This will be a small business set-aside. Questions and Answers 1/26/21
1. Offerors must only price CLIN 0442 Post Award Conference, yes?
Answer: Yes, offerors should only provide a proposed unit price for CLIN 0442 Post Award Conference as a response to this solicitation.
1. Are offerors only required to price all the CLINs in the group(s) they chose at the Task Order Level?
Answer: The offerors will provide CLIN prices for contracts containing their Group(s) of NSNs at the individual delivery order level. The process for in depth pricing on delivery orders will be detailed in the ordering process guide which will be attached to the awarded contract.
1. Does USG want a price breakdown of how the Offerors reach their 0442 number? Or is merely filling in the CLIN amount sufficient?
Answer: The offerors should provide the proposed unit price for CLIN 0442. No additional price breakdowns are required at this time. IAW Section M.II.D. “the existence of adequate price competition is expected to support a determination of reasonableness. The offeror will provide their proposed price for the Post Award Conference IAW para 3.4.1 of the Statement of Work (SOW).”
1. Must Offerors return the unfilled/unrequired CLIN pages, or can we pull CLINs 0442 (0443-0445) and put them on their own page (to cut down on excess)?
Answer: No, offerors are not required to return the unfilled/unrequired CLIN pages. Offerors are required to provide the information in RFP Attachment 1, Section L.II.B and RFP Attachment 2, Section M.II.B. Offerors should provide page 186 with the proposed unit price for CLIN 0442. Offerors shall ensure that all clauses and provisions that require “fill-in” information are appropriately completed.
1. Must an Offeror and Teammate be a J/V, or can a Prime/Sub relationship be contractually established as a team?
Answer: A Small Business Teaming arrangement requires a written agreement based on the FAR 2.101 definition below:
Small Business Teaming Arrangement—
(1) Means an arrangement where–
(i) Two or more small business concerns have formed a joint venture; or
(ii) A small business offeror agrees with one or more other small business concerns to have them act as its subcontractors under a specified Government contract. A Small Business Teaming Arrangement between the offeror and its small business subcontractor(s) exists through a written agreement between the parties that–
(A) Is specifically referred to as a "Small Business Teaming Arrangement"; and
(B) Sets forth the different responsibilities, roles, and percentages (or other allocations) of work as it relates to the acquisition;
1. If the Offeror can be a Prime/Sub team, are they still allowed to submit up to 3 team member (Sub) Past/Present experiences?
Answer: The offeror/joint venture member can submit up to 3 contracts in the PPI tool. For example, if two companies comprise a joint venture, each company can submit up to three (3) contracts, for a total submission of up to six (6) contracts. IAW RFP Attachment 1, Section L.II.C.2, “Each offeror/joint venture member shall utilize the PPI Tool for up to three (3) active or completed contracts (with at least one year of performance history) in the past five (5) years from the issuance date of the RFP that the offeror/joint venture member considers relevant in demonstrating its ability to perform the proposed effort. If the total number of such contracts exceeds three (3), each offeror/joint venture member shall address its three (3) most recent and relevant contracts.”
