlook and PowerPoint), and must have the ability to adapt to and perform tasks in government databases.
CMS Level 1. Two (2) years of experience in administrative and clerical functions supporting a technical, data or configuration management function of a weapon system, subsystems or equipment. AS degree or technical/vocation school diploma in a technical, administrative or management field is required.
CMS Level 2. Four (4) years of experience in administrative and clerical functions subsystems or equipment. AS degree or technical/vocation school diploma in a technical, administrative or management field is required; BS degree in a technical, administrative or management field is desired.
CMS Level 3. Six (6) years of experience in administrative and clerical functions subsystems or equipment. AS degree or technical/vocation school diploma in a technical, administrative or management field is required; BS degree in a technical, administrative or management field is desired.

10. Facility Management Support (FACMS). Ensures adequacy of utilities, and oversees and coordinates all facility or equipment repair or refurbishment work orders. Determines and revises priority of facility projects through coordination with Division management and participation with 778th Civil Engineering Squadron, base-wide Facility Working Group, and Division budget analyst and management. Ensures resolution of facility technical problems is consistent with policy and within approved budget. Prepares and coordinates facility space realignment plans, systematic layouts of office and industrial areas, future requirements facility needs (quantitative, qualitative and utilization), and assigned and programmed workloads.
Further ensures legal and regulatory compliance issues are promptly identified and eliminated, to include hazardous material or unsafe or unhealthy environmental condition.
Qualifications and Experience: Must have experience managing facilities, performance of real property installed equipment, common administrative equipment, and utility systems.
Experience should include planning, directing and coordinating supportive services to ensure success of daily operations. Possesses knowledge of types of equipment and procedures for ordering, delivery and installation of new furniture/equipment as needed to support changing facility requirements. Must have experience within two (2) years using Microsoft Office 2003 (or later) suite (Word and Outlook).

11. Quality Assurance Facilitator (QAF). The QA Facilitator position includes the duties to perform, administer or advice on work concerned with assuring the quality of processes, procedures and products acquired and used by the C2ISR Division. The QAF serves as a catalyst to facilitate, mentor and train Division personnel regarding the collection, monitoring, auditing, evaluation, correction and analysis of data to ensure its accuracy, suitability, timeliness, and compliance with mission requirements, to include strategic planning. This position requires a methodical, objective approach to applying quality assurance principles and techniques;
therefore, the facilitator shall be knowledge of QA program and product characteristics in addition to system acquisition and sustainment processes and techniques. The QAF will communicate orally at briefings and management meetings and write program documents and analysis reports as required by IPTs and senior management. The facilitator shall plan, organize and conduct meetings, stream-lining/value-mapping events, and program reviews to fulfill the Air Force Smart Operations for the 21st Century (AFSO21) and Continuous Process Improvement (CIP) goals to improve the Division’s operations.
Qualifications and Experience: Must include a fundamental understanding of and experience with DoD and Air Force quality standards, such as AFSO21, CIP and Lean initiatives and goal. Practical experience should include developing plans and programs for achieving and maintaining product/process quality throughout an organization, monitoring operations to verify adherence to quality plans and requirements, or analysis and investigation of adverse quality trends or conditions and initiation of action to correct the unfavorable condition. Possess good oral communications and writing skills and must be experienced in creating documents, presentations and reports as well as briefing leadership. Must have experience within two (2) years using Microsoft Office 2003 (or later) suite (Excel, Word, Outlook and PowerPoint).
QAF Level 1. Must have two (2) years progressive experience in quality assurance and an AS degree in Engineering, Systems, Business, Logistics or related technical discipline is required; BS degree is preferred.
QAF Level 2. Must have four (4) years progressive experience in quality assurance and a BS degree in Engineering, Systems, Business, Logistics or related technical discipline is required.

12. Management Assistance (MAST). Provides support to IPT or workcenter lead by collecting, analyzing and evaluating data and preparing briefings and reports for use by the appropriate office(s) within the Division, chain of command, and other acquisition, sustainment and operational agencies. Other MAST functions include developing and staffing administrative correspondence and documentation, and drafting official memorandums of agreement, staff summary sheets, Items of Interest and Ready-to-Send emails for use by leadership or Division offices. The MAST position is also tasked with creating, managing and updating workcenter website design, as well as accessing and working in DoD databases to complete assigned tasks, some requiring the protection, handling and accountability of highly sensitive or secure data.
The management assistant helps plan, organize and conducts management review, off-sites and program meetings, and documents meeting minutes and actions items. All written documents and correspondence must be accurate, thorough and compliant with requirements to ensure leadership is provided the most current information for their decision-making.
Qualifications and Experience: Must have experience in an organization’s management and administrative functions to include word processing, protocol, spreadsheets, developing briefings, setting up meetings, coordinating multiple functions. Additionally, the management assistant must have an analytical ability, objective judgment, discretion working with sensitive personnel matters, and knowledge of a substantial portion of the administrative and program areas identified in the MAST position description above. Possess excellent communications skills to include extensive experience in writing and editing material for senior management.
Must have experience setting up and operating video-teleconferencing equipment and experience within two (2) years using Microsoft Office 2003 (or later) suite (Excel, Word, Outlook and PowerPoint).

13. Management Analyst (MALT). The management analyst provides analytical and advisory support to the IPTs and workcenters on the effectiveness and efficiency of the project to which they are assigned. The analyst is also required to possess an understanding of basic budgetary and financial management principles and techniques as they relate to strategic program planning and objectives. The analyst may also conduct organizational studies and evaluations, research policy, conduct measurements, and prepare organizational instruction and procedures to assist the assigned organization in operating more efficiently and effectively.
Qualifications and Experience: The analyst shall have substantive knowledge of agency programs, missions, policies and objectives. Experience includes analysis, application of fact-finding and investigative techniques, development of solutions and recommendations, and writing reports and briefing leadership. Must have experience using Microsoft Office 2003 (or later) suite (Excel, Word, Outlook and PowerPoint), and must have the ability to adapt to and perform tasks in customer-owned databases.

14. Systems Analyst (SA). The SA helps a team develop plans for automated information technology systems from project inception to conclusion, assessing the mission need, documenting potential technical solutions, and interfacing with vendors and information technology professionals. Performs analysis on requirement (or problem) statement and proposed solution, recommends alternative hardware, software and system solution (to include utility of considering emerging technology), and coordinates project documents to meet requirements. Further assists in the analysis and generation of program related hardware and software acquisition and sustainment documents to satisfy program management and executive oversight requirements. Performs same analytical functions to resolve a system problem or assess a proposed enhancements implementation presented by a using organization. Also responsible for developing cost analysis, design considerations, and implementation schedules, to include performing duties in a variety of functions that support the assigned project’s life cycle sustainment effort.
Qualifications and Experience: Must have experience planning, analyzing, troubleshooting, integrating, acquisition support, installation support, operations, maintenance, and training for computer systems, systems analysis support for the enhancement of new or existing systems and networks. The employee must have strong oral and writing communication skills to effectively describe and process analysis results. Possess skills with Microsoft Office 2003 (or later) suite (Excel, Word, Outlook and PowerPoint), and must have the ability to adapt to and perform tasks in customer-owned databases.

15. Security Administration (SECA). This position assists in the security office administrative functions to control access, monitor and assess facility security, assist with emergency evacuations and in-place sheltering, assist security forces personnel when directed, and the clerical functions supporting implementation of security requirements. These requirements include policies, procedures and operational tasks to safeguard property, personnel, operations, and materials as part of the DoD industrial, physical, informational and installation security programs pertinent to the C2ISR Division and its facility. During duty hours only, the employee may need to response to burglar alarm activations and call or meet responding security forces personnel. Employees working in this SECA function will have the first direct contact with visitors and dignitaries and must present a proper respectful demeanor and professional appearance.
Qualifications and Experience: Experience in controlling access for visitors and assigned personnel, to include verifying visitors’ security information, issuing access badges, and maintaining authorized visitor lists. Access control experience should also include the use of cameras and entry door card programs. Other experience should include duties associated with the tasks described in the position description above, such as safeguarding property (including facility access/control processes), personnel, operations, and materials. Must have experience using Microsoft Office 2003 (or later) suite (Excel, Word, Outlook and PowerPoint), working with installation security agencies, and must have the ability to perform tasks in customer-owned databases such as the Joint Personnel Adjudication System.

16. Budget Administrative Assistance (BAA). This position shall provide A&AS for high monetary value acquisitions of major weapon systems/subsystems, including equipment purchases, technical services, and research and development programs. Reviews cost/price proposals to determine compliance with solicitation and applicable regulations and policies. The BA assistant will support IPT meetings, clearances and decision briefings. Analyzes cost/price proposals from contractors and subcontractors. Appropriately utilizes price-based techniques to the maximum extent possible. Obtains audit reports, performs parametric analyses, and analyzes the reasonableness, realism and completeness of cost. Evaluates reasonableness of proposed rates (labor, overhead, burden and escalation factors) based on audit reports or other available sources. Reviews profit/fee and incentive evaluation plans and implementation methods, providing sound recommendations for improvements. As a result of cost and price analysis and price negotiations, thoroughly and accurately prepares price negotiation memorandum in accordance with the current format and other documents for inclusion in the pre-award contract file.
Qualifications and Experience: Must have experience as a cost/financial analyst in accounting and budgeting management with Air Force accounting and cost estimating systems.
Employee must have performed work that clearly demonstrates outstanding organizational and administrative skills. Experience includes analysis, compilation of results, writing reports and briefing management on analysis results. 17. Employee Development Assistance (EDA). This position involves assisting in the planning, administering, or evaluating of the Division’s recurring, career progression and professional development training programs. The ED assistant helps personnel determine training requirements, methods, and procedures and will also provide guidance, consultation, and staff assistance to management concerning personnel training and development matters. The assistant will interface with IPTs, work sections and supervisors to help collect, monitor, audit, evaluate, correct and analyze data for accuracy, timeliness and compliance with training and personnel development requirements. The ED assistant will also use the Electronic Training Management System database as well as other government training tools. The assistant works closely with IPT and personnel to ensure training objectives and program schedules happen without hindering program or professional development requirements.
Qualifications and Experience: The employee’s experience must include an understanding of the relationship of employee development and training to achieve management and personnel development objectives. The employee must also possess an analytical ability and the knowledge of the principles, practices and techniques of training and professional development.
Therefore the position requires experience in managing a training program, to include determining, coordinating, consolidating, tracking and submitting training and education requirements. Employee must possess good communications skills and experience in writing and editing material as well as briefing or speaking to management and senior leadership at meetings and open forums.
