CEMACC III IDIQ TASK ORDER FOR DESIGN AND CONSTRUCTION
PROJECT DESCRIPTION FOR
UHHZ170100 RPR/RPL AHU’s PRODUCTION BAY, WHSE SUP EQUIP DEP, B/350 22 August 2022
1. GENERAL
A. This Task Order (TO) will go under the CEMACC III Indefinite Delivery Indefinite Quantity (IDIQ) project referenced above.
B. The following critical items are contained in the Basic CEMACC III IDIQ SOW:
a) RAFB Access
b) Proposal Evaluation Criteria
c) Design Documents and Requirements
d) Codes and Standards
e) Basic IDIQ requirements per CEMACC FY23 SOW dated 22 August 2022.
C. Contractor/Designer shall incorporate the most efficient and cost-effective (i.e.
simplified details, minimized equipment and material cost, reduced construction timelines) approach to accomplish all technical requirements in the Description of Work. Contractor/Designer shall notify Project Manager if any items in the Description of Work can be accomplished in a more efficient and cost-effective design prior to submitting Phase I Initial Submittal.
D. The design shall conform to the Robins AFB Base Facility Standard and Air Force
Instruction (AFI) 32-1023, Design and Construction Standards and Execution of Facility Construction Projects (Chapter 1). Compliance with the Unified Facility Criteria documents (UFC) is the responsibility of the A-E. In addition to the general project description above, follow the below detailed requirements for the various disciplines.
E. A full time Superintendent is not required for this project
2. DESCRIPTION OF WORK
A. Building 350 Center Bay is an essential facility for CMXG. It houses the F-15
Canopy workload and the new Dowty Props workload. The four Air Handler Units (AHU) that supply the production bay are reaching the end of their expected lifespan and must be replaced. Currently three AHU’s (AHU-3, AHU-4, and AHU-5) have cooling only capabilities. One unit (AHU-2) provides heating capabilities with natural gas in addition to cooling. New AHU’s must be designed and installed to meet the temperature and humidity requirements for production and reduce delays resulting from frequent repair work and malfunctions of these units.
This project shall include all design and construction work necessary to replace the four AHU’s in like kind. The contractor shall create an appropriate phasing plan, remove the four AHU’s, remove any associated chilled water or natural gas piping that doesn’t meet new design criteria, and install new AHU’s, all associated piping, pipe insulation, pumps, strainers, valves, necessary ductwork, necessary electrical wire and breakers, and control systems, according to the design.
B. Design-Build Project Scope:
a) Project phasing is required to allow the government 24/7 access to the production facilities. Phasing plan shall entail beginning work on the north end of the building and working toward the south end. Evening and weekend access may be granted given sufficient cause and notice.
b) Site Investigations
1) The contractor is responsible for any site investigations necessary to fully comprehend the scope of the project.
c) Testing
1) Testing for asbestos as well as heavy metals such as lead, cadmium, chromium, etc. shall occur in the design phase to ensure adequate preparation for construction.
2) If evidence of heavy metals is detected, appropriate abatement plan will be included as part of the design for project phasing.
d) Demolish/Remove
1) Remove the four AHU’s.
2) Remove associated piping, insulation, pumps, valves, strainers, and gauges from the unit connection to the main line. Ductwork and controls that do not meet the new design criteria must also be removed.
3) All recycled materials will be turned in to the Government in provided dumpster/container.
e) Construct/Install/Repair/Replace/Relocate
1) Work with the Government to create a phasing plan that allows for continuous operation of the building.
2) Install new AHU’s with equivalent units in performance, function, and power requirements. Units shall meet 75°F cooling and 50% relative humidity for the summer months, and 70°F and 30-50% relative humidity during the winter months.
3) Install all new associated piping, insulation, pumps, valves, strainers, gauges, ductwork, and controls, in support of the project design and specifications.
4) Install controls for all new HVAC units.
5) Install four inch tall concrete platforms for each of the new AHU’s.
6) Provide temporary heating, cooling, and humidity control measures, as necessary, to maintain conditions in the building to support the work performed therein throughout all phases of the project.
f) Cost to include all site visits, site investigations and meetings with base personnel during design and construction of project. Contractor shall provide results of testing in written reports documenting existing conditions with drawings showing locations of existing utilities, photos of utilities found, a list of personnel and description of equipment used.
3. CONTINUED OCCUPANCY
A. Building 350 shall remain in full operation during the entire duration of the project.
The contractor will be given partial access to the project area.
B. The work area is not in a restricted area, but adjacent areas of the same building are secured areas, and will require permission and escort if any work is necessary in these areas to execute the project.
C. The Government reserves the right to take beneficial occupancy of parts of the project area before the total project completion date. This is not final acceptance, and identified deficiencies must still be corrected.
D. As stated above, the user/customer will need access to the building as required to maintain full production schedule, and the occupied Dock will be partially accessible for construction.
E. Give special consideration to construction phasing and impact on user activities, particularly if there will be utility outages and connection/reconnection of new and existing utilities.
4. DETAILED TECHNICAL CONSIDERATIONS
A. The design shall conform to the Robins AFB Base Facility Standards and Air Force Instruction (AFI) 32-1023, Design and Construction Standards and Execution of Facility Construction Projects. In addition to the general project description above, follow the below detailed requirements for the various disciplines:
B. Structural Considerations:
a) The design shall avoid rooftop mechanical systems to avoid roof penetrations per Robins BFS.
C. Mechanical Considerations:
a) Design shall be in accordance with the current editions of the following codes and specifications:
1) UFC 1-200-01 General Building Requirements
2) UFC 3-401-01 Design: Mechanical Engineering
3) UFC 3-410-01 Heating, Ventilating, and Air Conditioning
4) International Building Code
5) ASHRAE Standards
6) Robins Base Facility Standards
7) NFPA 54 National Fuel Gas Code
b) No combustible engines are allowing within the building. All scissor lifts, forklifts, etc. must be powered by electric motors.
c) For any construction work on the roof necessary for the flue for AHU-02, the roofing contractor shall be Duro-Last certified and coordinate with the original installer to not void the existing warranty, and match the existing conditions of the roof in accordance with Robins Base Facility Standards (BFS).
d) Repair the exterior wall where ductwork passes through for AHU-2 to include paint/materials that match the interior and exterior color palette and conditions of the building according to BFS.
e) Internal duct insulation is prohibited per UFC 03-410-01.
f) The single manufacturer of all HVAC systems at Robins AFB shall be Carrier.
D. Electrical Considerations:
a) Design shall be in accordance with current UFC’s, Base Facility Standards, and the National Electric Code.
E. Environmental Considerations:
a) Hazardous Material Requirements: The design shall address the requirements for worker notification, abatement and disposal of all hazardous materials including but not limited to asbestos, lead-based paint, heavy metals (arsenic, barium, cadmium, chromium, lead, selenium, silver, hexavalent chromium) and PCB’s.
b) Health and Safety Plan (HASP): The A/E shall establish acceptable practices for housekeeping that will allow the work to proceed while minimizing dust disturbance and further building contamination. The A/E shall employ a safety and health professional to provide a HASP which includes additions for cleaning dust as necessary to accomplish this project. The contractor shall employ a safety and health professional to provide a Health and Safety Plan (HASP) which includes additions for cleaning dust as necessary to accomplish this project.
Please see excerpt from DoDI 6055.01, Attachment 2, for further direction on items to addressed in the HASP. All debris and waste shall be disposed of in accordance with Robins Environmental Requirements – 01560. The HASP shall include, but not be limited to, the following in the project area:
Pre-contamination assessment Method to maintain post contamination at or below current levels on work surfaces Designation of worker PPE Process for transport removed items and waste to Government provided containers.
Method of protecting government equipment Post-contamination assessment
c) Permits:
Resource Conservation and Recovery Act (RCRA) Permit: (Confirm with
Environmental Management to determine whether dust survey/sampling for heavy metals - i.e., arsenic, barium, cadmium, chromium, lead, selenium, silver, hexavalent chromium)
The Contractor shall obtain all necessary permits for disposal of all hazardous materials being abated. See Section 01560 – Environmental Requirements.
d) Other Submittals, Notifications and Approvals: Refer to Section 01560 –
Environmental Requirements.
Robins AFB NPDES Permit GAR50000 Section 2.1.2.2.c requires that all dumpsters, roll-offs, and hoppers must be covered when not in use or during a rain event to prevent possible contamination of stormwater.
5. DOCUMENTATION REQUIREMENTS
A. Follow the Procedural Guide except as listed below. The Procedural Guide has detailed requirements for hard and electronic copies of the design analysis, specifications, drawings, and associated letters and forms. Note that the Guide strongly encourages the A-E to design directly in .dwg (AutoCAD) format.
B. The existing facility may have a previous design on CADD that would aid in drawing this project. However, the A-E shall be responsible for verifying all information.
C. Communications: The Contractor shall provide a job specific contact list with email addresses and phone numbers for all key project personnel to the Base Project Manager at the beginning of the project.
6. PHASES OF DESIGN AND CONSTRUCTION
The Basic CEMACC FY23 IDIQ SOW has detailed listings of what is required to be included and considered in each phase of the design. The following phases are included in this task order.
A. Phase I 60% Complete Design package and Meeting B. Phase II 100% Design package and Meeting C. Phase III Corrected 100% Corrected Final Design Drawings, Specifications, Design Analysis package D. Phase IV Construction
7. DESIGN SCHEDULE AND DELIVERABLES
A. Deliver drawings, specifications, design analysis, and AF Forms for all Phases as listed below:
a) Phase Deliverables:
DoDSafe: Include electronic versions of Drawings (pdf and dwg formats), Specifications (pdf and doc/docx formats), Design Analysis (pdf format) and AF Forms (pdf format).
Hardcopy Drawings: 1 sets – 11x17 (bound) – Phase II and III only.
Hardcopy Design Analysis: 1 set – 8.5x11 (bound) – Phase II and III only.
AF Forms: 1 set loose (clipped) – Phase II and III only.
b) Phase I – 60% Submittal:
Provide drawings completed to the 60% design level. Drawings shall be a continuation of bid proposal submittal.
Provide Design Analysis, AF Forms filled out and any other pertinent information upon which to provide a complete design. Design Analysis will include design approach for overall project and all disciplines, all field investigations, and sufficient calculations to define project parameters and unforeseen conditions.
c) Phase II – 100% Submittal:
Provide drawings completed to the 100% design level. Drawings shall be a continuation of prior submittals and comment revisions.
Provide Design Analysis, AF Forms filled out and any other pertinent information upon which to provide a complete design. Design Analysis will include design approach for overall project and all disciplines, all field
d) Phase III – Corrected 100% Submittals:
Provide drawings completed to the 100% corrected design level.
Drawings shall be a continuation of prior submittals and comment revisions.
Provide Design Analysis, AF Forms filled out and any other pertinent information upon which to provide a complete design. Design Analysis will include design approach for overall project and all disciplines, all field
e) Phase IV – Construction
B. Schedule Changes: This schedule can later be amended by mutual agreement of the parties. Such amended schedule shall become contractually binding only after incorporation into the contract via bilateral contract modification.
C. Design and Construction Schedule
a) Phase I 60%
Design Submittal: 45 calendar days after Design NTP date.
Design Meeting: 55 calendar days after Design NTP date.
Meeting Minutes: 60 calendar days after Design NTP date.
b) Phase II 100%
Design Submittal: 90 calendar days after Design NTP date.
Design Meeting: 100 calendar days after Design NTP date.
Meeting Minutes: 105 calendar days after Design NTP date.
c) Phase III 100% Corrected
Design Submittal: 135 calendar days after Design NTP date.
Design Meeting: 145 calendar days after Design NTP date.
Meeting Minutes: 150 calendar days after Design NTP date.
Total Design Period of Performance: 150 calendar days after Design NTP date
d) Phase IV Construction Schedule Construction Submittals: 30 calendar days after Construction NTP date.
Begin Work within: 45 calendar days after Construction NTP date.
On-Site Construction Period of Performance: 180 calendar days after
Construction NTP date Close-Out: 210 calendar days after Construction NTP date.
Total Contract Period of Performance: 210 calendar days after
Construction NTP date.
8. ADMINISTRATIVE INFORMATION
A. Contract Administration Authority
a) The Contracting Officer in Base Operational Contracting, AFSC/PZIOC, is responsible for the administration of this contract. The Contracting Officer has designated the Office of the 78th Civil Engineer as the design and technical surveillance representative for this contract.
B. Design and Construction Payments
a) Do not bill for any design or construction phase until it has been completed and approved by the Base Project Manager using AF Form 3065 using the following payment schedule:
Phase I: 30% of total design contract value Phase II: 60% of total design contract value Phase III: 100% of total design contract value Phase IV: Per approved AF Form 3064
C. Channels for Obtaining Information
a) Point of Contact: The Office of the 78th Civil Engineer Group/Engineering Division will appoint a Base Project Manager for this work. The Base Project Manager will provide support on all technical matters to the Contracting Officer and serve as the primary point of contact. All work performed by the Contractor on base will be coordinated with the Base Project Manager.
b) Coordination of Work: Except as specified herein, all requests for information necessary to do this work shall be made to the Contracting Office and Base Project Manager or his supervisor. The CEMACC FY23 IDIQ Team shall always maintain close liaison with that office by appropriate means to assure maximum coordination of the work.
c) User Personnel Contact: At no time are user personnel authorized to provide design or construction criteria or information directly to the Contractor's design firm and construction crew.
d) Government Furnished Information: The Office of the 78th Civil Engineer Group/Engineering Division will furnish applicable data, drawings, and information as available for the described work. These may not be complete or fully accurate. The CEMACC FY23 IDIQ Team will be responsible for verifying all existing data as required for the design.
