Draft Document Updates and Upcoming Pre-Solicitation Conference
The Government is attaching the following documents along with this cover sheet for advance review for purposes of the upcoming Pre-Solicitation Conference (see following paragraphs):
· Questions and answers document capturing the questions and associated responses received from industry feedback on the previous documentation postings to date
· Final 144 kilo-Watt (kW) Ground Power Unit (GPU) Purchase Description (PD), PD21WRNZEA007, and PD Amendment 01
· Final 72 kW GPU PD, PD21WRNZEA008, and PD Amendment 01
· Final 144 kW Universal Load Bank (ULB) PD, PD21WRNZEA009
· Final Statement of Work (SOW)
· Updated Sections L and M, with associated RFP Attachments (please note, the vendors must request RFP Attachment 4, Past Performance Information (PPI) Tool be sent via DoD SAFE)
· Informal draft Request for Proposal (RFP), with Schedule B and anticipated clauses and provisions (please note: the identified clauses and provisions are subject to change prior to final RFP release; also, the quantities within the schedule are still strictly for planning purposes at this time, and are subject to change prior to final RFP release)
· Draft Contract Data Requirements List (CDRL) DD Forms 1423 (please note, the provisioning and Technical Manual Contract Requirement (TMCR) DD Form 1423s are still in work with the respective offices; drafts of these documents will be posted as soon as they become available)
· Draft Ground Power Modernization (GPM) Ordering Guide
Please note that all other documents that have been posted to date have been removed from the beta.SAM posting to avoid any potential confusion regarding different versions. All documents that have been removed are available upon request from the Contracting Officer (brandi.owens@us.af.mil) and Buyer (reid.sawyer@us.af.mil).
The formal synopsis in accordance with FAR 5.2 has been posted under posting identification FA8532-21-R-0001, Ground Power Modernization Program. Please ensure you elect to receive notifications against that posting as well. The formal draft RFP will be posted under this posting. However, the formal RFP will be posted on FA8532-21-R-0001. Upon formal RFP release, this posting (FA8532-21-R-72GPU) will be archived.
The PD Amendments 01 for the 144 kW GPU and the 72 kW GPU PDs were determined necessary to update references to standards and correct typographical errors identified via industry feedback and continuous reviews. The Government will utilize this format for PD Amendments throughout the course of the solicitation and source selection process should additional PD revisions be determined necessary. All revisions identified within the applicable PD Amendments will be incorporated into the respective PD (will be identified as PD21WRNZEA00- Rev A). The clean Rev A of the PD will be incorporated into the awardees’ contracts upon completion of the postaward conference in the modification that will incorporate firm ordering period/option dates, etc.
The Government anticipates scheduling the Pre-Solicitation Conference for the GPM Program within three weeks of this posting. Based on this, the team is looking at the dates of 25-27 August 2021. Similar to the industry day held in September 2020, the Pre-Solicitation Conference will be held via virtual means utilizing Microsoft Teams, and will be recorded in its entirety. At this time, all industry participants will be required to call into the meeting unless access to AF365 Teams has been provided via other contractual vehicles. The Government anticipates the first day of the conference be for discussing the requirement, including the PDs, SOW, CDRLs, CLINs, clauses and provisions, and source selection methodology. One-on-one sessions with industry participants are anticipated to begin at the end of the first day, and continuing on the second and third days, as required. One-on-one sessions will be no more than 60 minutes/1 hour in length. Conference agenda and presentation materials will be posted within five days of conference commencement. Questions received from industry during the conference, including the one-on-one sessions, will be captured along with applicable responses to allow for posting to all interested parties to ensure fairness of information exchange and transparency.
In order to participate, interested industry participants shall provide a list of all virtual attendees (to include name, phone, and email address) to the Contracting Officer (brandi.owens@us.af.mil) and Buyer (reid.sawyer@us.af.mil) for scheduling and attendance tracking purposes, no later than 20 August 2021. One-on-one sessions shall be scheduled based upon time of receipt of information from vendors.
