Question and Answer 30 September 2021
General Update
The Government must use a new RFP number due to the change in fiscal year; this was an oversight during the development of the documentation. Please ensure you are signed up to follow the new notice ID of FA8532-22-R-0001.
Q1: What is the Government’s expectations for offerors to demonstrate the data requirements for the efforts submitted for evaluation? Specifically, for those efforts that included test reports, acceptance and certifications, does the Government expect offerors to attach the actual deliverables?
A: The Government expects offerors to discuss the requirements in the narrative only. Please do not attached the actual deliverables to either the PPI tool printout or the RFP Attachment 5, as that is not the information the Government evaluation team is trying to obtain by requesting the discussion on the deliverables. The only requested attachments are the data specification sheets and copies of aircraft certification/approval. Per Section L, paragraph L.II.D.6., “In addition, the offeror is requested to provide data/specification sheets and copies of aircraft certification/approval (if applicable) for each submitted effort as an attachment to RFP Attachment 5, Relevancy Assessment for evaluation streamlining purposes.” When looking at this verbiage, it is important to keep in mind the specific relevancy definitions in Section M, to include the Very Relevant definition requirement of: “…generator set shall have F-22 and/or F-35 mobile equipment certification (i.e., multi-phase testing involving both a Systems Integration Laboratory and live aircraft) and approval…” and the Relevant definition requirement of: “…power plants/generator sets/frequency converters/inverters shall have military aircraft approval…” If the certifications and/or approvals are via emails from the customer, that email documentation is what should be attached.
