Offerors will only price the post-award conference CLIN initially, with detailed delivery order pricing to occur after award. The set-aside is for small businesses.

Questions and Answers 2/1/21
1. Question: For this solicitation, is it permitted for past performance evaluator POC to submit CPARS report data in lieu of filling out the RFP Attachment 6 Past Performance Risk Questionnaire?
Explanation: As the number of CPAR rated contracts has increased, some DoD RFPs are permitting submission of CPARS in lieu of a questionnaire. One of our contracts to be used as a Past Performance reference is an Air Force CPARS rated contract. If permitted, this would be a time saver for the Government POCs being requested to fill out the questionnaire in this case. Although this question is about the questionnaire and the Government POC completing it, we did see and acknowledge that on pg 7 of Section L it instructs the offeror that if reference is in CPARS and input/rationale/circumstances have not changed, not to repeat them in PPI tool.
Please advise.
Answer: Offers should submit Past and Present Performance information IAW the formation contained in the PPI Tool and Past Performance Relevancy Table. Section L.II.C.1 states, “the offeror shall submit Present and Past Performance Information for itself and any joint venture member, in accordance with the format contained in the PPI Tool and the Past Performance Relevancy Table (See RFP Attachments 4 and 5 and the following paragraphs). Section L.II.C.2 states “the requested present and past performance information shall be provided in a separate volume labeled "Volume II - Past Performance." A summary page shall be provided for this acquisition, describing the proposed role of the offeror or any joint venture member.” The offeror can identify the contracts that have CPAR reports on the summary page and the Government will search any contract numbers identified for CPARS reports. Should questionnaires not be received for any submitted effort, the Government will search for applicable CPARS and reach out to the identified POCs independently to obtain quality of performance information.
2. Question: Although Section L states that Volume I - Completed RFP will include an entire completed RFP document by the offerors, in the completed contract are we supposed to leave blank PART I - THE SCHEDULE SECTION B SUPPLIES OR SERVICES AND PRICES/COSTS since that would have pricing, and only populate Schedule B for Volume III - Price?
Explanation: Section L, Part B. Volume I, Completed RFP/Technical Proposal, subsection 1. General doesn't specifically state to leave pricing data out, but does state that "All “fill-in” clauses and provisions are completed as required." Further, Section L, Part D. Volume III, subsection c., states: "All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Price volume. Under no circumstances shall this data and documentation be included elsewhere in the proposal." This appears to imply/instruct offeror to not put a populated Schedule B in any other volume. Is this a correct assumption that we should leave Schedule/Section B blank that is shown in Volume I even though rest of RFP document there will be filled out? Please clarify.
Answer: Please refer to “Questions and Answers 26 Jan 2021” posted to beta.sam.gov question numbers 1-4. The Government previously addressed proposed unit prices and RFP requirements.
1. Offerors must only price CLIN 0442 Post Award Conference, yes?
Answer: Yes, offerors should only provide a proposed unit price for CLIN 0442 Post Award Conference as a response to this solicitation.
1. Are offerors only required to price all the CLINs in the group(s) they chose at the Task Order Level?
Answer: The offerors will provide CLIN prices for contracts containing their Group(s) of NSNs at the individual delivery order level. The process for in depth pricing on delivery orders will be detailed in the ordering process guide which will be attached to the awarded contract.
1. Does USG want a price breakdown of how the Offerors reach their 0442 number? Or is merely filling in the CLIN amount sufficient?
Answer: The offerors should provide the proposed unit price for CLIN 0442. No additional price breakdowns are required at this time. IAW Section M.II.D. “the existence of adequate price competition is expected to support a determination of reasonableness. The offeror will provide their proposed price for the Post Award Conference IAW para 3.4.1 of the Statement of Work (SOW).”
1. Must Offerors return the unfilled/unrequired CLIN pages, or can we pull CLINs 0442 (0443-0445) and put them on their own page (to cut down on excess)?
Answer: No, offerors are not required to return the unfilled/unrequired CLIN pages. Offerors are required to provide the information in RFP Attachment 1, Section L.II.B and RFP Attachment 2, Section M.II.B. Offerors should provide page 186 with the proposed unit price for CLIN 0442. Offerors shall ensure that all clauses and provisions that require “fill-in” information are appropriately completed.
3. Question: Per the official RFP posted to Beta Sam on 1/15/2021, the due date is 3/2/2021 by 3:30PM. However, the latest Q&A posted on 1/27/2021 states that the due date is 2/16/2021. Please confirm the correct proposal response due date.
Answer: Solicitation Amendment FA8532-21-R-0004-0001 changed the response date of the solicitation to 16 Feb 2021. The solicitation amendment and any additional solicitation amendments are considered part of the official solicitation. IAW RFP Attachment I, Section L.II.B.1, “Volume I, Completed RFP/Technical Proposal shall consist of the completed and signed RFP, to include any amendments issued.”
