Questions and Answers 6 October 2021
Q1: Is the single contract award for Group A end items intended to be a Small Business Set Aside award?
A: No, the Group A end items will be competed on a full and open basis. The Group B end item will be competed as a small business set aside.
Q2: Will the USAF entertain proposals that deviate from traditionally, technically-acceptable, standard diesel internal combustion engine generators if the technical approach meets/exceeds objective and threshold values for MTBF modes?
A: The Government will evaluate proposals strictly against the stated evaluation criteria in the RFP provisions “Instructions to Offerors” and “Evaluation Basis for Award”. Drafts of these provisions (identified as Section L and Section M respectively) are posted under notice ID number FA8532-21-R-72GPU. Also, the Government would like to ensure a mutual understanding of the lack of thresholds/objectives within the purchase descriptions. Information concerning why that approach has been approved was discussed during the pre-solicitation conference—in which a recording is available upon request via DoD SAFE. Please contact the identified POCs (Contracting Officer and Buyer) to request a copy.
Q3: For Group A end items: 72kW GPU, 144kW GPU and 144kW ULB, does the 36-month/three-year basic period contract include a phase I-III traditional development/prototype/test effort? If not, what entry TRL is required for proposal bid efforts?
A: This effort is not a design/development effort; it is an integration effort in that existing technologies are required to be integrated into a new package. While the Government understands some design/development effort may be expended, this is not the bulk of the work on this contract. The three-year basic contract period was determined appropriate due to the extensive amount of testing required. As such, the TRL and MRL is 8.
