About this file
This document is a set of Questions and Answers related to the Request for Proposal (RFP) for the Mobile Aircraft Arresting System (MAAS) (Solicitation Number FA8534-24-R-0002). The key details are:
The RFP is for an 8-year, firm-fixed price (FFP)/fixed price with economic price adjustment (FPEPA), requirements-type contract for the MAAS, which is a deployable military aircraft recovery system. It is a competitive, total small business set-aside using trade-off source selection procedures, with past performance being significantly more important than cost/price. The MAAS Technical Drawing Package was not included in the solicitation document and will be released separately. The questions cover issues related to using key personnel and past performance from another company, and clarification on the definition of "Relevant" and "Very Relevant" past performance. No extension to the 30 April proposal submission deadline will be granted.

QUESTIONS AND ANSWERS #4
30 April 2024
Q1: Companies Use of Key Personnel. How does a company use another company Past performance to qualify key personnel that now works for them when the previous company is not a team mate on this effort? Entering it in the PPI tool requires that the contract and reporting be for the company that is part of the effort.
A1: To utilize key personnel in the PPI Tool, enter the contract information as normal, and then add an explanation in the description to address what company actually performed the effort and that this effort is being submitted with key personnel.
Q2: Response A4 (Reference Q&As #3): Since the definition of qualifying past performance has been expanded to include “A4: Yes, other manufactured systems may qualify as “any system”.”, we now have many additional past performance efforts that allow us to meet the “Very Relevant” requirement. To meet the deadline of 30 April submission for revised PPQ is very unlikely as this change was sent Friday. We request a 2-week extension to allow us to revise our past performance questionnaires (Attachment C).
A2: “Any system” referenced in A4 of the Q&As #3 was in response to the “Relevant” Definition. The Very Relevant definitions require demonstration of the required elements for any type of aircraft arresting system, while the Relevant definitions require demonstration of the required elements for any system. Please reference Relevancy Definitions in Section M.4. There have been no changes to the definitions, therefore no further extensions will be granted.
Q3: Response A4: Since the definition of qualifying past performance has been expanded to include “A4: Yes, other manufactured systems may qualify as “any system”.” Changes the section A and B definition as it expands the definition of the Very Relevant. Request that this be revised and reissued to reflect and aircraft or weapon system so as to not limit competition or improperly down grade current experience.
A3: There have been no changes to the relevancy definitions. The Very Relevant definitions require demonstration of the required elements for any type of aircraft arresting system. Please reference Section M.4.
