Questions and Answers Fuels Operational Readiness Capability Equipment (FORCE)
Request for Proposal (RFP) FA8533-11-R-32637
24 Feb 2012
The following questions have been received in the WR-ALC/GRVKBB, Major Programs Contracting Office on the above FORCE requirement. The questions as well as the applicable answers are provided below for assistance to all potential offerors for the greater understanding of the Government’s requirement.
Question 1: Purchase Description PD10WRGBGBEC14, Table 1 calls for various hose assemblies for each of the 3 configurations (FS, SC, and RC). The specific paragraphs 3.5.1.1, and 3.5.1.2, and 3.5.1.3 call for hose assemblies in quantities that do not match the quantities identified in Table 1. Will the Government clarify the requirements for the quantity of hose assemblies for each of the configurations?
Government Response: Paragraph 3.5.9 Additional hardware, is where the additional hoses are listed. Note that Table I is the total of the hoses listed in section 3.5.1.1 (.2, .3) and 3.5.9. Amendment 0004 will incorporate this revision.
Question 2: From the Questions and Answers posted by the Government and dated February 14, 2012, the Government response identified as the Answer to Question 6 confirms a defective specification. The question suggests it is not possible to achieve a minimum of 475 feet of Total Dynamic Head and a maximum of 150 PSI at the pump discharge. One can achieve one or the other, but not both of those requirements. The answer confirms the Government’s requirement to meet both conditions, which is not possible. Please see the attached graph and calculations to illustrate the range of possibilities. The manufacturer of the current FORCE pump end suggests the performance characteristics will be better conditioned as:
150 PSI at 900 GPM
And, The Pump Unit shall include pressure regulating device(s) to limit the Pump Unit discharge to not more than 150PSI.
Government Response: The pump must meet 475 feet of Total Dynamic Head, but it is not required at 150 PSI. The PD for the pumping unit includes a control valve to regulate the pressure to 150 psi to protect the downstream components.
Question 3: Purchase Description PD10WRGBGBEC12, paragraph 3.21.1 states in part “Aluminum surfaces shall have MIL-DTL-81706, Type II, Class 1A, and MIL-DTL-5541, Type II, Class 1A, chemical conversion coating applied in accordance with the manufacturer’s directions prior to priming.” Is it the Government’s intention to state “Aluminum surfaces shall have MIL-DTL-81706, Type II, Class 1A, or MIL-DTL-5541, Type II, Class 1A, chemical conversion coating applied in accordance with the manufacturer’s directions prior to priming.” The distinction is that the existing requirement uses “and” while the likely intended language is “or.”
Government Response: Amendment 0004 will incorporate the PD revision to show only MIL-DTL-81706.
Question 4: Purchase Description PD10WRGBGBEC12, paragraph 3.7.18 states in part “No less than three threads shall protrude from each nut fastener.” The industry standard is for 1 and ½ threads to protrude. Will the Government allow the industry standard 1 and ½ thread protrusion.
Government Response: Per Air Force TO for general maintenance instructions for support equipment the all fasteners shall have a minimum of two threads protruding through the nut. Amendment 0004 will incorporate the PD revision to state 2 threads.
Question 5: Purchase Description PD10WRGBGBEC12, paragraph 3.21.2.3 requires a topcoat of Type I. Type I is intended for aircraft, while other types are intended for ground support equipment. Will the Government allow Type II topcoat?
Government Response: Type I topcoat is what is recommended by the corrosion office. As such, the Government will not allow Type II topcoat.
Question 6: Will the Government consider an extension of the bid date from March 8, 2012, to March 23, 2012
Government Response: The due date for proposals in response to this RFP will not be extended as there have been no significant changes as a result of the PD revisions.
