REQUEST FOR PROPOSAL (RFP) FA8533-11-R-32637
FUELS OPERATIONAL READINESS CAPABILITY EQUIPMENT
(FORCE)
Question and Answers, 2 February 2012
The following questions on the FORCE RFP were received in the Major Programs Contracting Office in the Support Equipment and Vehicles Division at Robins AFB, GA. The questions and the applicable answers are being provided for the benefit of parties who are interested in providing a proposal in response to the RFP.
1. Question: The Statement of Work requires the FORCE system to operate with current FORCE subsystems in Air Force inventory. Can the Government provide some technical information about the current FORCE subsystems in Air Force inventory so we can estimate the effort to design properly?
Answer: The R-18s and R-20s communicate with each other through a wired remote control system, and each R-18 and R-20 has a hand-held remote control capability which communicates by either wire (tether) or Radio Frequency (RF) with its respective unit. The receiver module in the remote control panel ignores all RF communications sent from sources other than the paired hand-held unit. The communication that takes place between these panels is transmitted and received via 1200 baud modems. All the telemetry and SCADA systems functions are processed through Control Microsystems programmable logic controllers (PLC).
The PD’s describe the requirements for the functions of the control panels and the communication between the pumping units and the servicing platforms.
2. Question: The Statement of work requires the contractor to be responsible for transportation charges between the Government and the contractor for the GFE to be used for some tests. Can the Government provide some guidelines for us to estimate the costs of the transportation charges?
Answer: Dimensional information on the FORCE components are provided below.
Additionally, see Amendment 0002 to the RFP which clarifies the Government’s intent regarding paragraph 3.7 in the Statement of Work.
3. Question: The Purchase Description for the FORCE system indicates one of the design problems with the current capabilities is that the pumps operate at 900 GPM but the filter separators operate at only 600 GPM. The Purchase Description for the pumps still calls for 900 GPM and the Purchase Description for the filter separators still calls for 600 GPM. How should we plan to design and build these subsystems?
Answer: Note that each individual filter vessel shall be capable of 600 GPM (PD10WRGBGBEC15, Section 3.5 Design, paragraph 3.5.11 flow); however, the entire assembly of the filter separator trailer shall be capable of filtering fuel at 1,200 GPM (reference PD10WRGBGBEC15, Section 3.8 Performance characteristics: paragraph 3.8.4 Flow). Each subsystem shall be designed to the corresponding PD.
4. Question: Will the Government extend the bid date to March 16, 2012 to allow us to incorporate the answers to these questions?
Answer: Amendment 0002 has been issued to extend the proposal due date to 8 March 2012.
