| 3.3.4 Shelter system sidewalls. The shelter shall have sidewalls that are a minimum 7.0 feet high. The sidewalls shall not slope more than a maximum of 16.0 inches from the base to the top of the sidewall. | |
| Is the shelter system sidewall height measured on the interior liner or shelter exterior? | The requirement is established to ensure adequate headroom is allowed for interior space. All space between side walls and end wall must clear 7 ft. headroom. The measurement will be performed on the interior of the shelter in the configuration required to meet all other specifications. |
| Is the shelter system sidewall slope measured on the interior liner, shelter exterior, or both? | The intent of this requirement to have the walls as vertical as possible, allowing more interior headroom. The measurement will be performed on the interior of the shelter in the configuration required to meet all other specifications. |
| The price evaluation requires offerors to submit pricing for all nine, one-year option periods. Accurately projecting the costs of material and labor for that length of time is very difficult. Inflation is currently running at 8.5%, and we have seen aluminum prices increased by about 30% over the last 12 months. Are bidders obligated to sell the shelters at option year prices in Attachment F should the government exercise those options? Or are offerors permitted to adjust option-year pricing based on unforeseeable economic conditions, such as a dramatic increase in the cost of material and labor? | Yes, Option prices are to be fixed and exercised at the fixed costs. |
