QUESTIONS & ANSWERS #3

QUESTION 1. Will Alaska Native Corporations (ANCs) be allowed to use affiliate ANC past performances for the solicitation?
ANSWER: The original response to this question (See Questions and Answers #1, QUESTION 23) is hereby changed from “No” to “Yes”. The Government will evaluate the past performance of affiliates submitted provided they meet the definition of an affiliate in FAR 2.101 if the offeror's past performance volume demonstrates the affiliate company will provide the offeror with resources for the instant effort, such as workforce, management, facilities, or other capabilities demonstrating direct and meaningful involvement in the performance of the instant proposed effort and resultant contract.
QUESTION 2. It is our understanding that in order to submit a compliant proposal in response to the Administrative Management and General Management Consulting Services RFP FA8555-13-R-0001, we are to bid the total 1,104 man-months in the Pricing Model for the basic and each option period and not apply any technical efficiency or cost saving measures. Are we correct in our assumption?
ANSWER: Yes.
QUESTION 3. In calculating a man-month for each position, to submit a compliant proposal in response to the Administrative Management and General Management Consulting Services RFP FA8555-13-R- 0001, each man-month must use a full-time position based on a 160 hours per month? Are we correct in that assumption? If not, what number of hours per month should be used to submit a compliant proposal?
ANSWER: 1 man-month = 160 man-hours
QUESTION 4. RFP Section L-900, Page 109, Section C – The instructions for Volume I state that as part of Volume I, it will consist of the completed and signed RFP. Additionally, in RFP Section L-900, Page 108, Section A, item 2, it states that a font size of no smaller than 12 should be used. The RFP as it stands, uses font sizes of 9 and 10. In this regard, are we required to reformat the completed and signed RFP to be included in Volume such that it complies with the minimum font size of 12?
ANSWER: No.
QUESTION 5. In the subject RFP, Section L-900, paragraph C instructs the offeror to include the completed and signed RFP as part of Volume I. In this regard, is the entire RFP to be included, or just up to Section L? Also, are we supposed print out the entire RFP and include it or can we copy and paste (the fill in sections) into our proposal?
Also, was it your real intention to have the completed proposed prices associated with the contract line items in the Schedule B of the RFP included in both Volumes I & III?
ANSWER: The entire RFP is to be completed, signed, and returned, to include all Amendments, per the instructions contained in L-900.
QUESTION 6. I have a quick question on solicitation FA8555-13-R-0001 atch 1 FACT sheet. I understand we can expand the fill in sections of the sheet but am I correct to assume that we are to leave the rest of the sheet intact? In other words can we remove the instructions and government input sections. Please let me know as we are completing these sheet as we speak.
ANSWER: The answering space on the FACTS Sheet may be expanded so that the filled-in FACTS Sheet for each relevant contract covers no more than both sides of three (3) 8 ½ x 11 inch pages (See L- 900, Paragraph D(2).
QUESTION 7. For the requirement requested under solicitation number, FA8555-13-R-0001, being provided by Advance Core Consulting under contract FA852911C0002, how many “Man Months” were billed for the most recent invoice submitted, and what was the period of performance start and end date for that invoice?
ANSWER: For the month of February 2013, a total of 33 man-months were invoiced under Contract No.
FA8529-11-C-0002.
