52.212-2 Additional Evaluation Factors

Notice: Submission of the initial proposal packages are to be sent via DOD SAFE. Initial proposal packages shall be submitted via DOD SAFE prior to the submission deadline with email notice sent to one of the below. Communications and emails shall be sent to:

Completed RFP General: Volume I, Completed RFP shall include any amendments issued, with a cover letter delineating any exceptions taken to the RFP terms and conditions with accompanying rationale. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined not eligible for award. Offerors shall ensure that all clauses and provisions that require “fill-in” information are appropriately completed, including the proposed prices associated with the Contract Line Items in the Schedule of the RFP.

Electronic Technical Proposal General: Volume II, The written technical proposal shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide, convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror's technical proposal. For each subfactor, the offeror identifies risks, if any, associated with the proposed approach and actions the offeror will take to mitigate the identified risks.

Awardable/Capability Task (Offeror must address all paragraphs and subparagraphs) General: Volume II, This Awardable/Capability provides an outline of technical data support services like those that will be completed at the delivery order level. This Awardable/Capability Task is to be in accordance with the Performance Work Statement (PWS) and all applicable, regulations, specifications, and standards. Offerors will provide updated Technical Orders (TOs) from the Source Data (Attachment

4) provided using the Technical Manual Certification Requirement (TMCR) (Attachment 7).

This sub-factor is met when the offeror’s response demonstrates adequate:

1. 1.Knowledge if technical data and engineering data sustainment processes to include an adequate completed Data Package as identified within the Awardable/Capability Task (RFP Attachment 3, 4, 6, 7, and 9).

2. Knowledge of technical data and engineering data sustainment, modification, and acquisition processes, necessary to complete the requirements of the PSP TDP PWS (RPF Attachment 1) in its entirety and the Completed Data Package (RFP Attachment 3, 4, 6, 7, and 9).

3. Ability and understanding to produce accurate data within the parameters of the attached Technical Manual Certification Requirement (TMCR), RFP Attachment 7). This element includes analysis of accuracy in format and data.

Management Plan (Offeror must address all paragraphs and subparagraphs) General: Volume II, Offeror’s proposal shall include a detailed narrative.

This subfactor is met when the offeror’s response demonstrates an adequate narrative and process to the following:

1. Processes and procedures for selecting team members.

2. Procedures for internal team communication and monitoring of team member activities.

3. Approach to recruit, hire, train and retain employees capable of supporting the scope of the

Precision Strike Package Technical Documentation Project Performance Work Statement (PSP TDP PWS) (RFP Attachment 1).

Cost/Price General: Volume III, The offeror shall submit cost and pricing information. The offeror shall complete the Precision Strike Package (PSP) Technical Documentation Project (TDP) Pricing Spreadsheet (Attachment 8) and the Awardable Task Pricing Spreadsheet (Attachment 8).

Past Performance General: Volume IV, The offeror shall submit past performance information for itself and any joint venture member, as well as each proposed critical subcontractor in accordance with the format contained in RFP and the following paragraphs. A critical subcontractor is defined as an entity (subcontractor and/or teaming contractor), other than the offeror itself, that is a supplier delivering services that may influence the safety and performance of the aircraft.

Information for each active or completed contract (with at least one year of performance history) in the past five (5) years from the issuance date of the RFP that the offeror/joint venture member and critical subcontractor considers relevant in demonstrating its ability to perform the proposed effort. No more than five (5) contracts total shall be submitted. If using a critical subcontractor, at least two (2) of the five (5) shall be submitted on the critical subcontractor.
