FAQs
1. Is there a kit number, part number, and/or stock number for the stowage strap kit the Government can provide for use in the TO/TCTO package? The proposal will be written to the source provided, a task sample was provided.
2. Attachment 5 pdf pages 2422-2423 appear to be truncated and do not show all of the fabrication or part number information. Can this be provided? Documents are uploaded to SAM in letter format, once downloaded it will need to be changed to landscape for better viewing.
3. Attachment 5, pdf page 2424 Detail A identifies a washer between the tube and the seat. Neither the drawings in attachment 5, pdf page 2422-2423 or Attachment 4 pdf page 1 identifies a washer. Is a washer part of the stowage strap kit and does it replace the outside spacer identified in the IPB for that location? The proposal will be written to the source provided, a task sample was provided. Use the information in the details.
4. Attachment 5, pdf page 2424 shows a strap labelled “500116” but the drawing appears truncated. Is this the complete number? Documents are uploaded to SAM in letter format, once downloaded it will need to be changed to landscape for better viewing. Attachment is 50011610122.
5. Does the addition of this strap change the part number on the top-level seat. i.e., are we changing the seat to a -30 configuration or changing the part number to an Altered Item drawing part number for the installed seats? That the proposal will be written to the source provided, a task sample was provided.
6. Under the 52.212-2 Additional Evaluation Factors, the Govt states Volume I is the Completed RFP with all clauses and provisions that require “fill-in” information be appropriately completed. After review of the Combined Synopsis and Amendment-1+Combined_Synopsis, there seems to be no blocks requiring “fill-in”. Can the Govt please clarify if any other information besides a cover letter is required for Volume I since no “fill-in” information is required on the provided documents? Clauses were provided by reference for review, if there are no clauses directed to the contractor that require “fill-ins” then there are no “fill-ins” required.
7. Based on our review of the provided documents, there does not seem to be a Schedule B of the
RFP as mentioned in the Cost/Price paragraph of the 52.212-2 Additional Evaluation Factors. Can the Govt please clarify if the Pricing Spreadsheet listed as Attachment Excel is the only document required for submittal with corresponding pricing information? Mention of Schedule B has been removed from the Cost/Price paragraph of the 52.212-2 Additional Evaluation Factors.
8. Can the Govt please clarify which volume the past performance should be submitted with and if there is a quantity of citations we are required to submit? Past Performance will be volume IV and the quantity if citations have been updated on the 52.212-2 Additional Evaluation Factors
9. The Govt provides an Evaluation Factors Order of Importance but does not provide any specific Section L instructions. Can the govt please clarify if there are any Section L instructions for the solicitation? The effort is using the Simplified Acquisition Process there is no Section L or M. The SAP does allow for performance and technical to be considered higher than other factors. As a courtesy we showed how those factors will be considered.
10. Sec�on 4.3.4 Travel, states the contractor shall be required to provide an es�mated 20% travel support during the contract. Based on the excel spreadsheet, Atachment 8, Travel is TM in a 1 Lot U/I. For the highlighted field on the X003 Travel CLINs, is the Govt expec�ng an hourly TM rate or an amount that is related back to the 20% travel es�mate listed in sec�on 4.3.4? If based on the 20%, is the 20% based on the Qty of 3020 listed in the Tech Data Development? Also, is the travel amount factored into the TEP? For Travel, we are looking for the total 20% based on the per page rate. Travel is factored into the TEP.
11. On the PSP TDP Awardable Task Tab, the Travel and Program Management CLINs do not have the Unit price sec�on highlighted but the amount column has $0 listed. Can the Govt please clarify if the contractor needs to price the 00003 and 0004 CLINs? Travel and Program Management will have a total amount not a unit price. The government will need the breakdown of how the amount was determined. CLINS 0003 and 0004 will need to be priced, highlight was updated.
12. The Combined/Synopsis state: Proposal and ques�ons should be sent to: Raquiel Shell, Contract Specialist (raquiel.shell@us.af.mil) AND Konondra Rumph, while the 52.212-2 Addi�onal Eval Factors state submission of the ini�al proposal packages are to be sent via DOD SAFE, with an email no�ce. Which one is correct? Both. If you have ques�ons, feel free to email both contacts.
