VDATS RFP FA8535-09-R-0001

INDUSTRY Q&As

GENERAL

GENERAL # 1

QUESTION: To help determine the total number of required spares, will the government please provide the planned utilization of the VDATS stations in operating hours per station per month?

ANSWER: Station operating time (when the station is on, rather than when the parts must be available) can be assumed to be 24 hours per day 7 days per week for the purposes of calculating parts usage versus equipment usage. Commercial OEM reliability data should used to determine TRU availability under the above defined operating conditions. The government does not intend to supply this data.

GENERAL # 2

QUESTION: Rather than using the identified vendor for misc. parts, can all offeror’s supply the same item from the OEM/distributor (i.e. buy rack from OEM rather than Teradyne)?

ANSWER: No; must buy as defined in VDATS technical package (i.e. buy Teradyne rack)

REQUEST FOR PROPOSAL (RFP)

RFP # 1

QUESTION: Please reference Standard Form (SF) 1447, Line Item No. 0010AD: The government initially entitles Line Item 0010AD as “Calibration Interface Test adapter and Associated Hardware”. The subsequent page referencing the same line item then references “PATEC Augmentation”. Is the second title reference a typological error?;

therefore, should the second title read “Calibration Interface Test adapter and Associated Hardware”? Please provide clarification.

Answer: All of the X010AD CLINs reference the Calibration Interface Test Adapter and Associated Hardware. The X010AC CLINs are for PATEC Augmentation.

RFP # 2

QUESTION: Please reference Standard Form (SF) 1447, Line Item No. 0005 - 0008,”RESERVED FOR NEW CONFIGURATIONS (BEQ TBD)”: Throughout the CLIN structure in the SF 1447, the government utilizes the CLIN designation 0005-0008 in each program year to reference “new configurations”. Should the offerer interpret the CLINS as separate Line Items (i.e. (Year 1 –0005-0008; Year 2; 1005-1008; Year 3;

2005 – 2008; Year 4: 3005 – 3008; Year 5: 4005 –4008)? Please provide clarification.

Answer: Yes. New Configurations should be designated as follows:

Year 1 0005 – 0008 New Configurations Year 2 1005 – 1008 New Configurations Year 3 2005 – 2008 New Configurations Year 4 3005 – 3008 New Configurations Year 5 4005 – 4008 New Configurations

RFP # 3

QUESTION: Please reference Standard Form (SF) 1447, Line Item No. 0009AA, Line Item No. 1009AA, Line Item No. 2009AA, Line Item No. 3009AA, and Line Item No.

4009AA: The government is clear on its requirement for Line Item 0009AA (i.e. offeror is to provide for pricing on a quantity one (1) unit at a delivery of 180 (calendar days ARO - CDARO). The government also is clear for the basic ordering period activity in Year (2) two and Year (3) three (i.e. the offeror does not price because the government requirement is unclear; therefore, the quantity is to be determined (TBD) and delivery TBD). However, in Option I, Year 4 and Option II, Year 5, the government deviates from the previous CLIN structure and language. For example, in Line Item 3009AA and Line Item 4009AA, the government appears to state that the quantity is to be determined (TBD), yet provides for a required delivery at 180 CDARO and quantity of one (1) EA. Is the offeror to provide pricing in CLINS 3009AA and Line Item 4009AA; and not CLIN 2009AA? Please provide clarification.

Answer: Pricing for 1st Article for the Self Test Interface Test Adapter is required for Year 1. Pricing for Years 2 – 5 is not required. CLINS for 1st Article for the Self Test Interface Test Adapter are included for Years 2 – 5 and will be utilized if changes to the item are made that necessitate a 1st Article.

RFP # 4

QUESTION: Please reference Section L; Subsection e, Level iii: The government is requesting a five (5) year contract history matrix limited to two pages for the prime and any critical subcontractors. The government also states that “whether the Offeror deems the work relevant or not to this instant RFP” contracts. Given the vast and broad amount of data that can be presented in this matrix, is there a minimum contract value associated for the five (5) year contract history matrix? If so, what is that associated value?

Answer: There is no minimum contract value associated for the five (5) year contract history matrix.

PERFORMANCE BASED WORK STATEMENT (PBWS)

PBWS # 1

QUESTION: Request for interpretation of subcontractor limitations: FAR 52.219-14 --

Limitations on Subcontracting paragraph (b) states:

“ (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

(2) Supplies (other than procurement from a nonma nufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.”

Application of this requirement to PWBS 4.1, Production and Manufacture

Q 1. Proper application of this requirement is based on the definition of “materials” in subparagraph (2). Since the majority of the test systems are COTS items, are all assemblies that are purchased from an OEM as a COTS part with a catalog part number considered to be materials?

ANSWER: Yes, in accordance with the VDATS drawing package.

PBWS # 2

QUESTION: Does the definition of materials in Q 1 also apply to the establishment of critical subcontractors? Critical subcontractors are defined in solicitation Part IV, Section

L, L-900. 2.e Volume III - Present and Past Performance as follows: “A critical subcontractor is defined as an entity (subcontractor, teaming contractor and/or joint venture partner), other than the Offeror itself, that will perform 20% of the build OR 20% of the supply chain efforts outlined in PBWS paragraphs 4.1 or 4.2 respectively. The percentage of work performed is based on the Offeror’s total (including options) proposed dollar value excluding materials.”

ANSWER: Yes QUESTION: Application of this requirement to PBWS paragraph 4.2, Parts Availability for Fielded Testers. It is assumed that subparagraph (1) of FAR 52.219-14 applies in this case since supplies are not being provided. (Instruments are being exchanged but the result is the repair of the fielded VDATS, which is a service) This means that the cost of any stocked replacement instruments, instrument repair, and any shipping costs are not included in the cost of performance calculations, only the cost of personnel managing the EDE and performing any work performed in the delivery and receipt of the instruments listed in Appendix B of the PWBS. Is this interpretation correct?

ANSWER: NO; parts availability as defined in PBWS para 4.2.

PBWS # 3

QUESTION: As stated in the PBWS: "Parts availability support will be required on an annual per tester basis to support the availability requirement as described in paragraphs 4.2.2 and 4.2.3. Testers produced subsequent to contract award will be prorated based upon receipt of a valid parts availability, order, tester delivery date (subject to government acceptance), and the remainder of the contract year in which the tester is delivered."

Is the support “required on an annual per tester basis” based upon the calendar year, fiscal year or an alternate 12 month period based upon when a “parts availability support” order is placed?

ANSWER: As defined in PBWS 4.2.1.1 Contract award date defines the 12 month period.

PBWS # 4

QUESTION: Will “parts availability” orders only be placed once per year or will additional orders be placed when the minimum number of systems required for an order are delivered/accepted?

ANSWER: Defined in PBWS section 4.2

PBWS # 5

QUESTION: Does the following example illustrate the intent of Paragraph 4.2.1.1? If not, please explain and/or provide an example situation that fully illustrates the intended meaning of this paragraph.

A “parts availability” order is placed day one of ordering period year one for 20 DA-1 (already owned by the Govt.) systems. The supplier is now responsible to replace any failed part (for all 20 systems) that is identified in Appendix B of the PBWS within 48 hours of being notified of the failure. There is no limit to the number of returned failed parts.

ANSWER: Yes

PBWS # 6

QUESTION: Meanwhile, the supplier is building and shipping new DA-1 systems and by the end of the sixth month (of year 1) the supplier delivers the 11th new DA-1 system.

Since the minimum number of systems required to place a “parts availability” (minimum is 11) order has been reached, the Govt. orders “parts availability” support for the 11 new systems. Since there is only 6 months left in the year, the “parts availability” cost for these 11 systems is prorated based upon the remaining time left in the year. The supplier is now responsible for replacing any failed part (identified in Appendix B) for all 31 systems until the end of December (of year 1).

ANSWER: Yes

PBWS # 7

QUESTION: Where will the acceptance testing of completed stations be accomplished?

ANSWER: Defined in PBWS para 4.1.6

PBWS # 8

QUESTION: PBWS 4.1.6 Will any GFE equipment be provided for the FA testing besides the units that the Vendor will fabricate? If not, then the FA test will be conducted with Vendor fabricated equipment that has not been validated elsewhere. We would suggest the a GFE Self-Test ITA be provided for the DA-1, DA-2 and RF-1. Will the government please clarify this issue?

ANSWER: The GFE as defined in PBWS Appendix A has been determined to be sufficient to meet the requirements defined in the PBWS. The government is providing a Self-Test ITA, Calibration ITA, PATEC, and PATEC Augmentation Unit as

GFE.

PBWS # 9

QUESTION: PBWS 4.1.61 This paragraph only states that DA-2 will be provided as GFE and contains no mention of the RF-1 station. The RF-1 station is highly desired, if not virtually required, to verify and validate hardware failures as well as evaluate newly fabricated self- Test and Calibration Fixtures. Will the government Please provide the RF-1(FA) station as GFE?

ANSWER: The RF-1 test station is not required for testing the Self-test ITA or the Calibration ITA. Acceptance test for these items shall be performed as prescribed by the Technical Data Package.

PBWS # 10

QUESTION: First Article testing (PBWS paragraph 4.1.6) specifies execution of both an FCA and PCA. The FCA will be the execution of the appropriate Government provided ATP (DA, RF, Self-Test ITA, of Calibration ITA). PCA is a comparison of the actual fabricated assembly to its associated drawing. The question here is in regards to the

PCA.

As the brief description above indicated, a PCA is a comparison of the Test System produced to its associated drawing(s). There are two ways to approach this effort. The first, most costly, method is to completely disassemble all final assemblies and compare them to the released documentation. This takes a great deal of time but, in the end, assures that the product was correctly built to print. An effort of this magnitude would typically be executed on flight critical hardware, not on production test consoles. The second method is an as-built, as-designed PCA. In this case, the manufacturer uses the inspection records as proof that the assemblies have been built correctly to the documentation. The Government then selects, using an agreed upon AQL, several items from the final assembly for detailed assembly verification. Those items would be removed from the test console and verified against the associated drawing(s). Finally, after the PCA has been completed, the VDATS resources will have to be reassembled and run through ATP again.

We need to know which type of PCA the Government expects, as part of the VDATS production effort.

ANSWER: The government expects that the PCA will provide a high degree of confidence that the test stations, ITAs, and any other hardware produced under the term of this contract are built in accordance with the parts, processes, and procedures as prescribed by the Technical Data Package. Either method described above appears to be acceptable.

PRICING

PRICING # 1

QUESTION: Teradyne has notified of a significant configuration change to the TRU components from those identified in the PWS, Appendix B of solicitation FA8535-09-R- 0001. Does the government want offerer’s to price according to the original RFP and the TRU’s as outlined in Appendix B or to the Teradyne updated TRU list? If pricing to the original Appendix B, Teradyne has indicated there are obsolescent TRU’s that will not be available. Does the government want to address the obsolescence issue with recommended replacement items?

ANSWER: Teradyne has indicated that the parts listed in Appendix B may only be purchased using alternate part numbers that provide additional testing, packaging, and/or labeling for spare parts. Teradyne, in acting as a vendor for these parts, may subject spares to additional qualifications, and the part numbers for ordering these parts may differ for the part number for the approved parts. The Government has provided the Suggested Sources of Supply within the Technical Data Package (TDP) to indicate the approved product configuration for the VDATS test stations. Teradyne has indicated to the Government that while the parts may be purchased as spares using alternate part numbers, these parts are indeed the parts indicated by the TDP and the part numbers that are called out by the TDP are valid for spare parts purchased using these alternate part numbers. It is assumed that the obsolescence issue referred to here is the issue with the High Power VXI Chassis (drawing 200625785). The Tracewell chassis that is currently shown in this drawing is unavailable for purchase. The Government has tested and approved a replacement for this item. The replacement VXI chassis is Teradyne PN 600-528-00. For manufacture of the VDATS DA-series using this part, order Teradyne PN 608-223-02. This and other obsolescence issues are covered in Advance Change Engineering Orders (ACEO) that have been released along with these responses.

QUESTION: Teradyne PN (Part Number) M-903-04 (NSN 6625-01-551-5108) “CHANNEL (OUTPUT) MODULE” is to be provided as the hardware defined in USAF drawings 200625905 & 200625907. Teradyne PN M-903-04 is not called out explicitly in the USAF TDP, although Teradyne PN M-903-04 contains the parts called out in the TDP, and is the part purchased by the USAF under the current IDIQ contract.

The parts in the table below are called out in appendix B of the PBWS as replacement items. While the part number is a valid Teradyne PN, the PN listed is not the correct level of PN for ordering spare parts. Ordering parts using the part number specified by the USAF TDP drawings will not assure the part is tested, labeled, and packaged properly for use as a spare part. The recommended part is listed in the table, and Teradyne is providing pricing for the recommended part.

QUESTION: Appendix B – Attachment 2 Special Loan Instructions. Normally GFP/GFE is received via DD Form 1149. Can this form be used in lieu of a MILSTRIP?

ANSWER: No, DD form 1149 cannot be used in lieu of MILSTRIP. If contractor is selected and has problems submitting a backorder to the system the loan/lease office will work with the contractor to submit the backorder.
