Order Description for the
Special Operations Forces, Personnel Recovery (SOF PR) Fixed Wing
Multiple Award Contract for Modifications (MACM)
1.1 Objective(s): This order description is for the design of a MC-130J permanent loadmaster signal light solution as well as the production and installation of a total quantity of one (1) Trial
Kit, one (1) Kit Proof, 55 production kits and five (5) initial spares kits. Similar light systems exist, such as the MC-130H loadmaster light system, but the requirements identified in this order description require a new design.
The loadmaster signal lights will be used to visually communicate to the aerial fuel receiving crew during Helicopter Air-to-Air Refueling/Tilt-rotor Air-to-Air Refueling
(HAAR/TAAR). Currently, a permanent loadmaster signal light solution does not exist on the
MC-130J. Instead, the current light signaling process is manual. Currently, MC-130J
Loadmasters utilize wooden paddles with multiple lens colors and a flash light to signal the aerial fuel receiving crew. With the paddle and flashlight method, signals are easily and often misread by the receiving crew due to the flashlight burning through the lens which causes the lens color to get washed-out. When this happens, the receiving crew cannot accurately identify the intended signal color sent to them. When the receiving crew cannot accurately identify the intended signal color sent to them, verbal communication is needed to communicate the proper instructions to the receiving crew. The loadmaster signal lights will eliminate the need for verbal radio communication by allowing the loadmaster to send proper instructions via light signals to the fuel receiver aircrew. This in turn will allow aircraft operation in environments requiring high Emissions Control (EMCON) such as opposition acquisition of National
Vulnerability Database (NVD), communication monitoring devices, etc.
Specific requirements for this order description include non-recurring engineering, integration, trial installations, kit proof installations, aircraft technical data packages, technical orders, provisioning, test procedures, development of airworthiness documentation, installation of aircraft modification kits, manufacturing and full-rate kit production.
3.1.1 Contract/Order Period of Performance: The Period of Performance (PoP) for this order will be a one (1) year basic ordering period with two (2) one (1) year option periods and one (1) 18-month option period.
Basic PoP (1 year) Oct 2020 – Sep 2021 NRE, 1 TKI & 1 KPI
Option 1 (1 year) Oct 2021 – Sep 2022 28 production kits, 28 installations & 5 initial spares kits
Option 2 (1 year) Oct 2022 – Sep 2023 21 productions kits & 21 installations
Option 3 (18 months) Oct 2023 – Mar 2025 6 production kits & 6 installations
3.1.2 Place of Performance: The place of performance for this order will be boththe contractor’s facility for manufacturing as well as five (5) Government bases for installation:
Mildenhall AFB, Kadena AFB, Kirtland AFB, Cannon AFB and Hurlburt Field AFB. A Contract Field Team is required to perform the install at five (5) Government bases: Mildenhall AFB, Kadena AFB, Kirtland AFB, Cannon AFB and Hurlburt Field AFB as referenced in Appendix F & Appendix G.
3.1.3 Non-Recurring Engineering Requirement in Detail: The loadmaster signal lights shallnot connect to aircraft systems, only aircraft power. Meaning, the loadmaster signal lights shall be a standalone system that connection to aircraft power is expected, but no MIL-STD-1553 data bus connections will be allowed. The contractor shall furnish all necessary labor, supervision, equipment, tools, and materials for this effort. However, during installation, the Government will allow the Contract Field Team to have access to and use an Aerospace Ground Equipment power cart, an air compressor, aircraft stands, etc as needed. The loadmaster signal light kits shall include two (2) (left and right) externally mounted loadmaster lights, two (2) loadmaster light grips, two (2) loadmaster light grip cords, and two (2) stowage pouches.
3.1.3.1 Grip Cords: The cord to connect loadmaster light grips to the aircraft shall be durable, 20 feet in length, easily detachable from both ends and can be either replaceable or reparable at field level.
3.1.3.2 Grip Cord Connections: The cord connections of the left and right loadmaster light grips shall be located below the corresponding left and right Intercommunications System (ICS) boxes which are located at the left and right paratroop doors.
3.1.3.3 Stowage Pouches: The closeable stowage pouches shall be located to the left and ride aircraft sidewalls near the paratroop doors. Each pouch will be used to store one (1) grip and one (1) 20’ coiled cord when not in use. Pouches shall de-conflict with CR2 free space catalog.
CR2 free space catalog shall be provided by the Government; however, in order to view the CR2 free space catalog, it will require the download of a SolidWorks viewer. Pouches shall be In
Accordance With (IAW) standard military aircraft sidewall color.
3.1.3.4 Day-Time & NVG Requirements: The amber, white, green, and red lights shall be both day-time compatible and Night Vision Goggle (NVG) friendly at night and shall have a rheostat dimmer with the option to be dimmable in both night and day settings. Dimming specs shall be
NVIS “friendly,” defined as a NRA that does not exceed 3.5 x 10-7 at 15 fL In Accordance With
(IAW) MIL-STD-3009 paragraph 4.5.2.
3.1.3.5 Loadmaster Lights Requirement: The amber, white and green signal lights are located on both the left and right side of the aircraft and are independently controlled by the corresponding loadmaster light grips located on the left and right side of the aircraft. However, both the left and right loadmaster light grips shall control both the left and right red signal lights. When activated, the red signal lights shall flash until turned off by the loadmaster.
Additionally, left and right loadmaster light grips shall be interchangeable with the intention that either grip can be installed and used on either side. Meaning the right grip can be disconnected from the right ICS box and shall be operational when connected to the left ICS box and vice versa. Grips shall be either replaceable or repairable at field level.
For example, the amber, white and green signal lights on the left side of the aircraft shall be controlled by the left controller grip and the amber, white and green signal lights located on the right side of the aircraft shall be controlled by the right controller grip. However, the red signal lights on the left and right side of the aircraft, shall be illuminated simultaneously when activated by either the left or the right controller grips.
3.1.3.6 Redundancy Light System Requirement: There shall be the ability to have a redundant light system solution consisting of four (4) LED light colors (red, amber, white and green) where each light or bulb is multi-color (red, amber, white and green) in case of a failure. If one light/bulb is not operational on the left or right side of the aircraft, up to three lights/bulbs of the same color shall still be able to illuminate, providing a redundant light systemsolution.
For example, when a loadmaster utilizes the left loadmaster light grip to select the switch to activate the amber lights on the left side of the aircraft, all four lights on the left side of the aircraft shall illuminate amber. The same goes for the white and green lights on the left side of the aircraft when activated by the left loadmaster light grip. As well as the amber, white and green lights on the right side of the aircraft when activated by the right loadmaster light grip. When the loadmaster utilizes either the left or right loadmaster light grip to select the switch to activate the red lights, regardless of which grip is used, the red lights on both the left and right side of the aircraft shall flash until turned off by the loadmaster. Lights/bulbs shall be easily and individually either replaceable or repairable at field level.
3.1.3.7 Exterior Light Location: The loadmaster signal lights shall be located just aft of the left and right air deflector doors, just forward of each paratroop door.

Once at the Government base for installation, the Government will provide storage space for kits, tools brought by the Contract Field Team and other miscellaneous equipment.
3.6 Travel: Travel requests for contractor/subcontractor personnel shall be submitted for approval to the procurement contracting officer prior to costs being incurred and a minimum of seven (7) business days in advance of departure. Receipts must be presented with the invoice for reimbursement of actual travel costs.
3.9.4 Airworthiness: The Contractor shall complete an Airworthiness Specification, also known as the Airworthiness Certification Basis for modification (DI-SESS-81766/T CDRL 0032), and an Airworthiness Certification Criteria Report, also known as the Modified Airworthiness Certification Criteria (MACC) Compliance Report (DI-SESS-81768/T CDRL 0033). The Airworthiness Certification Basis denotes all the applicable airworthiness certification criteria affected by the modification.
For non-applicable criteria, the Contractor shall provide rationale for why the criteria does not require verification to assure airworthiness. For applicable criteria, the Contractor shall identify, in general terms, what types of artifacts (reports, Contract Data Requirements Lists (CDRLs), forms, etc) will be used to assure airworthiness. The Government will provide the Airworthiness Specification template, titled “Attachment 1_MACC Cert Basis and Compliance Report Template 516C CN1-7, 9 Jan 2020” in excel.xls format, to the Contractor.
For Preliminary Design Review (PDR), the Airworthiness Specification shall be the described Airworthiness Certification Basis, denoting all criteria as either applicable or not applicable, and providing the rationale for those criteria that are not applicable. The Airworthiness Specification is not considered complete until the Government Program Office obtains concurrence from the Government Designated Technical Authority (DTA). Repetitive submission-update-resubmit cycles may be required to obtain DTA concurrence.
For Contract Design Review (CDR), the Government Designated Technical Authority (DTA) accepted Airworthiness Certification Basis is expanded, with formal entries of the various CDRL documentation which serve to verify the modification meets the affected criteria. The Airworthiness Certification Basis evolves to become the Modified Airworthiness Certification Criteria (MACC) Compliance Report. At CDR, the only criteria that remain unverified are those that rely solely on Test or other Government documentation that may not exist at CDR. Even so, criteria relying on Test or other Government documentation as a verification method shall be identified with generic entries that will be replaced with the formal documentation once obtained. The MACC Report is not considered complete until the Government Program Office obtains concurrence from the Government DTA. Repetitive submission-update-resubmit cycles may be required to obtain DTA concurrence.
If compliance is not met, a risk assessment must be conducted/written. Each data artifact/document/analysis/drawing/report used to show compliance must have a unique identifying number and title. All artifacts used to show compliance shall be listed on the document summary tab of the matrix reflecting where it is applied along with document title and file name. All airworthiness/engineering products/data created as a result of this order, shall be considered a part of the Technical Data Package (TDP) and shall be delivered to the Government with unlimited rights.
